Meeting called to order by Chairman A.M.O'Meara•with all members present. o • Commissioner Kelly informed the Board that "traffic safety committee°' should be formed to enable county to apply for Federal funding for various read and traffic safety programs . Kelly will check further into matter and advise . Sheriff Hansen appeared re: Compliant against overnite campers at Shine Boat Ramp. Stated his office has no authority to prevent campers from parking overnite due to there being no prohibitive ordinance . Board will investigate parks for possible overnite camping and consider the writing of an ordinance against parking in camps without available facilities. • r • Mr. Robt. Hays , Chairman of Shorelands Management Advisory Commission for Jefferson County, appeared re: Letter concerning Shorelines Management irregularities on Marine View and Sea- mount Estates on Cummings Point, Hood Canal. People from Hood Canal Advisory Commission, at Seabeck, feel the Board has been in error allowing these two developments to polute the water y and destroy the banks , in violation of H.S. 584 , and requests full report on statis of these developments . Seamount Plat was approved by the Board after approval was received by the Health Dept. and before the Shorelines Management Act was if effect. Marine View Plat has been discontinued. Mr. Hays feels these people are being very unreasonable and received authorization from the Board to draft a letter, to be forwarded to the Office of the Attorney General and Dept. of Ecology, and to be signed by the Commissioners . Mr. Herbert Covert appeared to present two petitions to the Board. One petition requesting the oiling of 3 mile stretch of road from Oak Head to Hazel Point. Engineer Becker stated one mile of this stretch of road is scheduled on the Six Year Road Program for '73 . Second petition is request for "Slow Children" sign and speed reduced from 25, mph to 15 mph. Commissioner Kelly will inspect the,area in regards to both requests and advise of findings and recommendations Mr. -Fred - _ appeared to inquire as to who has the authority to place a speed limit for boats on the water at Fishermen's Harbor. Chairman O'Meara will check with Sheriff Hansen for this information, • f iPros . Attny. Daly presented a letter, written to him by Chief Deputy Assessor Lloyd L. Hansen, .. • outlining the duties and procedures of the Board of Equalization. Daly advised the Board to write up a foremat of evidence that should, and should not, Ile discussed during hearing . Board concurs Hearing for Six Year Road Program for 1973 - 1979. No one appeared against. Motion by Com- missioner Kelly to adopt Program as presented, with no objections or additions , and to sign Resolution No. 23-72 , Second by Commissioner Huntingford and unanimous by Board, • Resolution NO. 24-72 , CRP No. 351 , to replace •Mock Creek Bridge on Upper Hoh Road No. 216, was approved and signed by Board, as follows: Mr. Charles Little , Developer of of Protection Island, appeared re: Boat Access at Gardiner. This access has been used by Developers and land owners of Protection Island, and the Port of Port Townsend feels their landing craft is much too large and heavy for this acce ss and may do damage to the beach. Access property is leased to Port from Johnson & Gunstone, and lease • is in jepardy of being cancelled should any damage be incurred. No problem with small boats. Chairman O'Meara suggested they work with the Port to enlarge the ramp. Mr. Howard Dent donated property for car parking lot and there have been no complaints on number of cars in lot, as yet. Board signed contract with Owen's Brothers Const. Co. for construction of Alder and Maple Creek Bridges. Minutes of July 3rd. meeting con't. Assessor, Jim Sofie , appeared to request that Chief Deputy, Lloyd Hansen, be sworn in as "Acting Assessor" until next election, due to his retirement. Motion by Commissioner Kelly, second by Commissioner Huntingford to appoint Lloyd L. Hansen as Acting Assessor. Unanim- ous . Pros . Attny. Daly, acting as Notary Public, performed the swearing in, Oath of Office , duty. Board received the following correspondence without comment. Letter from Dept. of Natural Resources and copy of letter from them to Evergreen Environ- mental Development Corp. regarding sewer outfall and outlining some of the conditions which will be made a part of their lease . Notice , from State Parks & Recreation Commission, of meeting to consider the granting of a lease for installation of an outfall line over State Parks tidelands on Toandos Peninsula . Request from Roger S. French, City Engineer, for some unused furniture in the courthouse , to be used in the rest orationcf City Hall.. Chairman O'Meara will check on wanted furniture and advise Mr. French. Public Notice No. 071-OYB-1-000847, Ralph F. Enstrom, from Army Corps of Engineers . Proposed work: Repair and preservation of existing fill and rock bulkhead, and placing of addit- ional fill. No objections by the Board. Board will check to see if placing of additional fill will necessitate a Shorelines Management Permit. Notice from the Dept. of Revenue , with answers to certain questions which were requested at the Board of Equalization siminars . Notice from Dept. of Emergency Services re: Mobil Command Post & Communications Van. Both are available to local political entities upon request due to local limited emergencies. Copy of CD liquor license for Robert George Haley d/b/a Pleasant Harbor Cafe.
