MINUTES
January 3 , 1972
10:00a.m. Meeting called to order by Chairman A.M .O'Meara with all members present.
Bid Opening for Petroleum Products for the County:
1) Union 76 - Declined
2) Standard Oil - $33 ,351 .05
3) Mobil Oil - $34 ,602 .50
4) Harper Oil - • $33 ,961 .25
Motion by Commissioner Huntingford for Engineer Becker to take bids to check totals ,
• second by Commissioner Kelly. After checking , Becker returned to advise that totals are
correct as presented . Motion by Commissioner Huntingford, second by Commissioner
Kelly to award bid to Standard Oil Co. for the amount of $33 ,351 .05 .

Board signed Bond with McClanahan Const.Co. for work on Quilcene-Center Road .
Mr. Donald Hansen and Mr. •D .E .Herzog , Hansen & Chalker Engineers Inc. , appeared re:
Solid Waste Disposal. Presented proposal and letter of estimated fee for the amount of
$9 ,000. Engineer Becker advised he had gone over plan and it is in line with what is ex-
• pected and a good proposal. Mr. Hansen said it also included the West-end of the county.
Chairman O'Meara said the Board should be able to notify them of their decision in two to
three weeks .

Motion by Commissioner Huntingford, second by Commissioner Kelly to re-appoint Mr.
Fred Lester and Mr. Joseph H. Dunlap to the Jefferson County Planning Commission for 1972.
Board received notice of cancellation of Collection agency Bond for Merle C , Hufford, from
Welch Ins .Co.
Letter from John W. Maher, Area Manager, Pope & Talbot Development Inc. , stating he
has been ordered to active'duty by the Army and will be ujable' to'attend Shoreline Manage-
ment Permit Hearing . Mr. Mathew C . MacLearnsberry will represent Pope & Talbot in his
absence .
Meeting re: Jefferson-Clallam Council on Alcoholism . Those attending were: Mr. Ed • j
Kenealy, State Alcoholic Section; Mr. Norm Benn, his assistant; Mr. Frank Nebish, C .A.P;.
Members of Clallam Co. Council, Lewis J. Gates , Dan Robertson, Robert I. Rosen, and
Richard M. Price , Director; Members of Jefferson County Council, Paul Miller, Mel Kivley,
Florence Judy, Bob Goehring and Margery Johnson, Director; Representative Paul Conner,
and Dr. Shirley Benham, Olympic Health District.
Mr. Kenealy advised that Jefferson and Clallam counties should remain together on nne
council since the original contract for funding was for both counties as one unit. Said
Jefferson county's population is not large enough to qualify for funds, and we would also
• lose the advantage of having qualified , experienced director, Dick Price .
. Mr. Price was appointed when original council was formed in 1969. He appeared before
. this Board at that time and has not appeared since . It was established that he has helped
twenty-five people in this county. When council was first formed, he was here one day
a week, but has not kept that schedule for last two years.
Clallam County has been receiving $12, 000 a year for council, but no funds have been
given to Jefferson and no funds have been requested from Jefferson for support of council.
Mr. Miller said our council is open five days a week, eight house a day and has had
tremendous response. Stated they have. 37 clients, with 52 children envolved, and 268
phone calls and walk-ins' within twenty days. Have received some funding from churches
and social groups and much in-kind service from Health Dept., Sheriff's' Dept., MH /MR
Board, the Leader, and many other agencies, which prove Jefferson County dqes need a
full time center and can support one. Mrs. Johnson is also a qualified, experienced
director.

After much decussion, the Board stated it will investigate further and make no final
decision at this time.
Motion by Commissioner Huntingford, second by Commissioner Kelly to draft resolution
petitioning for Federal revenue sharing. Unanimous by Board.
Commissioners visited the county jail in compliance with RCW 36. 63. 110.
Board reviewed the following without comment:
Copy of letter to Les Roline from Lincoln Const. Co. concerning lost keys for West-
end Annex, and note from Roline stating he had located two master keys and was forward-
ing them to Deputy Sheriff.
Copy of pre-application notification form for Wash. State Dept. of Highways for their
proposed project on State Route 112, Agate Beach to Dan Kelly Rd, from Clallam Co.
Planning Commission.
Copy of new form for filing an intent to apply for federal assistance from Clallam
Co. Planning Commission.
Complete list of streams within Jefferson Co. which are subject to the regulations of th
Shorelines Management Act of 1971 , from the Dept. of Ecology.
Senate Bill 156 relating to regulations of snowrrobiling in Wash. State, from Parks
& Recreation Commission.
Copy of letter to Rep. Paul Conner, from Albert C. Bise, Administrator for the
Courts, advising that his recommendation is for this district to be granted another
Superior Court judge with visiting judge time to other counties.
There being no further business before the zoard, the meeting was adjourned.
