MINUTES
December 14 , 1973
10:00a .m . Meeting reconvened with Chairman Kelly calling the meeting to order and all
Members present.
Engineer Becker discussed the petition to vacate a portion of Black Point Road. Hearing
date previously set for Jan. 14th. Motion by Commissioner O'Meara, second by Commis-
sioner Brown to approve and sign Resolution No. 62-73, Intent to Vacate , as follows .
Unanimous.
Budgets were reviewed and adopted as follows:
Motion by Commissioner O'Meara , second by Commissioner Brown to approve and
sign Revised Road Construction Program, 1974 , Resolution No. 63-73. Unanimous (page

Approval of Road Budget will be delayed until next meeting due to the Board want-
ing to the ck acouple items with Engineer Becker.
Plan. Dir. Dave Cunnimgham presented revised Clallam-Jefferson Co.resolution re: Agree-
ment to Complete River Basin Planning. Motion by Commissioner O'Meara , second by
Commissioner Brown to approve and sign Joint Resolution No. 66-73 , as follows . Unanimous .
Labor agreements for the Road Dept. and the Sheriff's Dept. were thoroughly reviewed by the
Board. Commissioners concur that Supervisor's salaries should not be included in agreement
for the road department and statement relating to comp time for those working holidays in
the Sheriff's office is in error. Holiday time was agreed to be one day comp time to be
handled within the department without extra hire. Matters will be discussed and corrected
with the Union before the agreements are signed.
Board received letter of advisement from Judge A.C . Grady that Court Commissioner Harold
M. Gronseth is resigning effective Jan. 1 , 1974 and Charles W. Becker, Rt. 1 , Clearwater,
appointed to fill the vacancy effective Jan. 1 , 1974 . Appointment acknowledged and accepted
by the Board.
Letter from Frank Erb, Chairman, Jeff. Co. Labor Coordinating Committee, recommending
the reduction or removal of the Hood Canal Bridge tolls . Board concurs and requests.letter
be drafted recommending the lowering of bridge tolls , to be sent to Gov. Evans , Sen.
Sandison and Rep's Conner and Savage .
Assessor Hansen presented the corrected list of taxes to be levied against the real and
personal property in Jeff. Co. for 1974 , conforming to District Court Docket No. 8310 re:
D .N.R. Timber Sales .
The following correspondence was reviewed without comment:
Notice of Law and Justice Planning Grant award in the amount of $2 ,385 . (Clallam
Jefferson - Region I)
Request from Wa .St. Council on Alcoholism, for resolutions pertaining to appro-
priations from liquor taxes and profits . Resolutions forwarded.
Memorandum from the Dept. of Mental Health re: (1) Hearing for Adoption of Rules
and Regulations Pertaining to the Involuntary Treatment Act;. (2) Copy of Proposed Rules
and Regulations; (3) Suggested Revision; (4) Proposed Court Procedures .

Minutes of Planning Commission meetings of Nov. 14th. and 27th.
Agenda for Intermediate School District No. 114 Board meeting of Dec. 13th. and
minutes of meeting on Nov. 8th.
Guidelines for All-terrain Vehicle Funds , from the Interagency Committee for Out-
door Recreation.
