MINUTES
July 23 , 1973
10:00a .m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Bid Opening for C .R.P. 357, Anderson Creek Earthwork.

Motion by Commissioner O'Meara, second by Commissioner Brown for Assistant Eng. Bagley
to take two low bids to check totals . Upon checking, Eng . Bagley returned to advise that
totals are correct and regomme .t.P. Surace be awarded the bid for $20,685 .00. Motion
by Commissioner O'Me second by Commissioner Brown to award bid to J.P. Surace .
Unanimous .
Mr. Joseph Daniels and Mr. William Muir appeared regarding exemption from S .M. Permit
System. Letter from the Shoreline Advisory Committee recommending exemption. Motion
by Commissioner Brown, second by Commissioner O'Meara to approve exemptions for both
Daniels and Muir for the construction of a protective bulkhead on their property at Mats Mats
Bay. Unanimous.
Hearing for the vacation of road lying westerly of the Cape George 28th. street Extension
Road . Engineer Becker advised that notice of hearing has been posted, however, it was
not advertised in the local paper and therefore, requests that hearing be extended to Aug-
ust 6th. Motion by Commissioner Brown, second by Commissioner O'Meara to extend hear-
ing. Unanimous .
Hearing for Shoreline Management Applications for Permit, Department of Game, No. 52,
Public Access to be located on the Upper Hoh River Road; No. 53 , Public Access to be
located on the Big Quilcene River (Martin); and No. 58, Public Access to be located on the
Hoh River (Morgan Crossing) . Letters recommending approval from the S .M.A. Committee.
Motion by Commissioner O'Meara , second by Commissioner Brown to approve . Unanimous .
Requests for exemption from the S.M. Permit System:
1 . Jefferson County Road Department
a. Repair of Owl Creek Bridge
b. Addition of a "Load Clearance Gauge to the Queets River Bridge #206/060..
Motion by Commissioner O'Meara , second by Commissioner Brown to approve exemptioi
Unanimous.
2 . Department of Fisheries, Rip rap replacement at Whitney Point Laboratory.
Representative from the Department appeared with photographs to show the damage
caused to the embankment by the tides and the threat to the blacktop parking area
above . Motion by Commissioner O'Meara , second by Commissioner Brown to approve
exemption. Unanimous .
Board received a contract to be executed between the Department of Social and Health
Services and Jefferson County for the provision of inpatient services at Firland Hospital for
T.B. patients . Commissioner O'Meara advised that Firland is being phased out as of Oct-
ober 1st. and thats wh_, the county must now have a contract. Motion by Commissioner
O'Meara , second by Commissioner Brown to approve contract. Chairman Kelly signed for
the Board.
Minutes of July 23rd . meeting con't.
Ms . Mary Jenior, Planner, U.S . Navy, appeared re: Trident Navy Project at Bangor.
Stated her reason for being here is to meet the Board and find out what all problems and con-
cern_s , if any, they foresee in the county in regard to the Trident development. Said they
are concerned with the adaptability of the county to a program of this extent as it will defini-
tely have an affect on this county. Commissioner Brown asked if the Navy has plans to
utilize Indian Island for part of their instalation, because if they do, it would have a large
impact and could impose many problems . Ms . Jenior said there is a posibility, but nothing
definite has been decided as yet. She said a mechanism would be setup for the county's
imput and concerns and the Board will be advised of progress on the impact statement. Com-
mander Jerry Dunn will be stationed near Bangor to help with any possible problems and for
continuity and coordination between the elected officials and the Navy.
Vickey Kendall appeared to request payment from the county for breakage of her car wind-
shield caused by rocks thrown by a passing county truck. Board advised her to obtain an
estimate and present it to them for investigation.
Mr. Vic Oblas , Kramer, Chin & Mayo, appeared to present breakdown in costs for printing
of county Solid Waste Management Plan and Impact Statement. Presented copies of original
proposal and final cost breakdown including copies of invoices . Stated additional costs
were due to request for 60 copies from the Dept. of Ecology and the necessity of extra pages
in the report to conform to state requirement. Reported cost of printing is $1 , 708.96 ,
amount billed to the county is $1 ,500.00 . After further discussion, Commissioner O'Meara
made a motion to pay the $1 ,500 printing cost. Second by Commissioner Brown and unanimous
by Chairman Kelly.

partment of Ecology.
Notice of amount allocated to the M.R. Broad ($2 ,500 for 1974 and $1 , 250 for the
balance of 1973) from the Department of Social & Health Services .
Letter of approval for Pope & Talbot's amendment to S.M. Permit No. 42 , from the
Department of Ecology.
Copy of letter to United Pacific Ins . Co. , from Engineer Becker re: Bond for Leisure
Development Co. , Plat of Pleasant Tides .
Copy of letter to Delhur, Inc. , from Engineer Becker re: Crushing Contract.
Copy of letter to Stan Jacobson Development Co. , from Dist. Sanitarian advising
that proof of ownership must be resolved before approval of a public well site will be granted .
