MINUTES
April 24 , 1972
10:00a .m. Meeting called to order by Chairman A.M.O'Meara with all members present.
--Board signed Resolution No. 14-72 , Vacation of Old West Leland Road, -as per motion of last -�
Monday. Resolution as follows:
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve'minutes of last
meeting as presented. Unanimous .
Board signed Resolution No. 15-72 , Establishment of a County Road in accordance with Resolution
No. 32-71 , adopted the 27th. day of Sept. , 1971 , as follows:
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve and sign Call
for Bids for furnishing and constructing a metal roof over the grandstand at Memorial Field, to
be opened and read on Monday, May 15th. at 10:00a .m.
Board received copy of approval of lean of Federal Aid Secondary Funds for Co.Rd, Project, FAS
Rt. No. 497, for the amount of $25 , 000.
United Pacific Cascade Reliance Ins . Co. sent letter acknowledging receipt of the Summons and
Complaint entitled G. Keith Grim et al, vs Cyril M. Frol et ux, Jefferson Co. and Mazda Motors .
Board signed the certification of statements of receipts and disbursements from the Treasurer's
Office.
Mr. Roy Bergstrom appeared for verification from the Board of their jurisdiction over the shore-
lan" s on the south of Indian Island,_which is used for public park purposes . He was informed
of lez se by the county with the Navy. He said a writer from the Post Intelegencer News Paper
was coming over to do an article on the fishing in that area.
Board received a request from Arden A. Olson, Resources Planning Coordinator, Surveys & Marine
Land Management, Dept. of Natural Resources , for meeting with Mr. Horace Gleason, the Port
Commission , County and City, re: Shorelines Inventory. Meeting date tentatively set for May
9th. at 1:30p.m. •

Board received letter from Kenneth J. Merry, Supervising Engineer, State Health Dept. , re: Pro-
posed Sewerage System for Bridgehaven No. 9. Stated they are proceeding to approve the revised
engineering report, but final construction plans for this system will not be approved until an
acceptable agreement is consumated between the county and the developer which: 1) Provides
for competent operation of the facilities by qualified personnel at all stages of development, and
2) Establishes a sound financial plan which will assure orderly expansion of the collection and
treatment facilities as needed.
Tom Scurlock and Rich Raden, Construction Engineers, Gardiner Camper Club, appeared re: Reg-
ulations for Camp sites . Chairman O'Meara stated the county is holding any new sites to the
Platting Ordinance as there are no separate regulations governing camp sites only, and the main
concern is with the sewage and health regulations . Said he would contact the Planning Commis-
sion for any new progress in this phase and notify them of any changes .
Motion by Commissioner Kelly, second by Commissioner Huntingford to appoint A.C .Galgelish,
Brinnon, as a member to the Jefferson County Planning Commission. Unanimous by Board. Mr.
Dalgelish will be informed by letter.
Board received letter from Dept. of Social & Health Services re: Senate Bills 29 & 298, Uniform
Alcoholism and Intoxication Treatment Act and the partial funding of alcoholism programs . Letter
of intent will be sent to the Dept. for certification that Jefferson County is complying with the net

law and to insure receipt of June 29th distribution of profits and the July distribution of liquor
taxes .
Board received copy of letter to Dept. of Social (St Health Services , from the Office of the Mayor,
stating the City intends to participate in the county's Council on Alcoholism, in compliance with
Senate Bills 29 and 298.
Board received letter from Gael R. Stuart, Library Board Member, requesting the Commissioners
consider budgeting some funds to the City Library to help offset the cost of services to county
residents . Chairman O'Meara discussed the matter over the phone with Mr. Stuart and no definite
decision was made at this time.
Memorandum from Northwest Administrators , Inc. , on behalf of the Board of Trustees.of the Wash.
ington Teamsters Welfare Trust, re: Contribution Rate Increase . Rate increase will be effective
May 1 , 1972 and will vary for each plan. Motion by Commissioner Huntingford, second by
Commissioner Kelly to approve payment of increased rates. Unanimous by Board.
Copy of pre-application notification form from the Olympic Regional Planning Council for Quileute
Community Action Program, for the purpose of preventing and controling juvenile delinquency.
No objections by the Board.
Board received three notices from the Corps of Engineers re:
1) Public Notice No. 071-OYB-1-000452, Washington State Dept. of Fisheries (Shellfish
Lab. at Whitney Point) re: Installation of a mooring buoy. They will be advised that a Shorelines
Management application is necessary.
2) Public Notice No. 071-OYB-1-000604 , Evergreen Environmental Devel. Corp, re; Instal-
lation of outfall sanitary sewer and excavation of 300 cubic yards of sand and silt. They will
be notified that a Shorelines Management Permit is pending and the Hearing is tentively set for
the 22nd. of May.
3) Public Notice No. 071-OYB-1-000394 , Dept. of Interior, Bureau of Sports Fisheries and
Wildlife , re: Construction of a concrete fish trap and placement of approximately 75 cubic yards
of riprap. All Federal Agencies are exempt from Shorelines Management rules and regulations .
Engineer Becker presented plans for the fishing floats for Lake Leland. All concur that floats
should be 24' out (3 sections) and 32' across (4 sections) , in the form of a T. They will be lo-
cated on the right hand side of the boat launching ramp.
Board reviewed the following without comment:
Proposal by the Dept. of Game to acquire a site for boat launching on the Bogachiel River
in Clallam Co. , from the Olympic Regional Planning Council.
Letter and information concerning Federal Revenue Sharing from Julia Butler Hansen, U.S.
Representative .
Letter from the Mayor of Port Angeles proclaiming the week of May 15th - 19th. as "Hire
Veteran Week" .
Census Information Release No.4 . 1970 census revisions to populations of cities , towns,
counties and State of Washington.
County trust land fee title land transmittal of funds amounting to $702.52,- interest earned
on monies in Dept. of Natural Resources Suspense Fund for Jefferson County.
Letter from Wash. State Assoc. of Counties requesting that county employees be asked to
aid in asking our federal congressional delegation for an affirmative vote on Revenue Sharing,
HR 11950.
Notice from Dept. of Revenue of local sales tax disbursements for April, 1972 .
Clallam and Jefferson County Cooperative Extension Service Bulletin.
Notice of Training Workshop in Community Betterment through Use of Federal Resources
for Local Government.
There being no further business before the Board, the meeting was adjourned.
