10:00a .m . Meeting called to order by Chairman Walter A. Kelly with all members present.
Chas . Little , Developer, Protection Island, appeared re: Division 5 . Presented packet
comprising of both environmental statements and documents relating to the development of
the plat and the proposed protection of the Auklets . Packet included letter and a list of
the agencies to which he had sent the information. Planner Cunningham will coordinate all
pertinent information for compilation and circulation of draft impact statement.
Water supply on the Island was discussed due to a telephone complaint. Mr.
Little said they were out of water on Labor Day weekend because Cotton Corp. could not fill
the tanks at that time , but did fill them right after that. Said he has discussed the water
situation with both the Dist. Sanitarian and Ken Merry, from the state . Also said it is the
responsibility of their Community Club to see that there is a sufficient water supply and is
a part of the purchasers contract.
Mr. Hanford Choat and Mr. Ken Clark, Pleasant Tides Plat, appeared re: Request for variance
on road grade for pre-plat area . Requests 16% grade on Melody Lane and Baldwin Lane.
The Board and Engineer Becker will check roads at lunch time today.
Letter from Henry Redkey re: Drainage matter on his lot at Cape George Colony. Commis-
sioner O'Meara stated he checked the property and is concerned with drainage washing
away the lower bank and washing mud down on the beach if a line is run off the bluff as he
requests . Engineer Becker said Mr. Redkey is afraid of drainage coming off his house ,
cutting a ditch across the yard and washing away the top of the bank. Question as to
whether covenant prohibits anything of this nature . It will be checked out.
Board discussed appointments for the Open Space Advisory Committee. Letters will be sent
to LaVern Bailey, Herb Beck, Alvin Jakeway, Dennis Shaw and Robt. Bundy requesting them
to serve on this committee .
Assessor Lloyd Hansen appeared re: Placing D .N.R. Timber Sales on Tax Rolls . He pre-
sented a letter stating his position and reasoning behind the deletion of said assessments
on the rolls and a copy of Judgment and Decree for Injunction No. 8063 , Wasser and Winters -
Co. v. Jefferson County, on which he based his decision. Said he had received response
from all but two timber companies and has placed $16 ,228,377 assessed value on paper in
School Dist. =20, giving this district 3-4 million, and has a total of $3 ,591 , 941 ready to
be placed on the rolls for School Dist. #402 ,with unreported sales at $2 ,293 , 053 . Total
over-all loss to this area approximately 8 million plus unrecorded sales in School Dist. 's
#48 and fi49 . Stated he has been advised by Attny's . from other counties and the A.G. 's
Office not to place these values on the rolls without a "Stay of Verdict" , which would clear
the county of being found in contempt of court. Said the values could be placed on the rolls
with the "Stay of Verdict" by the November Board of Equalization. Board advised by Pros .
Attny. Daly that Judgment is merely an opinion and there could be no contempt charges as
long as its up for appeal and therefore, values should be placed on the rolls now so the
figures can be worked into the budgets . Daly stated there has been no verdict in this case
as no jury has been involved in the timber suit. Board told Mr. Hansen to place the timber
sales on the rolls .
Randall Durant, Dist. Sanitarian, appeared re: Moratorium on Olympic Canal Tracts and
Beckmann v. Olympic Health Dist. and Jefferson Co. He asked that it be entered in the
minutes that "we do not compromise without reaffirming what is required in the Amendment
to Regulation #1 , Ordinance No. 1-69 , which requires a minimum of 20, 000 sq.ft. to locate

a septic tank and well" . Mr. Daly advised that the Co. Planner would get together with
Mr. Durant for the purpose of drafting an ordinance to prevent problems of this nature in
the future . Motion by Commissioner Brown to rescind the moratorium on Olympic Canal
Tracts , for Mr. Durant to grant permits if property meets all requirements , for Mr. Daly
to settle the case to the best of his ability, to up-date the platting rules and to reaffirm
requirements of Amendment to Regulation No. 1 , Ordinance No. 1-69. Motion seconded
by Commissioner O'Meara and made unanimous by Chairman Kelly.
Board received Puget Power's application for a new Electric Transmission and Distribution
Line Franchise for plats and roads not previously covered. Motion by Commissioner
Brown, second by Commissioner O'Meara to set hearing date for Nov. 26th. Unanimous .
Request from Norma N. Clique for removal of barrier at the intersection of Anderson Lake
road due to the following reasons: (1) decreases the value of the property; (2) raises
the insurance rate; (3) denies her access; and (4) causes a hinderance to fire protection.
Engineer Becker said the letter has misleading information as her home is not on this road -
only timber property, the road was closed for safety reasons and he was advised by the
firemen that they wouldn't use this road in the event of a fire . Chairman Kelly requests
Commissioner Brown to check out this matter and advise the Board of his findings.
Request from Mrs . Norma R. Dehnhoff for extension of building permit. Motion by Com-
missioner Brown, second by Commissioner O'Meara to approve. Unanimous .
Chairman Kelly signed approval of the Board for Sequim City Municipal Park Site Acquisition
application through the Olympic Regional Planning Council.
Commissioner O'Meara talked to the Attny. General's Office by telephone regarding Wasser
and Winters v. Jefferson Co. and said they advised a meeting between Pros . Daly, Judge
Chamberlin, Assessor Hansen and the Attny. for Wasser and Winters to resolve the "con-
tempt of Court" situation. Daly was asked to arrange the meeting.
Mr. Bert Baron and Mr. Dick Pettic from the Office of Community Development appeared re:
Regional Program. Said they are encouraging the counties and cities to work together on a
Human Resources Inventory of all the various community sponsored programs for the purpose
of determining which programs are useful, which ones are duplicated and how much money
is being spent. When special revenue sharing funds are provided in lump sum. grants , the
local governments will then know which programs to continue funding. Said these funds
could also be used for land use inventories . County will need someone to conduct the
survey, plus a staff. Report has to be completed by July 1 , 1974. Board will contact the
City and then notify Mr. Baron.
Mr. Baron said they would also like to establish "clearing houses" , which are
more affective in each county then are multi- county or regional councils . This would enable
counties to set priorities at the local level.
Planning Director Dave Cunningham discussed the proposed agreement with Clallam County
to complete the River Basin Planning. Commissioner Brown expressed dissatisfaction with
the consultant firm due to their intention to use old data with a minimum of new information.
Clallam County signed the contract with Encon Consulting Engineers in September, involving
both counties , without notifying Jefferson Co. Board feels this county would gain nothing
from this report unless its up-dated. Mr. Cunningham will re-contact the consulting firm
and ask them to review the data for its contempory nature and if its lacking, ask for the
dollar amount to bring it up to date . County may have to try to renegotiate the contract.
Encon is to receive $108,000 to correlate existing water basin studies for both counties .
The Department of Ecology has indicated that they will accept existing studies as matching
in-kind services but it has not been put in writing . No action will be taken until all
questions are resolved .
Corps of Engineers Public Notice 071-OYB-1-001719, Washington S-tate Parks and Rec-
reation Commission . Propose to install marker buoy; place approximately 1 , 000 cubic yards
of concrete rubble and 500 bundles of rubber tires in Admiralty Inlet. Shoreline Manage-
ment Permit has been required . Special public hearing will be held .

Notice of grant determination from the Dept. of Ecology, for the amount of $5,065 , for
the purpose of setting up an office to provide applicants with information pertaining to
environmental permit applications pursuant to the Environmental Coordination Procedures
Act of 1973 . Program must be operational by January 1 , 1974 . Motion by Commissioner
Brown, second by Commissioner O'Meara to have resolution drafted designating the Plan-
ning Department as the office to handle these procedures .
