Meeting called to order by Chairman Walter A. Kelly with all members present. Franchise Hearing for Water Lines on Lindsey Beach Road, Floyd Straton, petitioner. Mrs . Floyd Straton appeared. Engineer Becker recommends approval.. No one appeared against. Motion by Commissioner Brown, second by Chairman Kelly to approve Engineer Becker will draw up the papers for signing . • Preliminary Hearing for Plat of Kivley's Addition to Hadlock. Melvin Kivley, Owner & Developer and George Roats , Engineer, appeared to present preliminary plat. Explained changes that will be made in final plat as per recommendations of the Planning Commission. Motion by Com- missioner O'Meara, second by Commissioner Brown to approve subject to recommendations of the Planning Commission and the Olympic Health Dist. Unanimous. Bid Opening for the Manufacture and Stockpiling of 15,000 cubic yards of Crushed Screenings . Puget Sound Surfacer 's, Inc. $57,802 .50 Delhur, Inc. $54 ,337.50 Motion by Commissioner O'Meara , second by Commissioner Brown for Engineer Becker to check totals for possible errors . After checking, Becker advised that totals are correct and recommends Delhur, Inc. be awarded the bid. Motion by Commissioner O'Meara , second by Commissioner Brown to award bid to Delhur, Inc. for the amount of $54 ,337.50. Unanimous. Mrs . George F. Steiner appeared to present letter of request for oiling of road that runs behind the Moa Motel at Discovery Bay. Engineer Becker advised that road is not in good enough condition to oil, but they can put down a layer of dust oil about the middle of next month. Board approves . Dick Bradley and Bob Goehring, Members of the Dept. of Social & Health Services Advisory Committee appeared re: Referendum 29 , Wash. Futures Money. Stated Legislature has been asked to authorize the sale of approximately $9 million worth of bonds and monies will be available next year for the construction of county social service buildings . Jefferson ccnty has now been asked to submit a proposal for a social service building. A Consultant Firm has been hired to bring all pertinent information up to date to present to the Legislature in • August of this year. Approximately $645 ,000, with matching funds, has been allocated. Monies will be distributed according to need. Clallam, Jefferson, Grays Harbor and Pacific Counties have been classified as urgent. All printed information will be forwarded to the Board . Mr. Bradley also appeared re: Clallam-Jefferson County Juvenile Probation Dept. Special Supervision Subsidy Program 1974. Effective Jan. .1 , '74 through Dec. 13 ,'74 . Presented resolution for approval and signing . Motion by Commissioner O'Meara, second by Com- missioner Brown to approve and sign Resolution No. 24-73, as follows . Unanimous . Mrs . Grace Umbarger and Mrs . May Beuter appeared re: Horse trails . Chairman Kelly advised that study was now being taken from Four Corners down towards Chimacum. Commissioner Brown said they are also interested in trails along the Oak Bay Road. They said the bigest problem is knowing what property can be used for trails and the removing of large logs . Commissioner Brown recommends obtaining information on county right-of-ways, drawing up a work plan and having boys on YDCC program help clear the trails . Board concurs . Board signed Ordinance No. 4-73 , with changes as requested, approved June 18th. Ordinance as follows: Minutes of June 25th. meeting con't. I Continuation of Hearing for Vacation of Anderson Street in Irondale . Board does not believe it would be in the best interest of the people to use this strip of land as a road, nor to vacate . They concur with Engineer Becker's recommendation of the possibilities existing for future public usage . By motion of Commissioner O'Meara , second by Commissioner Brown petition for vacation was denied. Unanimous . Letter from the Dept. of the Interior, Bureau of Indian Affairs, relating to the county's use of gravel spur (Co.Rd.No.206-0 .47 by usage) to the west of the Clearwater road on the Indian Reservation. Commissioner Brown recommends obtaining an A.G's . opinion. Letter will be written to the Bureau of Indian Affairs asking that statis of access for county landowners in that area be clarified. Bill for Professional Services to County Council on Alcoholism for the amount of $1800, from Margery Johnson, former Director. Commissioner O'Meara stated the Council has to check the agreement for verification of payment. Revised Site Map for Shoreline Management Permit No. 39, James DeLeo. Request per- mission to construct a smaller building, both in height and dimension, than was submitted in application. Motion by Commissioner Brown, second by Commissioner O'Meara to approve . Unanimous . Auditor, Betty Temple presented a copy of the I.P.A. Advisory Committee Report to the con- vention, with detailing of all county services in which they have been involved, i.e . training schools , etc. Also presented copy of Clark County "Blue Book" relating to the duties of the government including cities , counties , water districts , etc. Stated an instrument such as this is needed in this county to be used as a guide and as a training document for schools . Copy of request by Clallam-Jefferson Comprehensive Health Planning Council for approval of the organizations purpose , from Olumpic Regional Planning Commission. Chairman Kelly signed approval of the Board . \i(Letter from the Office of the Attorney General re: Protection Island Development. Recommends the county prepare an environmental impact statement setting forth the fundamental environ- mental aspects involved in the final approval of plat #5 . Chairman Kelly will inspect the pro- perty and report to the Board. Board approved and signed Right-of-Way Easement No. 3049, between Jefferson County and the Dept. of Natural Resources. 1972 Board of Equalization reconvened as per R.C.W. 84 .56.400. Treasurer Lilliam Jacobsen and Assessor Lloyd Hansen submitted reports of manifest errors and taxes uncollect able on the 1973 Tax Rolls . Board accepted reports as presented. Bill Straton, Mrs . Susie Lyckman and Mrs . Linda Mayberry, representing the Quilcene Com- munity Mothers, appeared to request playground equipment(swings , slides , etc.) for the Quilcene County Park. Also request clearing and fencing of playground area. Commissioner O'Meara suggests they draw up a park plan to show what they have in mind, and that possibly work could be done in stages over the next few years . Mr. Will Gariss , Executive Director, 0.E .0. , appeared to advise that Courthouse has. been placed on the National Historic Register and that funding is now available for remodeling. Engineer Becker informed that he had received billing from Kramer, Chin & Mayo relative to Solid Waste contract for: (1) Environmental Impact Study;, (2) Printing of Brochure for Com- mittee's use; and (3) 60 items of printing. Motion by Commissioner O'Meara , second by Commissioner Brown to approve payment for 1 and 2 but not the 60 copies of printing for the amount of $1500. Unanimous . Petition for the Vacation of county road lying westerly of Cape George, 28th. street extension road, and check in the amount of $100 from Mr. Walter Jordan. Hearing date set for July 23rd .
