MINUTES
January 2 , 1973

10:00a .m. Meeting called to order by Chairman A. M .O'Mcara with all members present.
Bid Opening for County's supply of Petroleum Products for 1973 .
One Bid submitted - Standard Oil Co. of California $35 ,512 .50.
Mr. Jeff Pedersen, representing Mobil Oil Company, stated they cannot submit a bid at this
time due to shortage of fuel, and suggests that county call for bids in November, to derive a
cheaper price when the fuel is more plentiful. By law, county has always called for petroleum
bids the first week in January. Motion by Commissioner Huntingford to award bid to Standard
Oil Co. Commissioner Kelly declined to second the motion due to discrepancy between Ethyl
and Regular gas price quotations . Chairman O'Meara second the motion by Commissioner
Huntingford , as the price of regular gas was not required in the bid call.
Hearing for Shoreline Management Permit, Application No. 37, for Jerry Ralston, for the con-
struction of bulkhead and fill at Wa Wa Point, Dabob Bay, Hood Canal. Motion by Commisslonel
Huntingford, second by Commissioner Kelly to approve . Unanimous by Board .
Hearing for Shoreline Management Permit( Application No. 35 , for the Department of Natural
Resources , to construct a bridge across Christmas Creek. Motion by Commissioner Huntingford
second by Commissioner Kelly to approve . Unanimous by Board. ,
Mrs . Pat Stumbaugh and Mr. Tony Bogachus appeared re: Flooding of Big Quilcene River, at
Quilcene . Stated they were informed by the Corps of Engineers , that County could receive aid
from them if the Board would write them a letter stating the rip rap, levy, etc. has been dam-
aged over the past few years , due to the flooding of the river. Mrs . Stumbaugh said also,
that there are two log jams which present a potential threat to the bridges and roads if they I
break loose . Commissioner Kelly said he had inspected the area two days ago and verified
that property, roads and bridges are in Jeopardy. Board will send letter to the Corps requesting
assistance and information as to what extent is the county's oblication. Engineer Becker will
correspond with the Corps .
Sheriff Hansen advised the Board of an article which appeared in the Seattle P.1. paper, con
derning the Jefferson County Jail. He stated that if they come back t):3 inspect the Jail again,
they will do so only with a court order.
Chairman O'Meara read joint resolutiipn relating to Jefferson-Clallam C ounty Juvenile Court
Budget. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve and
adopt Resolution No. 1-73 , as follows . Unanimous by Board.
Board read copy of letter to the Engineer's Office re: Placement of culvert on Lazy C Property
on the Dosewallips River Road . Commissioner Kelly will inspect the culvert for possible threat
of damage by flooding .

Letter from State Liquor Control Board re: Issuance of liquor permit for Firelite Tavern in chime-
cum. Commissioner Huntingford previously sent letter stating his opposition to the issuOlce
due to lack of population. Commissioner Kelly and Chairman O'Meara concur. Liquor Bo rd
will be so notified . "
Letter from Alcoholism Section, Olympia , re: Allication for Jefferson County Alcoholism rogram
for the amount of $2 ,400, for a period commencing Nov. 1 , 1972 through June 30, 1973 . Letter
of acceptance mailed December 21 ( 1972 .

Board approved and signed Resolution No. 2-73 , C .R.P. No. 355 , as follows.-
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve minutes of
last meeting . Unanimous by Board .
Board received letter of resignation from the Shorelands Advisory Commission from Robert M.
Hays and Eva Taylor. Motion by Commissioner Huntingford , second by Commissioner Kelly
to accept. Unanimous by Board .
Board reviewed the following correspondence without comment:
Two letters stating their disapproval of the expansion of commercial fishing on Mats
Mats Bay. One from Mrs . Curtis Hitchings and one from Max Farrar.
Copies of letters re: Proposed placement of dredged material on Indian Island tidelands .
Public Notice No . 071.-OYB-1-001141 , Puget Sound Exchange Corp. , from the Corps
of Engineers .
Notice of license transfer from Leonia Evon Clark to Dennis Arden Moore and Leona Evon
Moore.d/b/a Whistling Oyster..
Copy of legislative recommendations approved by the Washington State Association of
County Officials .
Commitment Law Reform regarding Mental Health, from the Dept. of Social and Health
Services .
Minutes of Intermediate School District No. 114 Board of Directors Meeting of Dec.
14 , 1972 .
