Meeting called to order by Chairman Walter A.Kelly with all members present. Shoreline Management Application for Permit No. 57, Cape Blanco Estates . Mr. Lyle Kussman, Developer appeared. Letter from the Advisory Committee recommending approval. Motion by Commissioner O'Meara, second by Commissioner Brown to approve permit for residential condominium development. Unanimous Mr. Jack Maher, Area Manager, Pope & Talbot Port Ludlow Development, appeared to present application for shoreline management permit for the construction of condominiums at "Admiralty No. 2" . Explained proposed plans to the Board. Copies will be presented to the Advisory Committee for recommendation. Sheriff Hansen appeared re: New Gambling Law. Asked if Board is in favor of taxing Bingo, punch-boards , pull-tabs, raffels and pinball machines which do not have "pay-offs" , as allowed by the State . Board advised they are not in favor of taxing gambling at this time, h r, C on444 r C/ r rts r ermaeiieled n s Request from Mr. Marten Miller for exemption from S .M.P. system for the construction of stairs on his property. He stated the stairs will be located in a heavily timbered area and will be disguised from the water and the cost will:be less than $1 ,000. Request will be referred to the Advisory Committee for inspection and recommendation. Letter from Mr. Karl Randolph stating he would be willing to accept appointment to the S.A.C. Motion by Commissioner Brown, second by Commissioner O'Meara to appoint Mr. Randolph as Member of the Jefferson County Shoreline Advisory Committee to fill the vacancy caused by the resignation of Mr. Robert Knapp, and also, to appoint Mr. Myron Smith as Member of the Hood Canal Advisory Commission to fill the vacancy caused by the resignation of Mrs . Dee Oeink. Mr. Chet Miller, Wash. State Parks, appeared re: Boat launching ramp at Seal Rock. Ex- plained proposed plans with the aid of maps. Discussion was held on the inadequacy of' the proposed site, however, it was stated that this is the only property available in this ' area at the present time . Chairman Kelly asked that further studies be made for the possibilit; of acquiring a more adequate launching site. Board received Assessor's Certificate Verification of Assessment Rolls to County Board of Equalization, and letter to the Board advising that all corrections and new valuations have been computed and assessed at 50% of true and fair value . Requests that rolls be examined and this basis of valuation be accepted and maintained for the 1974 taxing rolls, and for permission to continue to use the valuations as they are now recorded on the rolls . Motion by Commissioner O'Meara , second by Commissioner Brown to accept Certificate as presented and to grant permission of continuance . Unanimous . Corps of Engineers Public Notice No. 071-OYB-1-1521 , Port of Port Townsend. Notice will be sent that S .M.Permit is pending . Board approved and signed Resolution No. 28-73 , C .R.P. No. 365 , as follows: Minutes of July 16th. can't. Board discussed two News Releases from the Dept. of Motor Vehicles re: (1) New Land Development Act, and (2) Interim Approval for Bingo Likely. The following correspondence was reviewed without comment: Order of Final Decision from the State Board of Tax Appeals re: C.V. Morrison. Valuation of $84 ,000 as found by the Hearing Examiner sustained. Disapproval of application for license for Dosewallips Grocery, from the State Liquor Board. Notice of license transfer from Chester E . Strand et ux to William Raymond Frazier d/b/a Trails End Tavern and Cafe, from the State Liquor Board . County trust land transmittal of funds, from the Department of Natural Resources $75 from Elmore Majors . Mr. Fred Houghton attended todays meeting . There being no further business before the Board, the meeting was adjourned.
