Meeting called to order by Commissioner A.M.O'Meara with Commissioner B.G. Brown present and Chairman Walter A. Kelly absent. Franchise Hearing for Hanford B. Choate, Developer, Pleasant Tides Estate; Easement for Water Lines on Black Point Road. Ms . Joyce M. Rouch, Mr. & Mrs . Mel Thompson and Mr. Virgil Sprague appeared for Hearing. Stated they are not opposed to the easement for water lines, but are against the extra traffic on the present road caused by the Development. Claim road is narrow and unsafe. Engineer Becker'described the location of Black Point Road as be- ginning at intersection of Highway 101 , running alittle less than one mile through the woods to Babare's property. County road by usage only, primarily easement for power and telephone lines. Mr. Thompson requests cotnmittment from Board for new easement road for the plat. Mr. Choate agrees that road is inadequate and states he will probably not use easement now if granted, because his engineers have advised that laying of the water line on Black Point Road would necessitate either tearing up a portion of the road and repaving, or cutting down some of the large trees along the road,mither of which he cares to do. States he also is not is the position right now to build a new access road. Engineer Becker advised that county has no easement and suggests Mr. Choate obtain right-of-way and 60' easement through Babare's property. Commissioner O'Meara suggests that road be layed in conjunction with water lines. Engineer Becker will meet with Mr. Choate and a representative from the area , to pin point the most feasible location for the new road. Franchise will be held in abeyance until question of new road is resolved. J. Frederick Palmer, Developer, Palmer's Homesite Addition, appeared to present new map of proposed plat with added information of name, location and number, as per request of Planning Commission. Stated he has permission to use Cape George Colony's access roads . Commissioner Brown advised that permission will need to be submitted to the Board in writting. Mr. and Mrs . Clyde Robinson and Mr. Ray Kingston appeared to advise that large group of property owners at Cape George Colony do not approve of Mr. Palmer's Plat. Objection due to ecology; marginal roads , water and utilities , and many other reasons . Mrs . Robinson advised that each Board Member will be receiving a letter stating their reasons for disapproval of Palmer's proposed,plat. Commissioner O'Meara said all things will •be taken into consideration at the time of hearing and the proposed plat must meet all requirements of the Platting Ordinance. Mr. Henry Miller appeared to request permission to clear county streets of all trees in L.H. Briggs Addition. He owns all but lots one and nine . Horace Gleason will take survey of property. Commissioner O'Meara advises that all payment for timber on the streets will have to revert back to the County Road Dept. , as far as stumpage is. concerned. Engineer Becker will obtain estimate of timber from Gleason's survey. Commissioner Brown advised that pro- perty owners are responsible for all slash and county will need legal instrument releasing the county from said responsibility Jacob Thomas appeared to request student summer employment with the County Road Dept. Commissioners advised they will keep him in mind and that no one will be hired until schools.' out. Norris Short, Chairman, Pla4qng Commi-sdsi , discussed the proposed Camper Club Ordinance and the proposed Hadlock��l�iictil Home Fib , ouglas Joyce , Developer. Letter from Planning Commission recommends approval of the preliminary MOE, however, Mr. Short feels there needs to be something in writting that county will not take over the 24' road unless there'is a 60' ease- ment. Nhrnutes of April 16th. con't. 1 Also stated, the Planning Commission feels this is a needed project, a good location and they endorse the concept of the plat. Mr. Jim Rounsavell, Bridgehaven, requests permission to run water line to two lots, no's . 2 & 3 , in Trail's End Plat, from Bridgehaven water lines . Commissioner Brown recommends that Health Dept. check into the capability of the well, number of lots its to serve in Bridge- haven, and have approval based on avilibility of surplus . Engineer Becker recommends obtaining a franchise for the entire Trails End Plat, if there is a sufficient surplus of water. Commissioners and Auditor signed Statement of Receipts and Disbursements , from the Treasurer's Office . Motion by Commissioner Brown, second by Commissioner O'Meara to approve minutes of last meeting . Board received three copies of contract proposal between Jefferson County and the State of Washington Dept. of Ecology. Purpose of contract is to provide grant funds for implementing planning phase of the Shoreline Management Act, specifically the Master Program. The Board reviewed the following correspondence without comment: Letter from Ralph Kerslake,recently retired from the State Highway Dept. , advising of his new position with an Engineering firm. Letters regarding an Impact Statement for American Campgrounds, Inc. , from the Dept. of Ecology. Letter from the Mayor, City of Port Angeles, re: Jobs for Veterans . Letter from the U.S . Dept. of Agriculture re: Six area study to adjust administrative units . Letter from Sutliffe & Co. re: County Employment Supplemental Retirement Plan. Letter from the Dept. of Transportation re: Transportation Week and National Defense Transportation Day. Olympic Air Pollution Control Authority Summary Activity Report, March, 1973 . There being no further business before the Board, the meeting was adjourned.
