10:00a .m. Meeting called to order by Chairman Walter A . Kelly with all members present.
Hearing for Ordinance No. 4-73 , regulating usage of County Parks . Attending are as follows:
Eva Taylor, Patsy Cadero, Richard R. Smith and Mrs . Sonny Peterson. Mrs . Cadero presented
letter requesting that ordinance be changed to read as follows: Section 6 Horseback Riding.
A. Horses shall not be permitted on any designated swimming area , campground, picnic area
or any other area so designated or posted. Motion by Commissioner O'Meara , second by
Commissioner Brown to approve Ordinance No. 4-73 with change in section 6 as requested.
Unanimous . Ordinance as follows:
Hearing for Vacation of Anderson Street in Irondale . Attending are as follows: D.T. Brown
and D .G. Brown, petitioners , and A.C. Grady, Attny. Letter from Engineer Becker recommend-
ing that road not be vacated at this time due to future development. Stated platted street may
be required for installation of utilities or possibly street could be used as a roadside area in
conjunction with the park land in that area . Mr. Brown stated vacation was requested for
safety reqsons for children coming to their store. Opposes county turning this area into a
road side park. A.C . Grady, Attny. for Browns, advised that denial to vacate due to intention
of development of a county park may be cause for a court case. Mrs . Eva Taylor, Member,
Jefferson County Planning Commission expressed disapproval of vacating any property that can
be used for horse or bike trails . Motion by Commissioner O'Meara, second by Commissioner
Brown to table at this time to enable further investigation and consultation. Unanimous .
Hearing for Vacation of Termination Point Preliminary Plat. Attending are as follows: Mr. &
Mrs . Norman Parkko, Alfred C. Cooper, Lyle Kussman, petitioner, M.R. Chitty, R.E . Hicks
and W.F. Tytter. Letter of recommendation from Engineer Becker advising county vacate upon
approval by Puget Power and Pacific Northwest Bell. Engineer Becker advised he had received
a phone call on June 17th. , from Mrs . Betty Fletcher, Attny. for D .V.D . Corp. , stating she
represented the true owners of the plat. Said Cape Blancho Estates, Inc. had put down earnest
money, with no further option and since then earnest money time had lapsed. Engineer Becker
recommends 'tabling for further information.
Mr. Lyle Kussman, Developer, stated he was not aware of this, however, request's-
petition be held in abeyance due to D .V.D. misrepresenting sale of lots to his Corp. Motion
by Commissioner O'Meara , second by Commissioner Brown to table until further information
can be obtained. Unanimous .
Preliminary Hearing for Pope & Talbot, Div. 3 Plat. Letters recommending approval from 'the
County Planning Commission and District Sanitarian. No objections received. Motion by
Commissioner O'Meara, second by Commissioner Brown to approve and accept preliminary
plat. Unanimous .
Motion by Commissioner O'Meara , second by Commissioner Brown to approve S.M. Permit
No. 43, Dept. of Natural Resources , for the improvement of the Hoh-Oxbow Campground.
Unanimous .
Motion by Commissioner O'Meara , second by Commissioner Brown to approve S.M. Permit
No. 51 , Port of Port Townsend, for the construction of additional berthing facilities at Port
Townsend Boat Haven. Unanimous.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve S .M. Permit
No. 55 , Win Dahlquist, for the construction of a 20' x 90' building for Marine Supply Store.
Unanimous .

Bid Opening for One Gooseneck Tilt Bed Trailer:
1 . Truckweld Equipment Co. $12, 180.05 including State Sales Tax
2 . Pointer-Willamette Trailer Co. $12, 100.00
Engineer Becker checked totals for possible errors . Question as to whether Pointer-Willamette's
bid total includes state sales tax. Motion by Commissioner O'Meara, secaond by Commissioner
Brown to accept Pointer-Willamette bid of $12, 100 subject to letter of verification that this is
total amount including tax. Unanimous .
Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of last
meeting . Unanimous .
Board received two copies of Contract No. 1060-PRC-1276, providing for Alcoholism services
during the period of July 1 , '7 3 through October 31 , '73 . Motion by Commissioner O'Meara ,
second by Commissioner Brown to approve and sign contract. Unanimous .
Two applications for assistance from Soldiers' & Sailors' Relief Fund from Mr. Dale Ravert
and Mrs . Henry Richard Swanson. Board rejected Mr. Ravert's application due to insufficient
need and accepted and approved Mrs . Swanson's request for the amount of $353 .09 .
Chairman Kelly signed Revenue Sharing Report required by law to be submitted to the Dept. of
the Treasury informing of County's plans to use Revenue Sharing funds . Report covers monies
spent to date from all Revenue Sharing funds with designations as to 1972 monies obligated.
Total of funds received to date is $155 ,693 .00.
Board approved and signed Resolution No. 23-73 , Regulating Solid Waste Disposal in Jefferson
County, as follows:
Request from Mr. Earl A. Green, Mats Mats , for S .M. application to construct rock retaining
wall along the shoreline of his residence . He advised he was previously unaware of permit
system and had already built the wall. Board also recived copy of letter to Mr. Green from
the Corps of Engineers directing him to remove all fill material in place and all resulting
sloughed material from the water within fifteen days and then he may apply for a Army Corps
of Engineer's Permit.
Engineer Becker presented copies of Six Year Construction Program and advised they are to be
studied in conjunction with the 1973 Priority Rating Program previously submitted. He also
requested hearing date for Six Year Construction Program 1974 - 1980. Motion by Commissioner
Brown, second by Commissioner O'Meara to set hearing date for July 2nd. Unanimous .
Board received letter of resignation as member of Hood Canal Advisory Commission from Mrs .
Dee Oeinch. Motion by Commissioner Brown, second by Commissioner O'Meara to accept
resignation. Unanimous . No appointment made at this time to fill the vacancy.
Motion by Commissioner Brown, second by Commissioner O'Meara for Chairman Kelly to
sign Totter of Intent for Application for ATV Funds . Jefferson County's apportionment for
Fiscal Year 1973 is $1 ,540.70. Resolution will be drafted for signing.
Petition for stock restriction in the West end, from Richard J. Niichel, Attny. , representing
petitioners . Tabled at this time to check names .
Letter from Ed Richie , Chairman Pro tern, Shoreland Advisory Commission, requesting permission
to: (1) hire secretary for 20 to 30 hours a month, and (2) loan of a typewriter from the county.
Motion by Commissioner Brown, second by Commissioner O'Meara to grant permission to hire
a secretary for 20 hours a month. Commissioner O'Meara will check into the loan of a type-
writer.

are to be forwarded to Dick Carter, Dept. of Ecology and Hood Canal Advisory.Commission for
recommendation.
