Meeting called to order by Chairman Walter A. Kelly with all members present. Mr. Ersel Lochridge appeared re: Contra4t between the County and the Quilcene V.F.W. Stated they have not received funding for several years and requests that payment be retro- active. Commissioner O'Meara said this would probably be permissible if they have not already been paid in full. Auditpr, Betty Temple stated she found a record of payment for $180 in February, 1965 for Janitor Services and a 1966 Budget item for $783 . 18 for furnish- ings . Records will be checked further. Mr. Griffith Short, Chairman, Drainage District No. 1 , appeared to answer questions raised by Mr. William Bishop at the last Board meeting. Read resume of District's business since 1960. Stated funding of $1 ,000, assessed prior to 1966 and A.S .C. B. approved loans have been used to finance projects . Also stated he was advised by Pros . Attny. Daly that election of Commissioners could be held in the fall of 1973 . Copy of letter will be forwarded to the Board. Clarence Lammers appeared with request for exchange of 60' of right of way for 100' of county gravel pit land adjacent ;to Lammers property. Board will inspect at lunchtime. Will Gariss , Director, Clallam-Jefferson County Community Action Council, appeared re: (1) Request for aid in acquiring a Radio Unit for the City Police Dept. Chief Doubek ex- plained there is insufficient funds in his budget to allow him to purchase a unit jointly with the Sheriff Dept. and if a grant is available , he must go this way. Unit he desires is com- pletely portable and will cost approximately $1 ,000. Motion by Commissioner O'Meara , second by Commissioner Brown to send letter to the Wash. State Traffic Commission for assistance . Unanimous . , (2) Request to up-date Overall Economic Development Plan to include 1970 census. Also, new menbers dre needed for the Economic Development Committee . Motion by Commissioner O'Meara , second by Commissioner Brown for Mr. Gariss to submit names to the Board for appointment to the committee . (3) Presented background information on Wash. State Land Planning Commission and Land Use Code for Land Use Agencies . Stated that if county does not have such an agency, the State will ha+e control. No definite action taken by the Board at this time. Mrs . Lloyd B. (Jeanne) Hargett appeared with request for vacation of portion of Margaret Street, (206 feet) . Presented petition with signatures of contiguous and surounding property owners , and a check for the amount of $100 to cover costs . Motion by Commissioner Brown to set hearing date for March 5th. , second by Commissioner O'Meara . Unanimous . Continuance of review of Membership Camper Club Ordinance . Commissioner O'Meara advised of changes , as follows: the word "lot" changed to "site"; "plat changed to "development"; "purchasers" changed to "members"; the word "subdivision" deleted, and the minimum size of site changed to 4 ,000sq.ft. Pros. Attny. Daly advised the Board that more groundwork on the Ordinance is necessary and according Ito Chapter 106, Laws of 1972 , the Director of Motor Vehicles can stop any Camper Club from developing ih'this county. Instructed the Board to write a resolution to the Director of Motor Vehicles to arbitrarily refuse promotional or con- ditional permits be issued until an ordinance is adopted by this Board. Sanitarian, Randy Durant, presented and explained may of '`Transpo Evaporation System" approved by the Dept. of Ecology for the Gardiner Camp Club Development. f • 4 ; 4Iinutes of Jan. 22nd. meeting con't . Mr. Larry Chittenden, Electronic Data Professionals , Inc . appeared re: Electronic Account- ing Systems . Showed sample of Mason County Road Program Project Report. Explained it is a three step operation. (1) Indexing of time report in-put tape , which (2) feeds material in- to memory bank , which in turn (3) rolls tape back out and issues report. Cost would be $550 per month and would include the first years maintenance . It is designed to allow the counties to comply with State regulations on Bars Manual. Mr. Chittenden will return at a later date to give a demonstration. Motion by Commissioner O'Meara , second by Commissioner Brown to approve minutes of last meeting . Unanimous . Board approved and signed Resolution No. 5-73 , to replace bridge on the Lower Hoh Road, Co. Rd. No. 214 , as follows: Letter from Fire Protection DiSt. No. 1 , informing of resignation of Mr. Albert Robinson as Commissioner and recommending Harlan Paddock be appointed to fill the vacancy. Motion by Commissioner O'Meara , second by Commissioner Brown to accept resignation and appoint Harlan Paddock as Commissioner, Position No. 3 . Unanimous , Board received copy of letter to Engineer Becker, from R.H. and Eunice Woodard relating to the drainage problems that have ensued since the change in the Dosewallips River road . Board will make an appointment with the Woodards' for Feb. 5th. to discuss and investigate the problem . Letters regarding representatives for the Shoreland Management Advisory Commission from Milwaukee Land Co. and Kalaloch Beach Ocean Village . Answer will be written to both, re- questing the submission of names for expansion of members for the Commission. Copies of correspondence between Robert R. Miller, Sea Treasurers and George Randolph, Port Manager, regarding Mats Mats Bay. Letter will be written explaining the entire situation is being investigated by the Board and members of the Dept. of Ecology. Board received permit from the Dept. of Fisheries for construction to prevent flooding of the Big Quilcene River in Quilcene . Engineer Becker will inspect and present a cost estimate . Suggested that funding come from Revenue Sharing monies . Board reviewed the following without comment: General Receipt and copies of invoice vouchers from the Treasurer's Office regarding State refund on 1971 - 72 Summer Y.D .0 .0 . Cooperative Program for a total amount of $1 ,411 .92 . Cut-off dates for submission of applications for 1973 grant awards from Planning and Com- munity Affairs Agency. Letter will be referred to the Sheriff's Dept. Letter from V.W. Korf, P.E . , advising that he is replacing Mr. Kerslake as District Engineer in District No. 3 , State Highway Commission. Request for copy of Jeff. Co. Overall Economic Development Plan, from the Federal High- way Commission. Copy will be forwarded. Motion by Commissioner O'Meara , second by Commissioner Brown to recess until 10:00a .m. Thursday, Jan. 25th. Unanimous . Meeting will resume at that date to enable the Board to start procedures on flood prevention at Quilcene . 4
