MINUTES
February 260 ,1973
10:00a .m. Meeting called to order by Chairman Walter A. Kelly with all members present .
Attending todays meeting are Elmer Foster, F.E . Scheiderich, Sam Humes , Myron Scott, Roland
B. Bradley, Kay Wojt, Mora Porter and William Pittis .
Mr. Ersel Lockridge appeared re: Payment to V.F.W. Hall in Quilcene. Total will be figured
for past due amount and warrent issued. Separate warrent will be issued for payment for 1973 .
Mr. Homer Smith, County Insurance Agent, appeared re: Two quotes on insurance packages on
all county buildings and equipment. Old Chimacum shop buildings are to be deleted. New
schedule provides more coverage at less cost. Included is vandalism, fire, wind and extended
coverage . Difference it costs ipremiums is $641 .00 per year less than last year. Commission-
er Brown stated he is in favor of replacement plan based on actual cash value . Blanket policy is
on the Public Institution Plan. County pays for 90% of actual cost value or replacement cost per
location, but in the event of loss'at any one or more buildings , Hartford will pay 100% of value
stated . Renewal date is March 22 , 1973 . $4 ,278.00 is replacement cost and $3 ,637.00 is
actual cost per year. Board will review policies thoroughly before acceptance or signing either
policy.
Mr. Sam Humes and Mr. Myron Scott appeared re: Herring fishing developments in Mats Mats
Bay. Expressed, their opposition to any and all fishing developments on the Bay. Mr. Humes
said he believes that Weidner's dock should never have been approved by this Board and the
Advisory Commission.Mrs . Kay Wojt stated many people do not read the Norticeof Hearings in
the paper and consequently are not aware of when hearings are held . She was advised that from
now on a larger and more noticable notice will be put in the paper with the exact hearing date.
Mrs . Wojt also presented a letter from Earth Care Organization requesting that Marian Meecham
be appointed to serve as member prNem on the Shoreland Advisory Commission until May or
June when Bob Allen will then-be available .
Mr. Scott asked if Mats Mats could be zoned right away to avoid any further fishing problems
Board advised the whole county must be zoned at the same time.
Board received letters of protest against fishing developments at Mats Mats from: Mrs . F. Minter,
Bernice Hitchings , Arne Niska, Elizabeth M. Thomas, Richard O. Aslakson, and a petition from
Mrs . Dorothy A. Wolfe with forty si,x signatures . Three people who signed petition also wrote
they are not against the present dool j Awned by Jerald Weidner.
Mr. Will Gariss appeared re: Phase out of OEO. Stated they have received notice they will be
phased out in six months and will not receive funding after that time . Community Action Council
will not be deleted completely and.if the County desires , they may fund the programs the County
feels should continue . Mr. Gariss requested meeting date be set to familarize the Board with
programs, their need and contribution to the County. Board will contact Mr. Gariss and a meet-
ing date will be set within two weeks .
Discussion held on 'Multi-purpose Center' . Motion by Commissioner O'Meara, second by
Commissioner Brown for Mr. Gariss to put together packet regarding the Center.
Mr. Gariss also requested permission to graze sheep on, and clear, a portion of county
cemetery property. Chairman Kelly stated he preferred to check the property himself before grant-
ing permission to make sure no harm can be caused to any of the markers .

Motion by Commissioner Brown, second by Commissioner O'Meara to purchase three lots at
Quilcene Bridge, owned by Julian Owens, for the amount of $600 for all three lots .

Board reviewed the following correspondence without comment:
Request for review of Shoreline Management Permit No. 37, Jerry W. Ralston, from State
Shorelines Hearing Board.
Notice from State Liquor Board of application for continued operations through June 30, '73,
of Class H license, for Randolph Holland Barrett d/b/a Discovery Bay Lodge .
Notice from Wash. Local Government Personnel Institute re: Urban Technical Service.
Minutes of O.E.D.C . meeting of February 15 , 1.973 .
Minutes of I.S.D .#114 meeting of February 8, 1973 .
Notice of Port Angeles Veterans Job Opportunity Fair to be held May.16 , 1973.

Mr. Melvin A swa-lt appeared to express his appreciation to the Board for their flood prevention:a
construction on the levy of the Big Quilcene River.
There being no further business before the Board the meeting was adjourned.
