All bids were checked for possible errors by Engineer Becker before the awarding of bids .
Bid Opening for two Under Tailgate Hydraulic Sand Spreaders for the County Road Department.
One bid submitted Busby, Inc $2 ,700.00 + sales tax.
Motion by Commissioner Kelly, second by Commissioner Huntingford to accept bid . Unanimous
by Board .
Mr. Floyd Stratton and Mr. George, Grindle , members of the Lindsey Beach Community Club,
appeared re: Franchise permit for water lines; Speed limit and Yield signs; Designation of
"No shooting" area . Engineer Becker stated he would assist with application for franchise
and the placement of water lines . They request a 15 m.p.h. speed limit through the develop-
ment and a "yield" sign to replace the "stop" sign. Motion by Commissioner Huntingford ,
second by Commissioner Kelly for Engineer Becker to check signing . They also request the
area be designated as a "no shooting area" . Board advised that owners should post their own
property against shooting .

Mr. Scott and Mr. Daniels appeared re: Commercial fishing in Mats Mats Bay. Stated the
property owners are against existing fish pens due to pollution of the bay. Mr. Scott said
a "Mr. Foster" has purchased 100' of property and is using Weidner's dock for his commercial
fishing operations . States there are three to five fishing vessels there at all times , plus
holding pens anchored out in the bay. Also, there is possibility of another fishing business
starting on the West side of the Bay. Chairman O'Meara and Commissioner Kelly will check
out the entire situation and contact all commercial fisherman involved to limit and/or eliminate
the problems .
Mr. Melvin Kivley appeared to request a water meeting between the County, PUD and Hadlock
property owners . Chairman O'Meara will contact the City and PUD and have meeting arranged
in the near future.
Mr. W.M . Martin and Mr. George Paschal appeared re: American Campgrounds ,Inc. These
gentlemen are from eastern Washington and have been approached by the Campgrounds develop-
ers for purchase of their property for development. Board advised they are under investigation
by the Attorney General's Office and they should contact Mr. Bill Pope , Attorney General's
Office , Spokane , Wa . , who is carring out the investigation of all of their developments .
Mr. Ed Richie and Mr. William Piths appeared re: County Budget. Mr. Richie presented a
letter which stated in part, that two mills should be cut from the Road Department. It was
explained by the Board, that unless full millage is assessed for county roads , the State will
cut gas tax allocations to the county. Mr. Richie stated he was informed by the Washington
State Research Council "There is no indication that a reduction in road millage would result
in a loss of state gas tax funds" . Pros . Attny. Daly, Engineer Becker and Assessor Hansen
all confirmed that county's allocation was cut when millage was reduced in the past. Becker
informed that if road budget is cut, the only place curtailment could be done is in construction,
and if maintenance of roads is not continued it would be more costly in the future, as proven
by the roads in Port Townsend, Mr. Richie also proposes a reduction for county parks and
that Surplus be applied to reduce millage . The foregoing figures are his proposed reductions
and savings for the tax payers . County Roads $182 , 738.00; County Parks $30, 798.00;
Surplus $45 ,688.00; Total of $259,224 .00.
Board received letter from Naval Facilities Engineering Command, San Bruno, Calif. , acknow-
ledging county's request for renewal of lease for portion of Indian Island, for the period of
November 1 , 1972 through October 31 , 1973 .
Board received notice of changes in benefits and rate innumeration for County Employee Insurance
effective January 1 , 1973 , from Sutliffe & Co. ,.Inc.
November Board of Equalization, in accordance with RCW 84 .52 .090, reconvenied to consider
and correct manifest errors noted by the Assessor on the Assessor's Rolls , as listed below.
Corrections and additions were also made to bring the Treasurer's books into balance for 1973 .
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve corrections
as presented . Unanimous by Board.
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve and adopt
Resolution No. 43-72 , providing authorization for Jefferson County to use the designated Fis-
cal agent for payment of bonds and interest, as follows . Unanimous by Board.
Board received letter from the County Planning Commission re: Protection of birdlife on Pro-
tection Island. Letter states that Game Department is particularly concerned over the nesting
grounds of the "Rhinoceros Auklet" and asked that they be notified of requests for building
permits so they might minimize building in locations where structures would interfer with nest-
ing . Copy of letter will be given to Deputy in charge of building permits to notify each pro-
spective builder and the Game Department.
Engineer Becker presented Call for Bids for One Motor Grader. Motion by Commissioner Kelly,
second by Commissioner Huntingford to approve and sign. Unanimous by Board . Bid opening
set for 10:00a .m. , Monday, December 4th.

Engineer Becker presented the 1973 Budget for Jefferson County Equipment Rental and Revolving
Fund . Motion by Commissioner Huntingford, second by Commissioner Kelly to approve budget

Offer of assistance in allocating federal revenue sharing monies , especially relating to
"health dollars" , from Olympic Memorial Hospital.
Request for an inservice training fund for teachers in Jefferson County, from Intermediate
School District No. 114 .
Memorandum from the Office of the Administrator for the Courts re: Judicial Salary in-
creases , effective November 14 , 1972 .
Copy of letter to Engineer Becker, from District Sanitarian , requesting assistance to help
regulate garbage being dumped on the Clearwater on Rayonier's property.
1972 Indicated Ratios , from the Department of Revenue .
Copy of letter to Pros . Attny. Daly, from Intermediate School District No. 114 , request-
ing assistance to coordinate a Seminar for school Principals on Legal Rights and Responsibilities
related to the operation of schools .
