RE: Hearing on Chan s to RAB Standards
At your last District meeting, we presented a discussion regarding proposed
changes in the CRAB Standard on preparation of the annual program to accom-
modate requirements of the State Environmental Policy Act. Enclosed is the
legal hearing notice which is required under the Administrative Procedures
Act, and attached is a draft copy of the Standard showing the proposed
additions and amendments. In this_proposal we have attempted to include the
requirements of the State Environmental Policy Act in the simplist possible
form, The several minor changes which were recommended during the
District meeting discussions of this matVr have also been included in this
revised draft.
Also enclosed is a notice referring to proposed changes in tl:e CRAB Standard
on bridge inspection. This change in Chapter 20 is merely from an annual
to a biennial certification requirement and from a March 1 to a June 1 deadline.
Please note that the hearing on both these proposals is scheduled to take place
during the next regularly scheduled meeting of the County Road Administration
Board to be held at the Evergreen Inn in Olympia on Friday, April 13, 1973,
at approximately 11 a. m.
In the event that you do not wish to ap 3ar at the meeting to speak either for
or against these proposals, you are in, itad to indicate your approval or
disapproval by checking the appropriate box below and by making any additional
comments for the CRAB Board's consideration on the reverse side of this

WAC 136-16-010 SUBMISSION OF RECOMMENDED ANNUAL ROAD
AMEIJVviEa1 PROGRAM.
The County engineer shall submit a recommended annual program to the
ts1( oard of county commissioners on the first meeting in July or at such other
oftime as may be specified by resolution of the board pursuant to RCW 36. 40. 071
SEcroP which shall include his recommendations for all construction projects and all
equipment purchases for the ensuing year. The board shall consider the
recommended program, make any revisions deemed necessary, and with the
assistance of the county en(ineer identify those projects requiring a shorelines
management permit, and make an initial environmental assessment of each
item in the program.
WAC 136-16-012 PROJECTS OF ENVIRONMENTAL SIGNIFICANCE.
'In general terms, projects or work assessed as having environmental significance

will be projects, during or as a result of, which lasting changes either
beneficial or detrimental to the quantity, quality, stability or uniqueness of
vegetation, human and animal life, geological formations, groundwater, surface
1104 water o.r atmosphere will occur. Examples of projects which might fall
into this category are road and bridge construction on new location, majsfc
or
regrading of existing facility, opening of new rock quarry or pit sites and
other projects of similar nature. The impact statement for thse projects shall
be prepared in accordance with guidelines established by the Department
of Ecology.
WAC 136-16-014 PROJECTS OF ENVIRONMENTAL INSIGNIFICANCE.
In general terms, projects or work assessed as having environmental
0 insignificance will be projects having an insignificant impact in the matters
C� mentioned above. Examples of projects which might fall into this category
are routine maintenance activities, surfacing or resurfacing of existing
SG�O acilities, minor grading, widening and/or realignment of existing facilities,
Eraffic control device installation, and other projects of similar nature. The
initial finding of environmental insignificance may be amplified by a negative
declaration if deemed adviseable by the Board.
WAC 136-16-016 DISSEMINATION OF ENVIRONMENTAL ASSESSMENT
INFORMATION
Copies of the recommended annual program showing the initial environmental
assessment shall be distributed to the Department of Ecology, the Ecological
Secr,0 Commission and any other agencies required by law. In addition, a news

release should be prepared and distributed to the appropriate local news media
elaborating on the determination made by the Board. In the cases of assessment
of environmental significance, the news release should state briefly why
significant impact is anticipated, and indicate that a draft environmental impact
statement will be developed and made publicly available within a given time period.
�� WAC 136-16-018 ADOPTION OF ANNUAL PROGRAM. The Board shall
adopt a final annual program at any time prior to the adoption of the budget.
�, I®� The resolution of adoption shall contain a certification that an environmental
assessment has been made on all work included in the program and state how
such assessment was made public.
WAC 136-16-020 CONTENTS OF ANNUAL PROGRAM. The adopted
*annual program shall include, but not be limited to a listing of all proposed
EM1constructionworkfortheyeargivingaverybriefdescriptionofthework, the140 name, number and functional classification of the road, an environmental
LY�Stassessment, an estimate of the total cost of each project and a notation as to whether
DF `l� each project is to be done by contract or day labor. The total estimated cost
S,tr1� of all projects in the annual program shall be approximately equal to the amount
�`" budgeted far construction in the annual road budget. All projects, including
FAS, shall be shown, provided however, that the program may include an
item for miscellaneous projects in any amount up to 10 per cent of the total
estimated program cost, and provided further, that the program may also
include a list of alternate or additional projects totalling not more than 15
per cent of the basic program to allow for substitution in the event of unforeseen
delays in projects on the basic program.
WAC 136-16-030 REQUIREMENTS OF LISTING EQUIPMENT. The
annual program shall also include a list of all major equipment purchases
I i O contemplated for the year, together with the estimated costs thereof. The total
estimated cost of all equipment listed shall be approximately equal to the
GE amount budgeted for equipment purchase in the annual equipment rental budget.
GoThe equipment list may include an item for miscellaneous minor equipment
in any amount up to 10 per cent of the estimated total cost. The list may also
include a list of alternate or additional items of equipment totalling up to
15 per cent of the basic list cost to allow for unforeseen conditions.
WAC 136-16-040 FORWARDING OF PROGRAM. A copy of the adopted
1 annual program and appropriate resolution shall be forwarded to the County
E/ Road Administration Board within 30 days of its adoption but not later than

may not be changed or revised except by unanimous vote of the Board. Changes

The resolution of change shall also specify work to be removed from
the adopted program having an estimated cost approximately equal to the work
being added. A copy of each change resolution shall be forwarded to the
County Road Administration Board.
WAC 136-16-050 FORWARDING OF COMPLETED PROGRAMS. At

any time prior to March 1 of the year following the program year, the county
engineer shall submit another copy of the adopted annual program for the
previous year to the County Road Administration Board on which shall be
cashown the projects actually completed, the equipment actually bought, and
the amounts actually expended during the program year.
WAC 136-16-060 PUBLICATION OF INFORMATION ON DAY LABOR
PROJECTS.

Each Board of County Commissioners is required by law to publish a brief
description of each day labor project exceeding a cost of twenty five hundred
dollars with an accurate statement of the true and complete cost of performing
GiA46‘ such construction upon completion of the project.
Such information may be published upon completion of individual projects,
or by making a consolidated publication covering all day labor projects over
twenty five hundred dollars no later than March 1 of the year succeeding
the program year.

integral part of every county road system. The structural safet ' of these
bridges is of vital importance to the tra eling publi' . A program of regular
