MINUTES
November 19, 1973
10:00a .m. Meeting called to order by Chairman Walter A. Kelly with all Members present.
Engineer Becker discussed the petition, from Donald H. Nail, requesting completion of 6th.
Ave . between Moore and Eugene streets , Irondale Plat, Div. 2 . Board feels this road is not
needed at this time due to the petitioner already having an access road . Letter will be
written advising that road will be completed along with the development of the road system
of the area, at an undetermined date .
Motion by Commissioner O'Meara , second by Commissioner Brown to approve minutes of
Oct. 5th. and 12th. Unanimous .
Board received copy of Complaint for Injunction; Summons; Motion for Temporary Injunction
and for Early Trial Date; Notice of Presentation of Motion for Temporary Injunction and for
Early Trial Date; and Affidavit of J.0 . Pauley, in the matter of Peninsula Plywood Corp.
vs Jefferson County and Lloyd D . Hansen, Assessor. Matter to be considered at time of
trial.
Board advised that application for Class H liquor license, by Blake and Walter Corp. ,
d/b/a Quilcene Cafe , had been withdrawn by the applicant.
Board received letter from Eloise W. Kailin, M.D . re: Proposed Nuclear Plant at Blyn.
All correspondence will be presented and considered at the hearing .
Corps of Engineers Public Notice No. 071-OYB-1-001836, Wa . State Dept. of Natural Re-
sources , referred to Planning Director Cunningham for advisement.
Mr. and Mrs . Lincoln Rogers appeared re: Barrier on Anderson Lake Road . Stated the
consensus of the property owners of the area desire to have the barrier remain across the
road so that it will remain private . Board advised that condition of the road requires that
the barrier be left in place to prevent any possible accidents .
Engineer Becker asked the desire of the Board on calling for fuel bids this year due to their
only being able to receive fuel from one supplier. Commissioner Brown advised that states
ruling may change before the first of the year and therefore should call for bids as usural.
Commissioner O'Meara requests that schools be included in county's bid to enable the
possibility of a lower price for a larger volume . Board concurs . Engineer Becker will
contact the schools for volume needed. Motion by Commissioner O'Meara , second by
Commissioner Brown to sign Call for Bids to be opened and read Jan. 7, 1974 . Unanimous .
Board received copy of corrected assessment rolls as presented by Assessor Hansen to the
November Board of Equalization, being in session today as by law prescribed . Total
assessed value $116 ,582 ,325 .
Board received petition for vacation of county road by Hanford B .Choate and Black Point
Associates . There is a possibility of this road leading to the beach and therefore question
as to the legality of vacation. To be investigated by the Engineer's Dept. Hearing date
set for January 14 , 1974 .

Planning Director Cunningham briefed the Board on the latest developments on the River
Basins Planning . Advised this is Phase I of two phase program and this county will benefit
by signing a contract with Clallam County. Cunningham will return resolution to Clallam
County for re-drafting before execution by this Board .

Board received first draft of the regulation for the administration of the Environmental Co-
ordination Procedures Act of 1973 . Cunningham advised this is enabling procedures for a
county "one stop permit agency" . Resolution will be drafted directing this responsibility
to the Planning Department.
Board approved and signed Resolution No. 51-73 , C .R.P.No.350 and Resolution No. 52-73 ,
C .R.P. No. 365 , as follows:
Board signed environmental assessment on each of the fourteen projects on the final proposed
road construction program, as presented by Engineer Becker.
Mr. and Mrs . Wisel Watkins appeared re: Right of Way of the former Chas .R. McCormick
Railroad. Right of way passes through the middle of their property and was given up for
taxes by the railroad company several years ago. They wish to purchase this property from
the county. Board advised to make application and they will be notified of tax sale.
