Bragg MINUTES `Tovember 5 , 1973 10:00a.m . Meeting called to order by Chairman Walter A. Kelly with all Members present. Bid Opening for the construction of Fletcher Creek Bridge: (1) Owen's Brothers , Port Angeles $45 ,831 .40 (2) G.C . Childs, Olympia $49,737.00 (3) Quigg-McDonald, Inc. , Aberdeen $52 ,059 .50 (4) W.B. Davis , Olympia $55,097.00 (5) K.K. Larsen Const. , Seattle $61 ,947.50 (6) Roger & Holmes , Olympia $47,020.00 Engineer's Estimate $42,327.50 Motion by Commissioner O'Meara , second by Commissioner Brown for Engineer Becker to check totals of low bids for possible errors . Unanimous . Another bid was presented for opening which was previously overlooked - Dulin Const. , Centralia $43, 174 .50 • After checking, Eng. Becker stated the total is correct and recommended Dulin Const. be awarded the bid as low bidder. Motion by Commissioner O'Meara , second by Commissioner Brown to award bid to Dulin Const. for the amount of $43 , 174 .50, as per Becker's recommenda- tion. Unanimous. Mr. Bill Straton appeared re: Deletion of 22 acres of his wife's property in Quilcene by the county. He was advised by Transamerica Title, Inc. that the NE 1/4 of Section 23 is only 1 ,870 ft. , east and west, instead of 2 ,640 ft. and the description of Tax No. 3, which was foreclosed on by the county for non-payment of taxes , overlaps onto Tax No. 1 . Was also advised by the Assessor and Treasurer that property is free and clear, but Title company will not title because of overlap. Engineer Becker stated they have known of this shortage for along time . Board will discuss the problem with the Assessor and the Engineer's Office . Mr. Philip Jackson, Manager, Clallam County PUD, appeared re: Statis Report on Proposed Thermal Nuclear Power Plant in Blyn. Gave brief review of progress from 1967, when Batell N.W. , working under contract with Bonneville Power Admin. , picked the Blyn site as one of seventeen potential nuclear sites in the state of Washington and 640 acres were leased from the Dept. of Natural Resources to preserve the site . Engineering studies have been conducted on a step by step basis and more preliminary studies are yet recommended to , determine , circulation of water in the area, construction problems, etc. They .are asking Public Power agencies in the northwest to underwrite these studies . Area was zoned for this purpose in 1971 and the PUD is requesting that it be continued. Population meets AEC cirteria . Production would be 1 ,200,000 kilowats transported with 500,000 volts of electricity, therefore , Bonneville Power lines would have to be modified. Advised that another site was selected in Grays Harbor County, in Satsup, which is to be known as Washington Public Power Supply System Plant No. 3 . Permits are being executed for application to the Wa . State Thermo Power Plant Siteing Council and it is anticipated that this plant will be "on the line" in 1981 . Mr. Jackson stated they will keep this Board informed, through the Planning Dept. Discussion followed with several persons attending expressing their disapproval and fears of the proposed nuclear power plant. Notice of Clallam County's public hearing on zoning will be advertised in the Port Townsend Leader to enable Jefferson County residents to attend . Those attending today's briefing are as follows: Ann Lindquist, Robert Haugland, Randall R. Tyler, Norris Short, Charles Little , O.J.W.Lougheed, Jone Bugas , Roger Pick, Tom and Phyllis Foley, Thelma Moser, Irene C . Kingston, Ray M. Kingston and Dr. E .V. . Kailin. Minutes of Nov. 5th. can't. page 2 Mr. Hanford Choate appeared re: Preliminary Plat, Pleasant Tides, Division 2 . Presented preliminary maps for distribution to the Engineer's , Planning and Health Depts . and Planning Commission for review and recommendations . Hearing date deferred at this time . Motion by Commissioner O'Meara , second by Commissioner Brown to accept preliminary budgets as presented by Auditor, Betty Temple , and that consideration be given to the request for allocations to the local library. John Doubek, Director, County Dept. of Emergency Services , appeared re: Appropriation of fuel. Advised that his dept. has been delegated, by the state, the responsibility of imple- menting the fuel application program. He cannot predict at this time if his part-time help will be able to handle the extra work load, but will keep the Board informed. Treasurer Lillian Jacobsen advised that Property Tax Refund Checks will be mailed out starting November 15th. Motion by Commissioner Brown, second by Commissioner O'Meara to approve the minutes of Oct. 9th. and 15th. meetings . Unanimous . Mr. John Alberti appeared re: Request for Access Road, Dabob Spit. Presented petition signed by interested property owners . Requests county make feasibility study. Suggests property owners donate the property and county build the road . Chairman Kelly said he had been approached by Mory Anderson and he offers to discuss the possibility of obtaining a 60' right-of-way from the property owners and building a road himself to enable logging. Mr. Alberti said Mr. Anderson wants to log all of their property for payment of road construc- tion and they are not agreeable to this proposal. Discussion tabled until more information can be obtained. Request from Drainage District No. 1 for tax assessment for the amount of approximately $800 accepted by the Board. Letter against further platting of Protection Island, from Bill Sullivan, referred to Planning Director Cunningham for inclusion into the Environmental Impact Statement. Notice from the Dept. of Social and Health Services that an additional $2,068 has been allocated to Jeff. Co. Mental Health Fund for 1974 . Board questions whether county is receiving an adequate amount to cover costs incurred. Notice from the Assoc. of County MH/MR Administrative Boards' name change to "State Association of County Community Services Board" , and'advises that drug abuse and alco- holism will now be under their jurisdiction. Copy forwarded to Director of county's MH/MR programs . Planning Director, Dave Cunningham discussed the letter from Encon relating to the Basin Plan. He advises that scope of Encon's study satisfies state requirements for grant purposes , however, land use study needs to be up dated and he will do this himself at a later date. Study is more beneficial as a long range plan. Also, state will not allocate funding for the purpose of planning. Board requests Cunningham to write the Dept. of Ecology for possible funding of the entire plan. Joint Clallam-Jefferson County resolution will not be signed until all questions are answered. The following correspondence was reviewed without comment: Letter from Cape George Colony Club relating to a petition for the formation of a sewer district. Letter of correction from Mrs .
