Kelly with all members present. Hearing for Camper Club Ordinance con't. Letter from Planning Commission requesting that any changes be referred back to them for approval or disapproval. All changes were explained as requested by Eva Taylor. Chairman Kelly expressed fears over the financial responsibility after site has been developed and developer has left the area . It was stated that after the developer releases his interest, the Membership Corp. will be held responsible for all financial matters including taxes , maintenance, etc. Motion by Commissioner O'Meara to approve and adopt the Ordinance as it is now written. Second by Commissioner Brown._ Unanimous by Chairman Kelly. Ordinance No. 1-73 , as follows: Mr . j.F. Palmer presented a preliminary Plat for Palmer's Homesite Addition. Referred to Planning Commission for recommendations before setting hearing date . Mr. Dennis Sullivan appeared re: Humane Society. Stated he is only member of the Board left and now requests either county or city take-over. Board advised they will discuss it with the city before budget time this year. Chuck McLearnsberry, Pope & Talbot, appeared re: Proposed Port Ludlow Plat Extension. Referred to Planning Commission for recommendations before setting hearing date . Mr. Jim Cotton, Ed Croon and Richard L. Sippel appeared regarding their proposed plat. Question as to whether existing county right-of-way is in correct location and acceptable by the Board. Engineer Becker stated survey has been made and 60' right-of-way established in that location seven to eight years ago. Advised that it is acceptable to the Board. Preliminary Plan will be submitted to the Planning Commission. Engineer Becker presented preliminary plat for Protection Island, Division No. 5 . Stated Developers will appear before the Board within two - three weeks for final approval. All hearing requirements have been fulfilled". Mr. Earl Ward and Mr. Gust Norquist, Qui],cene , appeared to request street extension on road behind hotel in Quilcene. Engineer Becker will check it out and submit cost estimate for Board's approval. Mr. Edwin C . Franzen appeared to present letter of protest against the proposed plat of J.F. Palmer within Cape George Colony. Letter will be held in abeyance until preliminary hearing . Request to use Memorial Field for student concert on May 19th. , between the hours of 6:00 and 11:00p.m. , from John Nowak, ASB President, Port Townsend High School and Jeffery Sherman, representative from Glass band group. A list of the cleanup committee and a letter of approval from the Rhododendron Festival Committee must be presented to the Board before final approval. Board advised that field must be left in good condition. Motion by Commissioner O'Meara , second by Commissioner Brown to approve of their use of the field upon receipt of the of-)re- mentioned stipulations . Unanimous . Mr. Lee Landcaster and Mrs . Ruby Carter appeared re: Trails End Plat. Mrs . Carter ov,rnes Lots No. 1 & 2 within the plat and people are driving across lot no. 2 . Board advised to block road off. She also requests permission to cut down an alder tree on county road contiguous to her property. Permission granted by Board . Mrs . Glenn O . Gustayson appeared with letter of request to establish a county road on the south forty feet of portion of S .E . 1/4 of the S .E . 1/4 of Sec. 31 , T.27No.R. 1WWM lying East of Co.Rd .No. 20. Property was plated years ago, developers changed location of county access and barricaded old accrss road . Motion by Commissioner Brown, second by Commissioner O'Meara to approve minutes of last meeting. Unanimous . Board approved and signed Res . No. 19-73, FAS Contract No. 9382 for "Increased Engineering Cost" , as presented by Tom Fitzgerald, State Highway Dept. , as follows: Mr. & Mrs . Otto W. Fischer appeared and presented letter requesting permission to be granted a building permit for Lot 12 , Division 5 , Olympic Canal Tracts . Board advised that Health Dept. is disapproving all further building permits in that plat until a water system is developed. Commissioner O'Meara suggested they request permission from the Health Dept. to acquire a building permit by using a chemical toilet until a water system is developed. Board approved application from Olympic Regional Planning Commission for Port of Port Town- send and Quileute Indian Tribe. Board reviewed Orders from the Board of Tax Appeals re: H.A. Nash, C .R.Longergan, Harvey E . Bolling , J.C . Stocks and C .V. Morrison. Board expressed great dissatisfaction with higher values placed on some of the property by the State Board, and especially with the raising of C .V. Morrisbn's property from $13 ,000 to $84 ,000. Letter will be sent to the State Board stating they feel the State Board is completely unreasonable . Ordinance for the purpose of creating additional vacation privileges for deputies and court- house employees . Motion by Commissioner O'Meara, second by Commissioner Brown to adver- tise and set Hearing date for May 21st. Unanimous. Ordinance to implement the Survey Recording Act of 1973 . Motion by Commissioner O'Meara , second by Commissioner Brown to advertise and set Hearing date for May 21st. Unanimous . Mr. James N. Rounsavell telephoned to request permission to pipe water from Bridgehaven Plat to lots 2 & 3 in Block 1 , 4th. Addition, Trails End Plat. Board granted approval based on letter of approval from the State Health Dept. However, no further extension will be permitted without a franchise . Letter of resignation from MH/MR Board from Calmar A. McCune . No appointment to fill the vacancy at this time . Letter of appreciation for his four years service on the Board will be sent. Request for renewal of building permit from Mrs . Al Janssen. Letter will be sent advising of Board's approval. Board received three letters requesting exemption from S .M.Permit System from State Dept. of Fisheries , Shine Yacht Club,Inc. and Mr. Gordon Sherwood. Letters will be referred to the Advisory Commission for recommendations . Commissioners Brown and O'Meara received letters of appreciation from Cape George Colony Club for their attendance to the last meeting .
