MINUTES
April 23 , 1973
10:00a .m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Mrs. Marge Abraham and Mrs . Donna Daubenberger appeared to invite the county to participate
in "Trees for Port Townsend Planting. " . They are interested in co-ordinated beautification
of Port Townsend and are planting trees throughout the city. Mr. Melvin Kivley suggested
that plaques be placed on trees of significance .
Mrs . Dolores Thompson appeared regarding the progress on the new proposed Black Point
Road . Engineer Becker advised they have a tentative area picked out and are in the process
of obtaining a county right-of-way. He also advised that Ed Choate , Developer, Pleasant
Tides, has asked that request for franchise be withdrawn.
Mr. Douglas Joyce appeared regarding his proposed Hadlock Mobil Home Park. Requests
permission to obtain building permit. It is the opinion of the Board that proposed development
should be classified as a "business" , not a plat. Should he ever decide to plat, development
will have to meet specifications of Platting Ordinance . No objection to his applying for
building permit.
Mr. Clyde Robinson, Mr. Merwin Seeger and Mr. & Mrs . E .G. Wainwright appeared re:
J.F. Palmer's proposed plat within Cape George Colony. Presented petition with signatures
of 125 property owners in Cape George Colony and Village who are opposed to the development,
and some of their reasons for their opposition. Mr. Wainwright advised of present problems
with the marina, water capacity and sewage. Stated there is a total of 657 lots in Cape
George Colony and originally the water system was approved for only 400. The acreage owned
by Mr. Palmer is shown on plats as the "Homesite" .and by covenant the owners and successors
of the "Homesite" are entitled to the same priviliges and are subject to the same obligations
as members of the Cape George Colony Development. Legal question will have to be resolved
whether "Homesite" can be defined as referring to one private family residence , or many,
within the designated area.
Hearing for Shoreline Management Application for Permit No. 41 , Pederson Oil, Inc. , for the
proposed construction of building containing offices, stores and bank. Letter from Advisory
Commission recommending approval. Motion by Commissioner O'Meara, second by Com-
missioner Brown to approve . Unanimous.
Hearing for Shoreline Management Application for Permit No. 42 , Pope & Talbot, for the
construction of irrigation water supply line . Letter from Advisory Commission recommending
approval. Motion by Commissioner O'Meara, second by Commissioner Brown to approve .
Unanimous .
Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of
last meeting with correction of name for Hadlock Village Mobil Home Park. Unanimous .
Tom Aumock appeared in regard to the County Planner position. Presently working for the
Community Action Council. He hasn't formerly applied for the position, but does intend to.
Has B .A. degree in Urban Planning, experience in grantsmenship and has worked for C .A.C .
for fifteen months . He has written to the University of Washington requesting information
pertaining to the availability of their assistance in setting up a Planning Dept. and will in-
form the Board of their answer.
Board of Commissioners Meeting of April 23rd. con't.
Bob Hays, Member, Hood Canal Advisory Cor Littee, appeared re: Appointment of Members .
Advised of resignation of Dee Oeinck due to their moving from this area . Also requested
the re-appointment of Herb Beck to a three year term. Mr. Beck should have been re-appointed
last year. Motion by Commissioner Brown, second by Commissioner O'Meara to re-appoint
Herb Beck for the remainder of a three year term. Term will be from 1972 to 1975 . Letter
will be written to Mr. George Randolph to ask if he will accept appointment to fill vacancy.
Bid Opening for Floats for Lake Leland. No bids received. Pros. Attny. Daly advised that
Board may purchase material for construction by the County, through authorization of R.G.W.
39 . 04 .010 & .020, Public Works .
Mr. and Mrs . Don Lee presented a copy of a petition, signed by five tavern owners , directed
to the State Liquor Board, in regard to application for Class B,C ,E ,F liquor license from.
E . Keckner, Chimacum. Stated they are opposed to the issuance of a new license at the
present time due to economic reasons .
Copy of letter from M.R. Leitch, State Highway Commission, regarding illegal closeure of
State Road No. 9, Duckabush River North, was discussed briefly by the Board.
Rec=Nest for assistance from Quilcene School District No. 48, in regard to the use of County
Trust Forest Lands . They feel there is harvestable timber within the district and it should
be harvested now while prices are high, the timber is at its peak and they desperately need
the money. Chairman Kelly will contact the Superintendent.

Letter from Tom Beveridge re: George Calkins application for S .M. Permit. Wants to know
what effect this proposed construction could have on his oyster and clam beds . Cony of letter
will be sent to the Advisory Commission.
Copy of West Coast Deepwater Port Facilities Studies, from U.S . Army, Corps of Engineers,
discussed briefly by the Board.
The Board reviewed the following correspondence without,comment:
