Brown • MINUTES April 17 , 1972 10:00a.m. Meeting called to order by Chairman A.M.O'Meara with all members present. West ... Hearing for Vacation of Old LelandRoad, Co. Rd. No. 30-70.85 . Mr. Roy Ridderbush and Mr. George Nicholes appeared in favor of vacation. Mr. Lloyd Tooker, previously oppcsed to vacation, phoned to inform the Board that he no longer has any objection to vacation of the road. Board received letter from Eng. Becker advising of vacation. Motion by Commissioner Kelly, second by Chairman O'Meara to vacate Old West Leland Road. Unanimous by Board. Motion by Commissioner Kelly to approve minutes of April 10th. meeting. Seconded by Chair- man O'Meara . Unanimous by Board. Commissioners and Auditor counted cash in the Treasurer 's Office as per RCW 36.22 & 32 . Mrs . Eva Taylor appeared re: Trails for horses along all county roads . Requested that they be granted permission to use part of road right-a-ways for trails and on future road construction, to leave a portion of right-a-way for use as trailes . Chairman O'Meara advised that law had to be clarified, as of now, separate trails are required for bikes, horses and pedestrians. Mrs. Taylor presented letter from "High County Horsemen" requesting trails , and suggested as a pilot program on existing roads , a trail along-side county highways between Port Town- send and Chimacum. Mr. and Mrs. Gus Oeinck appeared to observe meeting. ,Mr. Gus Lindquist appeared concerning his property at North Beach. A large section of the bank has fallen away and needs to be rip-rapped. County owns beach in front of his property. Requests permission to use rocks off the beach for bracing of bank and building a bulkhead. Engineer Becker advised that he should contact the Dept. of Fisheries to make sure they do not dissapprove. Construction would be exempt from Shorelines Management Permit. Per- mission granted by the Board. • Proposed Ordinance for Traffic Code for Jefferson County Hearing date set for May 1 , 1972 , by motion of Commissioner Huntinfford and second by Commissioner Kelly. Unanimous by Board. Motion by Commissioner Huntingford, second by Commissioner Kelly to approve and sign Call for Bids for the improvement of 1 .23 miles of the Dosewallips County Road No. 70, for May 1st. , at 10:00a .m. Unanimous . Commissioners inspected the jail cells as per RCW 36.63 . 110. Marge Johnson, Director, Council on Alcoholism, appeared re: Budget to date; Latest bills for approval; and Advising that CAP will be the "Prime Contractor" for the Council's funding. ' A.C . Grady, Attny. , appeared re: Log Cabin Inn Tracts . He was unable to attend Preliminary Hearing for Plat last Monday and inquired as to what requirements or restrictions had been imposed by the Board, other than health and platting regulations . He was informed that property line dispute had to be settled before plat could be approved. • Sheriff Hansen presented a list of surplus vehicles which the Dept. has no further use , and are ready for public sale . Motion by Commissioner Huntingford, second by Commissioner Kelly to put cars up for public auction. Unanimous by Board, Lists will also be presented from the Assessor's Office and the Eng.'s Office. Auction date will be set when all lis is are received. Minutes of April 17th. meeting con't. Ruth and Mable Heinzinger appeared to ask the Commissioners how many mills over which they have jurisdiction. Commissioner explained they have 81/2 mills for county roads and Current Expense , and all the rest go to schools , Port, etc. , which are voted on by the public. Board received Public Notice No. 071-OYB-1-000382 , Crown Ze llerbach Corp., re: Repair and preservation of existing pilings , anchor buoys , dolphins and floats. Letter will be written of Board's approval and exemption of Shorelines Management Permit. Board received two pre-application notification forms from tie Olympic Regional Planning Council: 1) Clallam County Public Works Dept. for county road project, and 2) Jefferson County CAC for educational program for low income participants . Notice will be sent of Board's approval. Board reviewed the following without comment: Copy of letter to the Assessor's Office from George R. Nordby, re: Property revaluation. Real Property Petition and letter of instruction will be sent to Mr. Nordby so that he may appear before the Board of Equalization. Real Property Petition No. 1 , from S .E . Stageberg, received for the 1972 Board of Equalization. There being no further business before the Board, the meeting was adjourned.
