MINUTES
September 25 , 1972
10:00a .m. Meeting called to order by Chairman A.M .O'Meara with all members present.
Mr. Myron Reed,. owner of Reed's Grocery, Hadlock, appeared to discuss several problems
that have been presented to him by members of the Hadlock community. (1) Where do funds
come from for bus that brings Senior Citizens into Safeway, and has bus been repaired in the
County Shop? Board stated County has given no money or funding of any kind for the bus , and
it has never been repaired in the County Shop - statement verified by Engineer Becker. (2)
Complaints of mud holes in Oak Bay Road. Commissioner Huntingford stated there are no mud '
holes due to road being black-topped. (3) Property owners believe the garbage dump will be
disposed of and there are no plans for solid waste disposal. Board informed no definite plans
have been made for closure of the dump, and possibly area will be selected for land fill area.
Chairman O'Meara will check for verification of survey for Water and Garbage for Hadlock area .
(4) Mr. Reed said people are also requesting that Charles Street be extended up the hill.
Board informed there is no building there as yet, to warrent spending the necessary funds .
(5) Complaints of no Comprehensive Plans for roads in Quilcene - especially the road in front
of the Gradeschool. Commissioner Kelly advised that is State Hi-way, not County, and they
have no survey to his knowledge .

Engineer Becker presented a check in the amount of $100 from Annamae (Robert) Gilbert, for
deposit to assure payment of costs which may be incurred in processing petition for vacation
of the Cassellary Road No. 34-1 .70. Hearing date set for October 24th.
Board discussed Membership Camper Club Subdivision Ordinance , drawn up by the Planning
Commission. All corrections and/or additions have been inserted by Board and Engineer Becker.,
Ordinance will now be returned to the Planning Commission for final draft.
Commissioner Kelly stated he had received verbal request from Developer of Pleasant Tides
Estates for permission to sell ten (10) lots which are restricted from sale due to lack of approval
from the Health Dept. , on water supply, and County Road Dept. , because of roads not being
up to county specifications . Permission denied by Chairman O'Meara and Commissioner Hunt-
ingford. Letter will be sent reaffirming restrictions . Letter will also be written to former
owner, Ed Miller, advising that fines must be put on roads as previously agreed.

Letter of request for extension of b'u/+11'ding permit from Allen C. Haglund. Motion by Commission-
er Kelly, second by Commissioner Huntingford to approve one year extension. Unanimous .
Letter from Donald C . Dietrich requesting information on two gravel pits contiguous to his
property , west of Port Townsend, near Cape George Colony. Letter will be sent notifying
that both pits are privately owned and Board has no knowledge of when they will be utilized.
Also, there is no zoning in the county at this time .
Letter from Mr. and Mrs . Henry Redkey requesting information on regulations pertaining to
plumbing and wiring on construction of private homes . Letter will be written advising of Health
regulations and State requirements on wiring inspections .

Board received conformation of Chairman O'Meara's participation in Shoreline Committee for
43B, and related information regarding Alternate 43B.
Mr. Tex Lockridge , from Quilcene , appeared to request information on County's funding of
V.F.W. Hall in 1967 . Records will be checked for details of funding.
Mr. Palmer McCarter, Co. Extension Agent, appeared to introduce Mr. Jack Waud, Co. Exten-
sion Agent for Clallam-Jefferson Counties, and Chairman for Clallam Co. Discussion was held

on 4-H Club work, and Mr. McCarter requested that the first week in October be designated
by the Board as Official 4-H Club Week. Motion by Commissioner Huntingford, second by
Kelly to declare the 1st. week in October as 4-H Club Week for Jefferson County. Unanimous .
Notice will be put in local paper and resolution drafted.
Bob Hays , Chairman, Jeff. Co. Shoreland Management Advisory Commission, advised that
meeting was held on Sept. 21st. and discussion was held on S.M. Applications for: (1) Dept.
of Natural Resources , re: Disposal of dredge spoils in the bed of Admiralty Inlet, and (2) Ad-
miralty Hotel Rehabilitation. Advisory Commission recommends approval of Dept. of Natural
Resources Permit, and exemption from permit for Admiralty Hotel.
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve minutes of
last meeting .
During lunch, the Board will check out a complaint by Mrs . Lacy, from Mats Mats Bay, that
members of Horsemen's Clubs are cutting a bridle trail accross her property, tramping in the
ditch and tearing up the driveway.
Acting Assessor, Lloyd Hansen, presented resolution concerning Revaluation Costs Relative to
Plysical Inspections , from Board of Lewis County Commissioners . Resolution states , "Assessor
shall physically inspect all property for assessment purposes every six years , instead of every
four, with an updating every two years" .
Motion by Commissioner Kelly, second by Commission.

Board reviewed the following correspondence without comment:
Copies of Resolutions adopted at the Assessor's Association Annual Convention '72 ,
re: Equal salaries of Certified appraisers; that the term General Property must be refined to
distinguish Personal Property as a separate class from Real Property, by the Dept. of Revenue;
and, others relating to budgets .
Report on YDCC Summer Jobs Completed from Sup. R.L. Flaherty.
Memorandum from Pierce County re: Occupational Safety and Health Act Committee .
Minutes of Intermediate School District No. 114 Board of Directors meeting of Sept-
ember 14th.
There being no further business before the Board, the meeting was adjourned.
