MINUTES
October 10, 1972
10:00a . m. Meeting called to order by Chairman A.M .O'Meara with all members present.
Hearing for setting of the levies for Jefferson County. Thirteen interested persons attented,
as follows: A.E . "Tony" Stroeder, Mike Orth, F. R. Iloughton, R. Hicks , Clyde T. Robinson,
H . Barnard , Ed Richie , Bill Pittis , Thelma Moser, Irene Loken, Patricia Gibson, Ed Wainwright,
and Mr. Myron Reed. Chairman O'Meara informed that all budgets have not as yet been sub-
mitted to the Auditor. He read the proposed millage , and amount, of all but five districts which
have not been submitted . Valuation of $17 , 220,220. , for the City of Port Townsend , was
considered too low by Mr. Bill Pittis . Acting Assessor, Lloyd Hansen, informed that Crown
Zellerbach mill is outside of the city limits . Mr. Richie asked how levies can be set before
bedgets are set. Auditor, Betty Temple , explained counties are bound by law to set levies at
this time . Explained that millage can be lowered; but not raised, when budgets are finalized .
She also assured that the figures presented at this time can be.pretty well relied upon. Mr.
Pittis asked if road millage could be cut, and Commissio �,e,,� Huntingford explained that county
has now developed a Public Works Dept. using 1/2 mill/Wild 1/2 mill for Solid Waste , and if
millage is cut from the road department, the state will deduct gas taxes . Mr . Reed stated he
does not believe enough money is being ,spen on roads ,; that url,ess w_ have good roads , we
will not have the tourist tradeC'lli on.scussi followed regarding roads , liquor taxes and schools .
Commissioner Kelly stated he is definitely against deducting any millage from the road millage .
Commissioner Huntingford stated in previous years , budgets have been presented first, leaving
no question concerning the setting of the levies , but this year it has. been necessary to select
the alternate date for budget hearing . Motion by Commissioner Kelly, second by Commissioner
Huntingford to adopt the figures presented by the Auditor, as the true and correct amount to be
levied and collected against the real and personal preperty for Jefferson County for 1973 .
Unanimous by Board .
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve Resolution
No. 37-72 , endorsing 43B , Shorelines Management Act of 1971 , as follows . Unanimous by
Board .
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve Resolution
No. 38-72 , endorsing the physical inspection of property for revaluation purposes , every six
years instead of four, as follows . Unanimous by Board.
Board received letter from Mrs . Donalda C . Porter, relating to the development of her property
in Goodfellow's Manhattan Beach Tradtr. She will be advised that plans must be submitted in
accordance with regular procedure outlined in County Platting Ordinance , and that plans should
also be submitted to the County Planning Commission.
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve minutes of
last meeting .
Board approved and signed September bills , to be paid in October, as follows:
Board received letter from Director of Planning & Program Development, CAC,Inc. , regarding
some difficulties incurred in Courthouse project. Chairman O'Meara will contact Mr. Nebish
concerning problems .
Board reviewed the following without comment:
Notice from Western Elevator Corp. of possible price adjustment.
Three documents relative to Initiative 261 (liquor control) , from Wash. State Assoc.
of Counties .

Personnel Institute .
Olympic Air Pollution Control Authority Summary Activity Report for September, 1972 .
There being no further business before the Board, the meeting was adjourned.
