Meeting called to order by Chairman A.M .O'Meara with all members present. Hearing for 1973 County Budget. Auditor, Betty Temple presented the corrected preliminary budget for final, adoption. Changes and/or corrections are as follows: Estimated Expenditures; Advanced Expenditures - $8,000 .00. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous Agriculturist - total changed from $13 ,040 to $13 , 117 .50 due to raise in Social Security payments . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous . Assessor - salary raised from preliminary figures on; Chief Appraiser from $7 ,440.00 to $7,500.00, Real Property Appraiser IV from $6 ,840.00 to $7 , 200 .00, and Clerk Hire lowered from $3 ,000.00 to $1 ,500. Assessor Hansen stated salaries were raised due to schooling and reclassification of appraisers . Mrs . Temple advised that RCW 36 .40 .040 allows the Board to raise the preliminary proposed figures as long as it does not exceed the millage . Motion by Commissioner Kelly to approve with the lowering of Clerk Hire , second • by Commissioner Huntingford . Unanimous Auditor - total changed from $58,575 to $58, 720 due to raise in Social Security payments . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous Election and Registration Revolving Fund - total lowered on salaries and wages from $7,500 to $6 ,500 . Mrs . Temple advised that a great portion of this fund is reimbursable . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous Clerk - total changed from $17, 24 9 to $17,2 85 due to raise in Social Security payments . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous . Commissioners - total changed from $36 ,730. to $36 ,531 due to typographical error on Commissioners salaries and raise in Social Security payments . Motion by Commis- sioner Kelly, second by Commissioner Huntingford to approve . Unanimous Board of Equalization - total changed from $2 ,000 to $1 , 000 by motion of Commis- sioner Huntingford and second by Commissioner Kelly. Disability Board (LEFF) , Planning Commission, Tri-Counties Advisory Council, Shore land Management Survey Committee , Olympic Regional Planning Council - Motion by Commissioner Huntingford to approve as presented, second by Commissioner Kelly. Unanimous Courthouse - total ch iged from $29, 907 .82 to $30, 123 .00 due to raise in Social Security payments . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous . West End Annex - no change . Motion by Commissioner Kelly, second by Com- missioner Huntingford to approve . Unanimous County Parks - Commissioner Huntingford stated he wanted 1/4 mill cut from this budget. Motion by Commissioner Kelly to cut 1/4 of a mill for a total of '$32 , 169 and use $23, 130 .00 out of Revenue Sharing for a grand total of $55 , 299 .00, second by Commissioner Huntingford . - =--- - _ _ -- •— -- General Administration - total changed because of higher dues to the County Officials Assoc. from $34 , 123 . 15 to $34 , 130.20. Entire amount reimbursable . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve. Unanimous Prosecuting Attorney - total changed from $18,789 to $17,912 due to eliminating Divorce Proctor ($1 , 000) and raise in Social Security payments . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve. Unanimous -Minutes of Dec. 4th . con't. p Non Departmental - John Doubek, Director, was called in to explain the duties and need for Civil Defense in the county. Clallam-Jefferson Co. Community Action Council Inc. was cut from $5 ,000 to $2 ,500 . Historical Society total changed from $6 ,570 to $6 ,582 due to raise in Social Security payments . Addition of $30,000 for Law Enforcement Communi- cations System for the Sheriff's Department. Grand total changed from $32 ,398 to $59 , 910 . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous . Sheriff - total changed from $165 ,4 2 2 to $165 ,5 89 .84 due to cut in salaries for Clerk-Matron (Annex) $2 ,040 to $1 , 800 and Quil. Res . Clerk $1 ,440 to $1 , 200; raise in Social Security payments and Sick or Disability Benefits from $21 ,809.01 to $22 ,456.84 . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve. Unanimous Juvenile Probation - total changed from $44 ,529 to $44 ,769 due to adjustments in salaries & wages , Social Security and detention room & board. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous Superior Court - total changed from $22 ,649 to $23 ,410 due to increase in salary for Defense Mental Illness Counsel, $1 ,500 to $2 ,000 and increase in Social Security pay- ments . Motion by Commissioner Kelly, second by Commissioner Huntingford to approve . Unanimous Treasurer - total changed from $55,371 to $55 ,656 due to increase in personal benefits . Motion by Commissioner Huntingford, second by Commissioner Kelly to approve . Unanimous Solid Waste - total changed from $46 , 935 to $46 ,995 due to increase in personal benefits . Engineer Becker explained the need for this program. Motion by Commissioner Huntingford, second by Commissioner Kelly to approve . Unanimous County Roads - preliminary budget does not include $20,00 reserve for loan re- payment and $12 ,000 from Parks . Commissioner Huntingford stated that he wanted one mill cut from the road budget and that it could be taken off the construction program. Pros . Attny. Daly recommends that budget be adopted as presented. Motion by Commissioner Huntingford to approve road budget with the reduction of one mill, second by Commissioner Kelly. Chair- man O'Meara definitely not in favor of cut. Board approved and signed Resolution No. 46-72 , Annual Current Expense Budget for 1973 , as follows; Bid Opening for One Motor Grader for the County Road Dept. One bid submitted. N.C. Machinery $37,918.00 + tax Engineer's estimate $33 ,000.00 + $5 ,000 for safety feature. Motion by Commissioner Huntingford, second by Commissioner Kelly to accept bid. Unanimous Large number of interested persons appeared for today's hearing . There being no further time left for today's session, the meeting was adjourned.
