January 8, 1973
10:00a .m. Meeting called to order by Chairman A.M .O'Mearn with Commissioner Kelly present,
Forming of the new Board of Commissioners: /X.M.O'Meara and B. G . Brown were sworn in as
Commissioners , by Pros . Attny. Daly, acting as Court Commissioner of the Superior Court.
Re-organization of the Board..for the position of Chairman for a two year term. Commissioner
Brown stated he would rather not be selected as Chairman until he becomes more familiar with
Boards procedures . Motion by Commissioner Brown for Walter A. Kelly for Chairman, second
by Commissioner O'Meara and accepted by Kelly.
Discussion on problem of flooding of the Big Quilcene River at Quilcene . Board feels the
river level is a definite threat and will check out the situation during their lunchtime today.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve the minutes of
last Monday's meeting as presented . Unanimous
Motion by Commissioner O'Meara , to accept resignation of Mrs . Marjory Johnson as Director
of the County's Alcoholism Center. Second by Commissioner Brown and unanimous by Board .
Letter from Vina E . Ross , protesting the development of commercial fishing in Mats Mats Bay,
Board will request assistance from the.Dept. of Ecology.
Letter from property owners protesting the poor condition of the Griffith Point Road . They
request that road be taken over and maintained by the County. Board advises that owners
must bring road up to specifications before county will take over.
Board approved and signed Resolution No. .3-73 , C .R.P. No. 355; to widen the Quilcene-
Center Road, Co,.Rd . No. 18; as follows:
Auditor, Betty Temple , informed that she had received a phone call from a lot owner in Lazy C
Plat, Division No. 2 , complaining of property being washed away. Lazy C , Div. No. 2 , is
an unrecorded plat and was never accepted by the Board.
Chairman Kelly signed final maps f9r Coyle;Road Grading , .C .R. P. No. 354 , Co. Rd . No. 16 .

Chairman Kelly requested that letters of appreciation be sent to Bob Hays and Eva Taylor for
their work on the Shorelands Advisory Commission.
Commissioner O'Meara stated he now believes that county should start thinking in terms of
hiring a County Planner. Commissioner Brown said he is in agreement, due to the added respon- '
sibility of the county, but that possibly a part-time planner would be sufficient. Matter will
be checked into thoroughly before any action is taken...
Mr. Frank N. Killien appeared re: Road problem on the Coyle Penn. Said he has maintained
the road leading to his property, which is considered by the State as a . D .N.R. .and private
road , and now requests county take-over. Stated he has contacted the State Land Commission-
er, and he is willing for the county to take posession. Engineer Becker will go over the road
with Mr. Killien to discuss the possibility. Law suit now pending against C .Z.. ,for damage to
the road by their logging trucks .
Engineer Becker presented a revised Road Program for the Board's adoption. Motion by Commis-
sioner O'Meara , second by Commissioner Brown to adopt the Revised Road Construction Program
for 1973 . Unanimous by Board .

}-Tearing for Shoreline Management Permit for Mariculture Northwest, Inc.; Application
No. 36 , for the construction of fish pens , oyster rafts and shore facilities , three miles
west of Port Gamble . Letter recommending approval from the Advisory Commission.
Motion by Commissioner O'Meara , second by Commissioner Brown to approiie . Unanimous . '
There being no further business before the Board , the meeting was adjourned .
