Staff Report to Clallam-Jefferson County Community Action Council. COUNTY CALENDAR JULY July 2 The county commissioners shall bisit the county jail. (RCW 36 .63 . 110) Assessor files assessment lists with Bd. of Equalization. (RCW 84 .40.320) County Board of Equalization shall meet. Minimum session 3 days , maximum session 4 weeks . (RCW 84 .48.010) County Treasurer to settle his accounts with the board of county com- missioners for period since last settlement. (RCW 36 .29.080) The county commissioners and auditor shall county the money in the county treasury to verify the amount. (RCW 36 .22.010 and 36 .32 . 180) The county treasurer shall present a verified statement to the board of county commissioners showing the financial condition of the county and itemizing the collections and expenditures during the preceding year. (RCW 36 .29.010) Immediately following the annual settlement of the county treasurer with the county commissioners , the county auditor shall transmit to the state auditor for a complete statement of the state fund account with the county for the preceding fiscal year. (RCW 36 .22 .010) The county commissioners shall examine and compare the accounts and statements of the county auditor and treasurer, aside from the regular settlement with the treasurer, and shall enter on the record a summari- zed statement of receipts and expenditures during preceding year. (RCW 36.32 . 180) Immediate ly after the July settlement, the county auditor shall make and publish a complete exhitit of county finances . Kelly with all members present. Hearing for Preliminary Nat of Seamount Estates, Division III. Appearing are Mr. Duppenthaler,' Developer and Norris Short, Chairman, County Planning Commission. Letter from the Planning Commission recommending disapproval of the Plat at this time due to: ,(1) Developer suggests another access - Planning Commission does not feel this would be in the best public interest; (2) 10% Open Space reservation not provided, however Developer feels this-condition can be met; (3) Covenant-relating to cost of construction and maintenance of community water system and recreational area equipment should not be an open ended item, (4) Construction of barrier between the lots of this plat and U.S . 101 . Mr. Short stated green belt area has now been corrected and is therefore acceptable. Engineer Becker advised, (1) that another access on to the highway could possibly be approved, however, it will require a request for variance; _ and (2) Lots on each end in lower portion of plat are not large enough to meet requirements . Olympic Health Dept. phoned approval of 12 lots above the highway. Dist. Sanitarian states all lots appear to have at least 9,000 sq.ft. of usable area, however, he wishes to evaluate lot sizes again prior to final plat approval, due to lots not being staked at time of inspection. Board does not approve of private road on lower lots due to it only having 20' easement and no turn-around. Board recommends 30' easement with turn-around and elimination of lot 9 on - lower lots and fencing of cul-de-sac. State Health Dept. approves water system for approxi- mately 200 lots with 4" lines . Motion by Commissioner O'Meara, second by Commissioner Brown to approve lots above the road and table- lower lots until inspected by the Board. Unanimous . Mrs . Jean Barlow-and Mr. John Fletcher appeared re: Repair of Owl Creek Bridge in the West end of the County. Mr. Fletcher stated he has had to make minor repairs to the bridge hinself in order to haul truck loads of cattle over it, due to it being such a hazard. Engineer Becker advised that Owl Creek Bridge could only hold approximately 8 tons now and will be repaired to hold 10 tons for cattle crossing this fall. Bridge will be rebuilt next year.Also requests Hoh road be oiled for approximately two miles- in front of their property, due to a bad dust problem. Feels Maple Creek to Anderson Bridge should not be given top priority on county road construction program. Engineer Becker warned that oiling a 2nd.'class road makes it just about permanent. Mrs . Barlow said this would satisfy her because they do not want a high speed road. She also advised they have ` ra rock available for oiling. Engineer Becker will check with the road foreman at Clearwater. - Mrs . Glen O. Gustayson appeared re: Establishment of County Road. Presented signed petition to establish a new county road, at their expense, to connect with Co.Rd,No.20. Engineer Becker advised that he had been in contact with the contiguous property owner and a meeting would be arronged with all concerned property owners to decide the most satisfactory arrangement. - Hanford Choate, '=-e'_oper, Pleasant Tides, appeared re: (1) Plat Road Bond. Board advised that bond expire: ___ month and the only alternative now is for Engineer Becker to draw up papers for force' _n= on bond. (2) Black Point Road. Inquired as to when it is budgeted for widening. Ad�T:4at it will be approximately four to six years before surfacing will be completed. Chairman Kelly signed approval of the Board. Sheriff Hansen ap ea-ed to recommend approval of new gambling laws for Jefferson County, except for punch boars and pull tabs . Board recommends drafting resolution adopting new State gambling laws . Shoreline Management Application for Permit, Cape Blanco Estates, Application No. 57. Mr. Lyle Kussman, Developer, appeared. Presented letter of verification from Betty B. Fletcher, Attny. for D.V.D. , stating they consent to "conditional vacation" of roads in Termination Point and plans for development with the S .M. Act, provided that payment in full is made to D.V.D . on or before Sept. 15, 1973 . Motion by Commissicner Brown, second by Commissioner O'Meara to grant tentative approval of Vacation of Termination Plat, with final approval con- tigent upon the following: (1) Release from Puget Sound Power & Light Co.; (2) Release from Pacific N.W. Bell; (3) Exemption of lot #57 on Rickey Beach Drive; and (4) Payment in full of the agreed purchase to D .V.D . on or before Sept. 15 , 1973 . Unanimous . Application for S.M. Permit held in abeyance until letter of recommendation is received from the Advisory Commission. jack Maher, Area Manager, Pope & Talbot Port Ludlow Development appeared re: Proposed bicycle trails and change in plans for water supply line for the golf course, pertaining to S .M.P. No. 42 . Proposed plans changed placing of the water lines from the south to the north side of Ludlow Creek and having bicycle trails over the top for perminent access for repairs , plus additional bicycle trails. Letter from Advisory Commission recommending approval. Requests permission to post signs and place markings on county roads where there are bicycle crossings . Engineer Becker said he would consult with the State to insure signs and markings conform to state standards . Commissioner Brown requests horse trails also be incorporated into the plans . jack Maher said horse trails very easly could and would be included in the plans Board granted permission for them to continue work on bicycle trails . Proposed variance for S .M. Permit will be forwarded to the Dept. of Ecology for recommendation and approval. Board approved and signed Bid Call for the improvement of 0. 18 miles of Lower Hoh Road, Co.Rd .No.214 and Anderson Creek Grading . Opening date set for July 23, 1973 . A.0 Grady, Attny. appeared to discuss the Board's decision on petition for vacation of portion of Anderson Street in Irondale. Board explained their reason for denial, as stated at the time of hearing and Mr. Grady said he was satisfied with the Board's determination. Representative for Walker's Graphic Communications Corp. presented brochures on their printing machine . Board granted permission for demonstration at later date . Motion by Commissioner O'Meara , second by Commissioner Brown to approve minutes of June 18th. and 25th. Unanimous . Request from Cecil L. Midkiff for information relating to the legality of the placement of fill on his property in 1969 and the problem of flooding due to the filling in of the swamp contiguous to his property. Letter will be written advising that since fill work was completed in '69, it does not come under _e jurisdiction of the S.M.
