Meeting called to order by Chairman A.M.O'Meara with all members present . Mr. .Rod Downan.,,-Dept.. of Natural-Resources-.appeared-re.;-. Re-organization of the department. Department will be changed to "Area Management" by July 1 , 1972 . This area will be from Hoguiam to Quilcene with the headquarters in Forks . Each area will have three assistants and be broken down into four districts . Mr. Downan was unable to complete his report due to large number of people appearing to complain about their revalued property taxes . Approximately 150 people appeared to protest against their newly re-appraised pr.operty taxes . Stated the last reassessment has made their taxes $o high they cannot affort to own their property anymore . Questions , by several members of the group, were answered by Lloyd, Hansen, Chief Deputy, Assessors Office , Chairman O'Meara and Commissioner Huntingford. One major questio was why Cole , Layer, Trumble , Co. , from Chicago, was hired to value property in this area . It was explained that they had submitted the lowest bid. Questions and answers continued for over an hour. The group decided to have representatives sit in on the Commissioners meetings each Monday. Commissioners advised all who have grievances should fill out a property petitior and appear before the Board of Equalization, which this year, consist of members other tha n themselves . Dr. Glen Deer appeared re: Bridgehaven Sewerage System. Original treatment plant would take care of clubhouse and condominium plus about 20 lots (approximately l25 lots) which includes everything that has been approved so far. Dr. Deer stated any new dbvisions , that the Board approves , will be services by extensions , or new phases , added to the original plant. One question, on water supply, still unresolved. Dr. Deer will check with the Health Dept. and advise the Board of findings . Dr. Deer will also re-submit Shoreline Management Applications for the Clubhouse and Swimming Pool, Condominium with Boat Slip and Sewerage Treatment Plant. Motion by Commissioner Huntingford, second by Commissioner Kelly to approve. minutes of March 2 7th. meeting . Unanimous . Board received letter of "thanks" from Mrs . George Hubbard, for repair of the boat ramp at Shine. Engineer Becker informed the Board that repair is only temporary and cannot do the final work until approval from Corps of Engineers , which will take approximately two months . Board signed Agreement No. GM 693- Brown's Lake to Hood Canal Bridge, with the State High- way Commission. Motion by Commissioner Huntingford to approve Soldiers' & Sailors' Relief application for Mr. Richard D . Cadle , for the amount of $25 .36 . Seconded by Commissioner Kelly. Unanimous. Request from Peninsula Telephone & Telegraph Co. for permission to install a puiblic telephone : booth at the Courthouse Annex in Clearwater. Permission granted with the stipulation that booth does not block view of the Courthouse sign. Resolution No. 12-72, name change for civil defense department, approved and signed by motion of Commissioner Huntingford and second by Commissioner Kelly. Unanimous by Board. Resolution as follows: Board received letter of request, from the State Highway Commission, for verification that a Shorelines Management Permit is not required for their proposed project, C .S. 1600TB, S .R. 104 , Hood Canal Bridge, RO 976 . Motion by Commissioner Kelly, second by Commissi oner Hunting- ford to approve waiver. Unanimous • 46, Minutes of April 3rd. meeting con't. Copy of pre-application notification form from Olympic Regional Planning Council, for the Port Townsend Police Dept.. for proposed improved Communication System. Application unanim- ously approved by the Board. Public Notice No.071-OYB-1-000614 , re: State Parks & Recreation Commission, from Corps of Engineers . Notice concerns the replacement of a deteriorated 6" cast iron water line with a 6" plastic water line. Board reviewed the following without comment: Copy of letter to Irving Johnson, from Kenneth J . Merry, State Health Dept. re: Water System for Unrecorded Plat known as Sound View Villa . Advising that until water system is fully approved, they are requesting that no further building permits be approved'in that develop- ment. Copy of application for Class H liquor license for Randolph Holl and Barrett, d/b/a Discovery Bay Lodge . No objections by the Board. Letter from Board of Kitsap County Commissioners re: NCR Cash Register. Referred to the Treasurer's Office. County trust land transmittal of funds: $299 .25 from Criddle Partee Jr. for timber sale. There being no further business before the Board, the meeting was adjourned. • •
