Becker, P.E . — _ _ - - - - -- jerdine C . Bragg MINUTES - — —July 9, 1973 10:00a .m. Meeting called to order by Chairman Walter A. Kelly with all members present. Resolution No. 25-73 , re: County Fair. Motion by Commissioner O'Meara, second by Com- missioner Brown to adopt and sign resolution designating the Jefferson County Fair Association as'the exclusive agency to operate and manage the Jefferson County Fair. Unanimous . Res- olution as follows: Resolution No. 26-73 , re: All-Terrain Vehicle Funds . Board approved and signed as follows: Board approved and signed June bills to be paid in July, as follows: Glen O. Gustayson appeared re: Establishment of road on Bolton Peninsula . Engineer Becker advised that meeting was being arranged to include all concerned property owners for agree- ment on best possible location of road and that he would be notified of date , time and place of meeting . Mr. Gustayson requested Eng . Becker to set the meeting himself for this week, if possible . Board signed Franchise for Water Lines for Lindsey Beach Community Water System, Floyd Straton, applicant. The Dept. of Ecology sent notice that Jefferson County has received a 90 day extension for Phase I of the S . M. Program, from "HUD" . Motion by Commissioner O'Meara, second by Commissioner Brown to sign contract for extension. Unanimous . Termination date extended from June 30th. to Sept. 30th. Engineer Becker presented revised copy of Six Year Road Construction Program for 1974 to 1980. Motion by Commissioner O'Meara , second by Commissioner Brown to approve and sign Resolution No. 27-73 , conforming to State regulations , as follows . Unanimous . Engineer Becker and the Board discussed foreclosure of bond for roads for Pleasant Tides Plat, which expired in June of this year. Two extensions have already been granted by the Board. Becker will contact the bonding company before final action is taken by the Board. Board received executed copy of Contract No. 1060-PRC-1276, alcoholism services contract, from the Dept. of Social and Health Services . Copies of approval of Solid Waste Management Planning Contract No. 28 were received from the Office of Planning & Program Development and Land Resources Planning. The Board and Engineer Becker discussed the progress for this year. The Board discussed the News Release from the Olympic National Forest Service re: Land Use Planning on the Soie:luck Unit. Commissioner Brown explained that the problem is this land can only be used on a short term contract and if people could build on this property it would be used to a much fuller extent. Request from North West National Seashore Alliance for information pertaining to Protection 4 Island , Division 5 . Answer will be sent advising that statement is being prepared by Chair- man Kelly. Sam Humes, William Pittis and Fred Houghton attended today's meeting. There being no further business before the Board, the meeting was adjourned.
