June 11 , 1973
1 O:OOa .m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Mr. Bud Ammetur and Mrs . Pope appeared re: Proposed road behind Earl Ward's property,
Quilcene. Mrs . Pope advised that she is ready to put a trailer on her property immediately,
but cannot until new road is constructed or unless Mr. Ward's fence is taken down. Board
stated that county will not be able to start construction on new road until this fall or winter.
Mr. William Seton appeared to request permission for right-of-way over road on county property,
Elkins Addition to Hadlock. Engineer Becker stated this is a public road by usage Board
granted approval of usage .
Mr. Sam Humes appeared re: Shoreline Management on Mats Mats Bay. Stated he had con-
tacted Senator Jackson and the Senator has requested a full report on Mats Mats from the
Corps of Engineers .
Pros . Attny. Daly and the Commissioners discussed the creation of a Regional Planning Depart-
ment,and the hiring of a Planner for use by the County, City, PUD, Port and School Districts .
Meeting is to be set up with all taxing districts .
Board approved and signed May bills to be paid in June , as follows:
Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of
last meeting.
Preliminary Plat of Seamount Estates, Division No. 3 , from Harry Irwin, Fox & Assoc. Requests
permission for easement for access and utilities on to State Highway 101 . Hearing date set
for July 2nd.
Mr. Bob Goehring , Director, Co. MH/MR Program and Mr. Francis Hitchock, Project Director,
Bayshore Enterprises Serving the Handicapped, appeared to request revenue sharing funds: in
the amount of $5 ,000 for the development of rehabilitation facilities at Discovery- Bay School,
for both children and adults . Funding has been provided through June 30, '73 from State Offj.ce
of Disabilities (State sponsored with federal funds) . Stated they have applied for federal and
state funding, however were advised funds will not be available for some time. Motion by
Commissioner O'Meara , second by Commissioner Brown to approve allocation of $5,000 Revenue
Sharing Funds for staf and overhead for one year. Unanimous .
Mrs . May Beuter and Mrs . Sonny Peterson appeared regarding horse trails on Four Corners .
Commissioner Brown advised there is no right-of-way available . Requested Wally Bowman,
Superintendent of Roads , to check into the posibility of trails along the roads-in that area .
Request for funds from the Port Townsend Library Board. Motion by Commissioner Brown,
second by Commissioner O'Meara to table until Board can consult with Pros . Attny. Daly.
Letter from State Liquor Board re: American Campgrounds , Inc. Advised by State Inspector
that American Campgrounds is constructing a small grocery store where liquor is to be sold .
Motion by Commissioner O'Meara , second by Commissioner Brown to approve application for
Class E ,F license . Unanimous .
Letter from Ed Richie, Chairman Pro tern, Shoreland Advisory Commission re: Illegal fill on
Mats Mats Bay. Property owners by the name of Green constructed a fill without applying for
a Shoreline Management Permit. Motion by Commissioner Brown, second by Commissioner
O'Meara to have letter sent by Pros. Attny. Daly. Unanimous .

Letter from Edwin C. Franzen requesting disapproval of J.F. Palmer Plat. Letter will be
taken into consideration at time of preliminary hearing.
James Sofie , A.G. Dalgleish and R.E . Hicks , Members of the 1973 Board of Equalization,
were sworn in by Chairman Kelly. Motion by Mr. Dalgleish, second by Mr. Hicks to appoint
James Sofie as Chairman. New Board will convene on July 2, 1973 .
Motion by Commissioner Brown, second by Commissioner O'Meara to accept Order appointing
Harry Halloway III as Representative of Judge for Jefferson Co. MH/MR Board, by G.B.
Chamberlin, judge, Superior Court. Unanimous .
A.C. Grady, Dist. Court Judge, presented Agreement by and between the Evergreen Safety
Council, an accredited chapter of the National Safety Council and Jefferson County, for
Board's approval. Stated a Traffic School will be established by Peninsula Dist. Safety
Council, local chapter of National Safety Council, at no cost to the county. School is to
conduct a Defensive Driving Course for persons designated by the Courts of this county to
attend. Motion by Commissioner Brown, second by Commissioner O'Meara to approve and
sign Traffic School Agreement. Unanimous .
Board approved application from the Olympic Regional Planning Council for State and Federal
funding for Clallam County for their Comprehensive Solid Waste Mgmt. Plan.
Mrs . Chester Gunderson appeared re: Access to their property. Property located on Lot 16,
Paradise View Plat. States access is blocked by large stumps and logs and requests county
to remove stumps . Matter referred to Engineer Becker.
Letter from Sutliffe & Co. ,Inc, re: County Employees Supplemental Retirement Plan. Advised
that termination of participation of plan would require formal action by the Board of Commis-
sioners . Commissioner O'Meara telephoned Mr. Sutliffe and he will be here for consultation
on Tuesday, June 19th. at 1:30p.m.
