Meeting called to order by Chairman Walter A. Kelly with all members present. E .C . Gockerell, D .N.R. , Area Manager, Forks , appeared re: State Forest Practices Act. He Mated the D.N.R. has administered the act since 1946 and they feel they are better qualified to handle the natural resources of the counties then to have each county take care of their own. Also, they have the funding and if administered by them, would eliminate duplication of work. He presented a copy of the bill proposed by afew counties for takeover of administration of the Act by the counties . Commissioner Brown explained these counties have had conflicts in land use planning and therefore hope to have more authority through this bill Only stipulation this Board requests is notification by the D.N.R. of any pro- posed plans within the county. Mr. Gockerell requests the Board write a letter to the Ad Hoc, House Natural Resources Committee endorsing the Act with one administrator. Board will check further before letter is written. Hearing for Formation of "Coyle Water District" . Attending are: Michael E . Sharpe, Ken Bainford, F.R. Houghton and H.A. Covert. Mr. Bainford stated the petition was signed by only eight registered voters out of at least 165 property owners and he feels that all pro- perty owners should be notified before 'the district is formed due to the costs involved. Commissioner O'Meara advised that the State has a moratorium on the formation of water and sewer districts where a Basins Study hasn't been completed and therefore, the Board could not approve of this district at the present time . He believes the study including the Coyle area will be completed by the end of the year. Motion by Commissioner O'Meara, second by Commissioner Brown to table petition until completion of water basins study. Unanimous . Board recommends the community dig a well to increase their water supply until a district can be formed and to notify the property owners of the proposed plans . Roger French and Helen Burns appeared re: Historical Society. Request supplemental appropriation for 1973 . They informed that due to: (1) the museum being open much more than anticipated at budget time, because of heavy tourist trade; and (2) a request from the Board of Directors for a complete inventory and cataloging of all items in the museum; the" salaries of Director, Assistant Director and Librarian have been depleted and cannot be paid for the remainder of the year . They presented a letter accounting for the income and expenditures to date for 1973 and request and additional $4,000. Motion by Commissioner O'Meara, second by Commissioner Brown to grant this request. Unanimous . Resolution No. 39-73 approved and signed as follows: Sunny Peterson, Eva Taylor, Mae Beuter and Grace Umbarger appeared re: County's pro- gress on proposed horse trails . Commissioner Brown explained that the only progress has been talking to Pope & Talbot and getting them to agree to incorporate horse trails along with bicycle trails at Port Ludlow. Engineer Becker explained that the biggest problem is not having sufficient right of way along all county roads to use as horse trails , and also, he does not have extra manpower at this time to make surveys . He said the Engineer's Dept. will flag the right of way on the Oak Bay Road as soon as possible this year. Motion by Commissioner O'Meara, second by Commissioner Brown to approve the minutes of last meeting . Min?stes of Sept. 10th. Motion by Commissioner O'Meara to approve MH/MR Budgets for the remainder of 1973 and 1974 , second by Commissioner Brown. Unanimous . Board approved and signed August bills to be paid in September, as follows: Board received request for Shoreline Management application and information pertaining to the permit system from Mr. H.C . Wiemer. Proposed construction is retaining wall to prevent further erosion of his beach property on Paradise Cove . Application,and infor- mation will be forwarded. Letter from Frank D . Hardan requesting information regarding the sale of property. Answer will be written and a xerox copy of the laws pertaining to the sale of property will be in- cluded. Letter from the Dept. of Social & Health Services , Alcoholism Section re: 1974 County Alcoholism Plan. Plan has been submitted by the Director of Jeff. Co. Council on Alco- holism. The following correspondence was reviewed without comment: Notice from the State Liquor Control Board of discontinued licensed operations; Etta Mae Spring, d/b/a Half-Way House Restaurant, Brinnon. Notice from the State Liquor Control Board of withdrawal of application for Class H license in lieu of Classes C .D .; Robert George Haley d/b/a Pleasant Harbor Cafe , Brinnon. Information from the Wash. State Assoc. of Counties relating to Indian tribes in the federal 'rand Use Policy and Planning Assistance Act. Notice from the Dept. of Revenue re: Taxation of Personal Property. Notice from the Dept. of Motor Vehicles re: Exempt License Plates . Four notices from the Dept. of Ecology of termination of forty-five day review period for the following: (1) Dept. of Game, Permit No. 52 . (2) Dept. of Game, Permit No. 53 . (3) Dept. of Game , Permit No. 58 . (4) Cape Blanco Estates, Inc., Permit No. 57. There being no further business before the Board, the meeting was adjourned.
