Meeting called to order by Chairman A.M .O'Meara with all members present. Hearing for Shoreline Application Permit for Pope & Talbot for their proposed 1972 condominium project at Port Ludlow. Mr. Mathew C . MacLearnsberry appeared for Pope & Talbot. Letter from Shoreland Management Advisory Committee recommending approval. No one appeared against. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve application. Unanimous by Board. • Motion by Commissioner Kelly for Willard J. Gariss to replace Robert Knapp on the Economic Development Committee due to Mr. Knapp's recent ill health. Second by Commissioner - Huntingford. Unanimous by Board. Application for Soldiers' & Sailors' Relief by Allen West. Chairman O'Meara will check with the Department of Public Assistance before action by Board. ki Certificate of payment re: Lincoln Construction Co. . I\Iotice from Dept. of Revenue that re- - tainer fee can be paid in full. Board received notice from Hansen and Chalker, Eng .Inc. , that due to the necessity of furnishing 70 extra copigs of the completed Solid Waste Plan, instead of the ten previously indicated, and additional $600 is to be added to their proposal. Application for lease from Jefferson County Sportsmen Club. Notice will be published in the Port Townsend Leader for three consecutive weeks.starting with January 20th. Hearing date set for February 7th. at 10:00a .m. Request from Engineer Becker for bid call for furnishing the County Highway Dept. with one (1) tractor, loader, broom brush butter combination. Motion by Commissioner Huntingford, second by Commissioner Kelly to call for bids , to be opened and read on February 7th. Unanimous by Board. Mr. Jim Matheson appeared regarding Proposal for Solid Waste Management from Futrell;Iric`o J Mr. Price Waterhouse will be the consultant for this project. Mr. Matheson gave resume of the company's background and accomplishments . They have just completed the plan for Adams County. Stated the Dept. of Ecology will not approve of plans unless prepared by pre- qualified firm, and their firm has been prequalified. Said standards are being set by the State and the plans will have to meet these standards . Stated a sanitary landfull is probably the best answer for Jefferson County but it is up to the county which plan they want to accept. Mr. Matheson said the plan will cover the entire county and city. Sixty (60) copies of completed plan will raise the proposed estimate approximately $350. Total printing cost will be $750 for seventy=five (75) copies . Engineer Becker advised that a decision should be made by January 31st. The Board received resignation from Mabel Weiler, Secretary for Jefferson County Fire Com- mission, District No. 4 , effective as of March 1 , 1972 . Replacement will be appointed by the Fire Commissioners of District No. 4 . Motion by Commissioner Kelly, second by Commissioner Huntingford to accept and approve the minutes as written. Unanimous by Board. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve and sign Resolution No. 3-72, re: Vacation of portion of Old Dabob Bay Road, as follows: Unanimous Minutes of January 17th meeting continued Letter from K. B. Cox, Manager Superintendent, Western Division, Puget Sound Power and Light Company, appointing Robert Knapp to serve on review committee for the Comprehensive Plan for a sewerage and/or water system for Jefferson County. Copy of pre-application notification form for the Town of Forks from Clallam County Planning Commission. The Census Bureau sent request for latest information regarding 1972 Boundary and Annexation Survey. Notice will be sent that the City of Port Townsend is only in- corporated place in Jefferson C ounty. Letter from Shoreland Management Advisory Committee recommending Permit No. 5, Puget Sound Exchange Corp. (Bridgehaven) be approved with stipulation that a definite time limit be put on their use of septic tanks . The Board received the following without comment: Copy of letter to Robert Knapp, Chairman, Jefferson County 0.E .D .P. , from V.W. Cameron, Economic Development Representative , regarding the list of projects planned which may request finding from E .D .A. Department of Revenue Notice of Hearing set on forest land values .
