Secretar}L Jerdine C•= Brown Ame MINUTES February 14 , 1972 10:00a.m. Meeting called to order by Chairman A.M.O'Meara, with all members present. Jesse Allen, Richard Wojt and Fred Garber appeared to apply for position of taking Shoreline • . Management Inventory for Jefferson County, as required under the Act. Engineer Becker advised that each of the men, submit a proposal for the Board to consider. Board concurs . Board 1 ' , requests proppsals be submitted on or before Feb. 22nd. , for final decision on Feb. 28th. • . Board approved and signed Resolution No. 9-72, Co.Rd.Project No.346 , as follows: Hearing for Ocean Systems ,Inc. Shorelines Management Permit. No one appeared for, or against application. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve permit. Unanimous by Board. • , Notice from Fite District No.3 of the appointment of Dennis Hannon as Chairman for 1972, and recommendation that Mr. Edwin Udd be appointed to•fill the unexpired term of Robert Deskins . Motion by Commissioner Huntingford, second by Commissioner Kelly to appoint Edwin Udd as Commissioner for Fire District No.3 , as recommended. Unanimous by Board. Letter from State Department of Highways requesting letter be written concurring that a Shoreline Management Permit is not required on their project involving District 3 Wide Safety Improvements , • for Grays Harbor, Mason and Jefferson Counties . Board concurs that permit is not needed and letter will be sent. • Board received letter from Jefferson County Planning Commission recommending the construction. of pedestrian, bridle, and bicycle paths be given priority in all future road development. No action taken by the Board at this time. • } Bob Fakkema, Gerald Slagle (Hill; Ingman and Chase); and Mr. Franz White appeared regarding: Toandos Del Mar. Sent report on Sewage and Waste D isposal system for Toandos Del Mar and was received at last Monday's meeting. Commissioner Kelly asked about amount of water for development and if it has been•approved by the Health Department. Mr. Fakkema stated they have not received final approval as yet. Plat does not come undej the Shoreline Management- ' "Act.* Mr. Slagle gave a brief review of proposal and stated how each requirement had been met. • He asked that the Board review the tentative int3rium agreement on.sewerage (first step in:proposal is for Company takeover) . Requests letter from Board of approval of plan. Board will ask Pros . Daly to review agreement and advise what action can be taken. Biggest question concerns escrow account. * Plat does not come under Shoreline Management Act due to approval prior to adoption of act. Board approved and signed January bills to be paid in February, as follows: Board approved and signed Supplemental Budget for Solid Waste presented by Engineer Becker. . Total amount is $14 ,988.68. Letter of appreciation from H. J. "Gus" Oeinck for'the wonderful job° the county did in keeping the road open during the recent snows . Board recieved two pre-application notification forms from Clallam County Planning Commission. One for Clallam County for Shoreline Management Inventory, and two for City of Port Angeles Police Department. • Summons naming Jefferson County as Defendant from Eugene Scruggs , Jr. , Gardiati for Keith Scruggs ,'I incompitent, as Plaintiff. Copy forwarded to Welch Insurance Company. February 14 , 1972 minutes , Con't. The following were received without comment: Notice from the U.S . Department of Commerce Economic Development Administration stating they had received Jefferson County's Overall Economic Devebpment Program in the Western Regional Office. Copy of letter to Marge Johnson, Director, Jefferson County Council on Alcoholism, from E. A. Kenealy, Supervisor, Alcoholism Section, Olympia re: State funding of Council. Public Notice No. NPS-72-20, from Seattle District Corps . of Army Engineers Re: • Repair and preservation of existing pier and float at Discovery Bay at Carr Pdint near Gardiner. Letter from Senator Henry Jackson, Rep. Julia Butler Hansen, Rep. Brock Adams , Rep. Lloyd Meeds and Rep. Lloyd V. Hicks re: Revenue Sharing. Copy of letter to Clallam County Board of Commissioners from Kenneth J. Merry, Supervisor, Division of Health re: Water Systems Survey Sunshine Acres, .Mains Farm and Farnsworth Addition. Copy of letter to Washington Association Soil and Water Conservation District from Vernon Marll, Chairman, Board of Columbia County Commissioners re: "Legislation Regulating the Treatment of Land. Received regulations for drug treatment centers to be adopted pursuant to Chapter 304, Laws of 1971, 1st Executive Session, from Office of the Attorney General. Letter from Department of Ecology seeking participation in a spring cleanup campaign. Copy of Board Folder from Jefferson County PUD, 121-72 . Clallam County Cooperative Extension Service Report from Marie J. Burns, Area Extension Agent. Latter from Don Samuelson, Regional Representative of the Sec. of Transportation, offering assistance in Department of Transportation programs . Report from U.S . Forest Service, Pacific Northwest Region of Undeveloped Areas, 5000 Acres and larger in the Olympic National Forest. There being no further,business, the meeting was adjourned. •
