MINUTES
December 11 , 1972
10:00a .m . Meeting called to order by Commissioner Huntingford due to the necessity of
Chairman O'Meara to attend another meeting. Commissioner Kelly present.
Board discussed application for Class B ,C ,E ,F liquor license for Edward George Kacher Jr. ,
d/b/a Firelight Tavern, Chimacum. Both Commissioners disapprove of issuance of license ,
but deadline of ten days to notify the Liquor Control Board of disapproval is past due .
Mr. David Curdle appeared re: Guard rail, work on drainage ditch, black top on his driveway,
and electrical wiring pulled off house during road construction. Board stated they thought
all repair work had been completed and had never heard of wire damage before . Engineer
Becker advised that guard rail was constructed, driveway re-finished and everything completed
to Mr. Curdle's satisfaction along time ago. Commissioner Huntingford stated that county's
obligation to Mr. Curdle had been fulfilled. Mr. Curdle said he had never mentioned the
wiring before .
Board approved and signed November bills to be paid in December, as follows:
Hearing for Vacation of Teal Lake Road . Engineer Becker presented letter advising that road
be vacated and simultaneously adopt a portion of Pope & Talbot road , as described below.
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve and sign
Resolution No. 47-72 for Vacation.
Chairman O'Meara returned from his previous meeting .
Board signed Call for Bids for the furnishing of Petroleum Products , to be opened and read
January 2 , 1973 at 10:00a .m.
Board and Engineer Becker discussed the petition for vacation of Fitchburg Avenue and Water
Street, Hadlock. Board requested Becker to write to Ernest Geissler, Administrative Engineer,
County Road Administration Board , for opinion and ruling pertaining to the sale of vacated
property.
Board received Petition to abandon a portion of County Road No. 22-1 .58, from Olympic Area
Council, Boy Scouts of America . ,Board decided that it would be in the best interest of the
public to deny vacation. 1r
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve minutes
of November 27th . meeting .
Mr. and Mrs . Brower, property owners on the West side of Mats Mats Bay, appeared to speak
against further expansion of Commercial Herring and fishing business on the Bay. Board
advised that problem is being investigated by them and the Dept. of Ecology and that they
are also against further expansion.
The Board also received letter from Mr. Sam Humes., resident of Mats Mats , against the
approval of Shoreline Management Permit for Jerald Weidner for construction of net shed on
his existing herring dock . Permit disapproved on November 27th. , due to location of pro-
posed shed .
Notice of proposed land exchange between the Dept. of Forest Service and Pope & Talbot, Inc.
Land for timber exchange on Walker Pass , T 26N, R. 2 WWM, Sec. 2,S .E . 1/4 S .W. 1/4 less
tax lot I and State highway - 34 acres; Sec. 3 , tax lot 2 (portion of the N1/2 , S .E . 1/4) - 11
acres . Board does not approve of timber being removed from the tax rolls

Board received and discussed three copies of letters from District Sanitarian to: (1) Water
system for unrecorded plat - Tritbn Cove; (2) Conveniently located on-shore restroom facili-
ties - Pope & Talbot, Inc . , Port Ludlow; (3) Development of community water system for
Olympic Canal Tracts .
Discussion on proposed vacation of Cassellary P' ad on which hearing was held Nov. 13 , 1972 .
Vacation is being held in abeyance until the county acquires a deed for a right-of-way from
Crown Zellerback Corp. , which is now being processed .
Motion by Commissioner Kelly, second by Commissioner Huntingford to cancel! Board meet-
ing of December 26th . Unanimous . Notice will be so posted and advertised as by law pre-
scribed .
Copy of Resolution from Clallam County relating to a "Master Budget" to be presented in the
future from the Juvenile Probation Director. Similar resolution will be drafted for Jefferson Co.
Letter from Port of Port Townsend re: Funding of Fort Worden Impact Study. States they have
requested a review of the need for an impact study be made before grant is accepted from
E .D .A. committing the Port, due to the withdrawal of support from the City. Commissioners
will also withhold their support until study is completed and approved by E .D .A.
Board approved two applications from Olympic Regional Planning Council, as follows: (1) Co -
ordinated law enforcement communication system - applicant, Robert L. Hansen, Sheriff,
Jefferson County;. (2) Regional Planning for Law Enforcement and Admin. Justice - appli-
cant Clallam County.
Copy of the Annual Work Program (March '73 thru Feb. '74) for the Clallam-Jefferson County
Community Action Council. Board will review program in more detail.

Letter from Richard L. Bradley, Chairman, Clallam - Jefferson Counties Region I Advisory
Committee re: Referendum 29 - Funding to construct community-based Social & Health Service
Facilities in concert with existing or planned programs .
Seattle District, Corps of Engineers Public Notice No. 071-OYB-1-001145 , Olympic
Canal Maintenance Corp. Shoreline Management Permit pending .
Two letters from Richard E . Toepper re: Disapproval of Shoreline Management Permit
for Pope & Talbot's proposed addition to their Marina; and Request that the Dept. of Justice
be called in for investigation of where road funds have been expended over the last 20 years ,
due to the unimprovement of the Swansonville road .
Request for delay in meeting from Cape George Colony Planning Committee .
Copy of letter to Corps of Engineers , from Tony Bogachus re: Flood Damage Prevention-
Big Quilcene River at Quilcene .
Copy of letter to Engineer Becker, from Olympic Air Pollution Control Authority acknow-
ledging receipt of 90 day progress report pertaining to county's variance for burning .
Notice of appointment of Donn Ring as Director of Intermediate School Dist. No. 114 .
Three notices from State Liquor Control Board , as follows: (1) Disapproval of Class E .F.
license for Howard Thomas Millard d/b/a Cove Campground . (2) License transfer, as of Dec.
7 , '72 , from Gale W. Frary d/b/a Curley's Place , to Ray and Mary Jo Strahan. (3) Application
for Class B.C .E .F • license for Dennis Arden and Leona Evon Moore d/b/a Whistling Oyster.
