MINUTES
April 9, 1973
10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Attending today's meeting are William Pittis and Sam Humes .
Randy Durant, District Sanitarian, appeared re: (1) Inquiry to Don Morrison, Olympic Health
District, from Mike Price , Department of Ecology, if an Impact Statement had been recei\ed
on American Campgrounds development at Black Point. Commissioner O'Meara stated the
Department of Ecology had checked the development themselves and said a statement was not
necessary.
(2) Olympic Canal Maintenance Corp. requests the county to conduct a survey for water
system under the "County Services Act" . Mr. Durant saif he understands the county could be
reimbursed the cost of the survey by the property owners through assessment. Stated Mr,.
Merry, in letter of December 1972,. supports the Health Districts concern regarding the installa-
tion of wells and drain fields on small lots. Mr. Durant feels no water and sewer permits
should be approved for Divisions 2 through 11 due to small lot size. Said also that Assessor
Hansen had informed he could wait until June 30th. to revaluate . Mr. Sam Humes stated he
believes the blanket denial is "way out in left field" because some of the lots are large enough
for wells and sewers .
Chairman Kelly requests the feasibility study and the setting of boundaries be started right
away.
Bid Opening for the repair and preservation of existing boat ramp at Shine . No bids received.
Engineer's estimate - $3,500.00 .
Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of
March 26th. and April 2nd. with two corrections . Unanimous.
Recommendation from the Planning Commission re: J.F. Palmer'-s Plat. Disapproval due to
lack of identification of name, location and number, on plat. Question by Commissioners
as to whether Plat is an addition to Cape George Colony or another plat within the Colony,
and if it is another plat,. has he permission to use their roads and hook up to their water
system? Letter is to be written requesting this information. •
Motion by Commissioner O'Meara, ,second by Commissioner Brown to approve Bid Call for
fishing floats on Lake Leland, to be opened and read on April 23rd. Unanimous.
Letter from County Sportsmen's Club re: Plans for Development. Commissioner Brown said
this Board has to know exactly what they propose, to enable an estimated cost of entire pro-
ject. Letter is to be written requesting to meet with them during their next regular meeting .
Letter from Corps of Engineers re: Olympic Canal Maintenance Corp. Notice will be sent
that Shoreline Permit is not necessary due to proposed construction being repair and mainten-
ance of existing ramp.
Corps of Engineers Public Notice No. 071-OYB-1-001140, W. H. Albrecht. Corps and Mr.
Albrecht is to be notified that Shoreline Management Application for permit must be submitted
due to large fill area . Board feels it advisable to have proposed fill checked out by the
Advisory Commission.
Notice from State Liquor Board of Class A,C ,E,F license transfer from Ray and Mary Jo Strahan
to Lloyd Franklin Besaw d/b/a Curley's Place . No objection by the Board .
