MINUTES
April 10, 1972
10:00a .m. Meeting called to order by Chairman A.M.O'Meara with all members present.
Mr. John Nelson appeared re: Payment of taxes on property he does not own. Stated he has
been paying taxes on property he does not own for thirty years because the cost was so low
he did not mind paying, but now that taxes have gone up so high he no longer wants to be
charged for it by the Assessor's Office . Lloyd Hansen, Chief Deputy, Assessor's Office ,
advised him to have a survey of the property he noW owns and present it to the Office and he
will accept it for adjustment.
Mr. John Duff and Mr. Luthard Stavney appeared as "interested citizens" to observe the pro-
ceedings of the Board. Mr. Duff asked who classified Marrowstone Island as "recreation"
land? He was advised by the Board and Chief Deputy, Hansen, that land is not zoned in Jeff-
erson County. Marrowstone Island was all classified as "waterfront property" .
Board approved and signed bills for March to be paid in April, as follows: ti
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve minutes of
April- 3rd. meeting. Unanimous by Board.
Motion by Commissioner to go on record to keep�u1down as low as possible . Second by
Commissioner Kelly and unanimous by Chairman O'Meara.
Hearing for Preliminary Plat of Log Cabin Inn Tracts , Division No. I . Those appearing were:
Mr. & Mrs. Donald Ward, Mr. & Mrs . Norman E . Larsen, Gloria Durdle , Clifford W. Durdle,
Rita Campen, Howard Dent, Jr. , Attny. , and Mr. William Almasi. A.C. Grady, Attny. , co-
owner of Log Cabin Inn Tracts was unable to attend due to Federal Court case in Seattle which
required his attendance. Attorney, Howard Dent Jr. appeared to represent Mrs . Ward and
Mrs . Larsen who own property contiguous to proposed plat. They claim owners of plat, A.C .
Grady and William Almasi have moved boundary lines and encroched on their property. Also,
only access to their property is road through proposed plat, which has been blocked by Grady
and Almasi. Mr. Almasi advised he had put the road through himself and had closed it to keep
out campers and hippies . Mrs . Ward and Mrs . Larsen stated their father built the road many
years ago. Engineer Becker advised that it will be their responsibility to have a survey taken
and unless a suitable agreement can be reached between land owners , the case will probably
have to be settled in court. Chairman O'Meara advised that no plat can be approved by this
Board that landlocks any other property. The Board received, letters regarding the plat from
Don Morrison, Dist. Sanitarian, Howard Dent, Jr. , Attny. and the Jefferson Co.. Planning
Commission.
Bill Stratton appeared re: Possible enlargement of Fire Dist. No. 2 . Inquired a,s to steps
required. He was advised to talk to the property owners first to make sure they want district
enlarged because it will raise their taxes . He was advised to contact the Fire Dist. Commiss-
ioners and then consult with Ottrl G rtstter1, Assessor's Office, for further steps .
Engineer Becker presented resolution to pay the Director of Highways the amount of $2,750.00
for providing asphalt plant inspection and related services for Jefferson County Road Project
No.331 , Oak Bay Road . Motion by Commissioner Kelly, second by Chairman O'Meara to
approve and sign Resolution No. 13-72 , as follows . Commissioner Huntingford absent during
the afternoon session.
Hearing for CHG International Shorelines Management Permit, Application No. 4 . (Dr. Glen
Deer, Bridgehaven) Proposed project is to build condominiums with boat slip. It is the con-
sidered opinion of the Board that due to the lack of approval of the proposed sewerage system
by the District and County Sanitarian, the permit must be denied at this time Applicant will

be advised that when approval is received from the Health Dept. application can be reconsidered
Board received a letter to Pros . Attny. Daly from Deputy Attny.Gen. re: RCW 36 .94 , Water
and Sewerage Systems . Daly wrote Memo to the Board on letter stating "We will wait until we
have something in writing that may be helpful.
Board received Summons naming G. Keith Grim, Guardian Ad Litern for Robin Grim; G. Keith
Grim and Naomi Grim, Plaintiffs vs Cyril M. Frol and Phyllis Frol, Kenneth B. Frol, Jefferson
County and Mazda Motors, Defendants . Copy given to Pros . Attny. Daly and sent to Joe Welch
Ins .
Notification from Olympic Air Pollution Control Authority of public Hearing to consider county's
request for renewal of variance for certain sanitary waste dumps . Notice serves to stay any
enforcement action by Pollution Authority and is in accordance with Board action taken on April
5th. 1972 . Engineer Becker will attend hearing.
Board received certified true copy of an Order of the Board of Tax Appeals relating to Eleanor
C . Robb. Property valuation was reduced by the State Board on all three petitions .
Board received request for petition to Board of Equalization from James D . Dubuar. Petition
will be mailed with instructions .
Board reviewed the following without comment:
Notice from the Dept. of Ecology re: Ocean Systems . Forty-five day review period by
the Dept. of Ecology and the Attny.Gen.Office for Shorelines Management Permit will terminate
on April 7 , 1972 .
Notice from State Liquor Board advising that license issued to Randolph Holland Barrett
d/b/a Discovery Bay Lodge , has been amended for continued operations from April 1 , 1972
through June 30, 1972 , inclusive .
Notice from Dept, of Revenue re: Forest Land values; Amended rules adopted eliminating
10% discount.
Questionnaire from Rural and Urban Roads, for names and addresses of County Adminis-
trative Officials . Form will be filled out and returned.
Letter from Urban Arterial Board re: Urban Arterial Board Design Standards , and notice
of meeting on Thrusday, April 20th.
Agenda for Intermediate School District No. 114 Board meeting on April 13th.
Auditor Betty Temple informed Board that Mr. Ray Isle, Agricultural Agent for Jefferson County
will be medically retired this month. Official notice should be received by April 24th.
There being no further business before the Board, the meeting was adjourned .
