MINUTES
May 1 , 1972
10:OOa .m. Meeting called to order by Chairman A.M.O'Meara with all members present.
Today has been classified as Law Day, whereas certain students from all county highschools
are designated as elected officials to sit in, and/or perform the duties of county and city
government. Sitting in with the Board of Commissioners are: Jim Parker, Port Townsend High-
school, District No.1 , for Chairman O'Meara; Berry Brown, Chimacum Highschool, District
No. 2, for Commissioner Hu nti ngford; a nd Steve Da niels , Quilcene H ighschoo 1, District
No. 3, for Commissioner Kelly.
Bid Opening for Improvement of Dosewallips Road, Co. Rd. No. •70. Seven bids submitted.
1) Columbia West [Longview] $76,990.
2) J.P. Surace [Seattle] $66 ,942 .
3) Select Const. [Seattle] $66 ,800.

Engineer's Estimate $73 .414 .
Motion by Commissioner Huntingford, second by Commissioner Kelly for Engineer Becker to
check three low bids for errors . Unanimous. After checking, Engineer Becker returned to advise.
that Select Const. Co. , from Seattle , totals were correct and had submitted the low bid of
$66,800. Motion by Commissioner Huntingford, second by Commissioner Kelly to award bid
' to Select Const. Co. Unanimous . Error was found in the total submitted by Ed's Bulldozing
and corrected to $76,404 .26 . Select Const. Co. will be notified by the Engineer's Office.
Pros . Attny. Daly read a letter, written by him to the Board, expressing his views against the
county going into agreement with land developers for the eventual take over, by the county, of
sewer plants installed at development sites. He is also against the county going into agreement
with developers concerning escrow, or trust accounts . Daly decided not to present letter to
the Board.
Hearing for the Adoption of Uniform Traffic Code for Jefferson County. No one appeared againsti
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve and sign Ordin-
ance No. 1-72, as follows. Unanimous by Board.
Board discussed new appointments for the Water & Sewer Review Committee . Board now con-
sists of Robert Knapp, from Puget Power, and Roger French, from the City of Port Townsend.
Two names submitted were Harold Brown and Clif Powell. Board will contact persons whose
names were submitted as to. their willingness to serve on the Board.
• Motion by Commissioner Huntingford, second by Commissioner Kelly to approve minutes of last
meeting. Unanimous.
Deputy Clarence Booth appeared re: Intersection from State Highway 101 to Buck Mt. Engineer
Becker advised that work was to be started today or tomorrow. Discussed also was the 4-way
stop at Quilcene Linger Longer Road. Road Dept: carried out a survey to see what percentage
of traffic used the new bridge, and it was found that 52 % used the new bridge and 48 % used the
old bridge . It was decided to remove two stop signs and leave the North and East roads open
to the new bridge. Commissioner Kelly also suggested using a stop warning sign to notify the
traffic of the stop ahead. All concur.
Auditor, Betty Temple introduced the Acting Auditor, Miss Paula Palmer, for Law Day activities,
and announced that all Officials and Acting Officials were scheduled for lunch at the Hudson
House .

Board received Summons on Cross Claim of Frol vs Jefferson County and Mazda Motors of
America (N.W) Inc. , et all. Copies will be forwarded to Joe Welch Ins. and Pros. Attny. Daly.
Board discussed the necessity of new members for the Solid Waste Advisory Committee. They
were advised by Engineer Becker that one person is needed from Iadle e 'and Quilcene area,
one from Olympic Disposal and one from the Planning Commissio . Only name submitted at
this time is Rex Aldrich from Olympic Disposal.
Engineer Becker presented letter written to him, from H.C. Reuter, re: Clearing of weeds and
brush on county roads leading to his property. Becker will check into the accessability of
these roads .
Board received estimated amount of monies Jefferson County may receive from the Forest Funds .
County's share of FY 1972 receipts -- $1 ,002,072 .
Clarence Lammers appeared to request that the culvert in front of his property, by Cape George,
be cleaned out by the Co. Rd. Dept. Matter referred to Engineer Becker.
Mr. A.C. Dalgleish appeared re: Number of Warrenty Deeds issued on unrecorded plat of
Olympic Inn Properties. Stated he was informed by the Assessor's Office that he was the last
person that could legally recieve a warrenty deed on that plat and since then, he has found
that others have received deeds making a total of six altogether. Pros . Attny. Daly will be
notified.
Board received Industrial Insurance Employer Bulletin, and Notice of Compliance for posting.
Notice will be posted.
Board received amount of new increased contribution rates, due to higher insurance premium
requirements, for the Sheriff's Office, from Northwest Administrator's Inc. - Wash. Teamsters.
Amount for each man will be $5 7.3 5.
Arnold D. and Gisela M. Sweat sent petition for vacation of county road located in block 13
of Phillips Addition to Irondale . Petition will be returned for lack of signatures .
Letter from Planning and Community Affairs Agency re: Meeting on May 31st. at Many�'resa Inn,
on Executive Management Review. Commissioners plan to try to attend meeting..
Board reviewed the following without comment: `
Notice from the Dept. of Ecology that the 45 day review period for the Dept.
of Fisheries Shoreline Management Permit terminated on April 30th.
Letter from the Dan Evans Committee re: Support for Governor.
Letter from the Employer's Representative Association, Inc. re: New Federal
occupational safety and health act and Washington State safety laws.
Notice of Public Hearing from the Urban Arterial Board.
There being no further business before the Board the meeting was adjourned.
