MINUTES i
March 5, 1973
10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Hearing for Vacation of Margaret Street. Attending are: June and Vern Hadgdon, Lucille and
James Morgan, Beulah Lux, Sr., Jack P. Farrell, Peggy Barber and Mrs . Jeanne Hargett, petitioner.
Mrs . Hargett requested vacation of par tion of street contiguous to her property due to campers ,
motorcyclists etc. continually using her driveway. All others attending stated they/are opposed
because if road is closed some of their lots would be landlocked. Engineer Becker/presented
letter recommending that street not be vacated due to future development. Motion by Commissions
O'Meara, second by Commissioner Brown to deny vacation. Unanimous .
Mr. Bob Hays appeared re: News article stating he was remiss in his duties as Chairman of the,
Shorelands Advisory Commission. Said it was reported that Mr. Sam Humes had' informed him of
his opposition to Jerald Weider's herring fishing business and he had neglected -to inform this
Board and the Advisory Commission. Mr. Hays stated emphatically that this is untrue and that
he had advised the Board and the Advisory Commission and had also advised Mr. Humes to notify.
the Board himself, in writing, as he works in an advisory capacity only.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve minutes of Feb.
20th. and 26th. meetings . Unanimous .
Board approved and signed Resolution No. 11-73, Interlocal Agreement re: . Application for Grant ,
Law Enforcement Purposes , as follows:
Letter from the Olympic National Forest Service re: Easement for portions of the Snow Creek Road.
Road is outside of Forest Service boundaries and they request county take-over. Engineer Becker
stated that his department is obtaining the necessary deeds . Letter turned over to the Engineers
Dept. for action.
John Doubek, Director; Dept, .of Emergency Services , appeared re: -Merit 'raise for his secretary.
Stated the raise has been advised by the State but is not mandatory or rectroactive. Board in-
formed she has been given a raise for '73 in accordance with the rest of the employees and prefer
not to increase it this year.
Board received applications for membership in the Wash. State Good Roads Assoc. Engineer
Becker recommended membership. Motion by Commissioner O'Meara, second by Commissioner
Brown for Co.Rd.Dept. to join Assoc. Unanimous .
Bill Stratton appeared re: Property in Quilcene for Little League Field. Lyon's Club has been
sponsoring Little League Baseball and has now run into difficulty with usage of school field. Re-
quests aid from the Board in obtaining a piece of property.
Board signed Deed for the purchase of three lots , owned by Julian Oens , for the amount of $600
total.
Motion by Commissioner O'Meara, second by Chairman Kelly to approve and accept bid for one
Console Electronic Peocessor for the Treasurer's Office, from the National Cash Register Co. ,
for the amount of $10,848.60 . Commissioner Brown abstained.
Letter of appreciation was received from property owners in the Quilcene area for the prompt and
effective repairs done on the levy of the Big Quilcene River to prevent flood damage to homes,
land and roads . •

Letter from Gerald W. Phillips requesting information regarding subdividing . Answer will be
sent as per request.
Board received the following correspondence without comment.
Notice of approval of county programs and budgets for Mental Health and Drug Abuse, from
the Dept. of Social and Health Services . State funds allocated to this county for mental health
for 1973 is $11 ,765 , and for drug abuse the amount of.$1 ,033-for 1973 .
Copies of two letters from the Olympic Health Dist. to: (1) Olympic Maintenance Corp.;
(2) Cape George Colony Proposed Plat.
Copy of letter to the Corps of Engineers , from Naval Torpedo Station re: Approval of Dis-
posal Sites on tidelands on Indian Island.
Copy of letter to the Planning Commission from O.F. Kilham re: Planning Goals .
Governor's Proposed Gas Tax Legislation from the County Road Administration Board.
Letter and maps from the Dept. of Natural Resources showing County Trust Lands in Jeff-
erson County.
Notice from State Liquor Board of application for Class EF license from Howard Thomas
Millard d/b/a Cove Park Grocery.
Agenda for Intermediate School Dist. 114 Board meeting of March 8th.
There being no further business before the Board, the meeting was adjourned.
