Meeting called to order by Chairman A..M.O'Meara with all members present. • Bid Opening for One Tractor, Loader, Broom, Brush Cutter combination. One bid submitted. Brim Tractor Company $16,012 . 10 Bid Opening for Motor Scope Analyzer. One bid submitted . Aaberg & Feek Co $2 ,829.75, Motion by Commissioner Huntingford, second by Commissioner Kelly for Engineer Becker to • • check bid totals . Upon checking, Engineer Becker advised bids are correct as presented, and recommended acceptance of both bids. Motion by Commissioner Huntingford, second,by Commissioner Kelly to award bids to Brim Tractor. Co. and Aaberg & Feek Co. for amounts ' submitted. Unanimous by Board. • Hearing for Leasing of County Property by the Jefferson County Sportsmen's Club. Several appeared in favor of the lease and no one appeared against. Period of lease is ten (10) years for the sum of $12 .00 annually. Motion by Commissioner Kelly, second by Commissioner • Huntingford to approve lease . Description of property as follows: • Mr. Clarence Lammers appeared to inform Board of drainage problem on his property at Cape George Colony. Water has backed-up due to blockage of drainage ditch by Sam Luck. Question as to whether drainage is‘ going in natural direction, as Commissioner Huntingford stated it ' + is illegal to close a natural drainage ditch. Water is about to seep into his basement and he requests the county to take action. (lawsuit pending between Lammers and Luck regarding the drainage problem at the present. time) He was advised by the Board to obtain legal advise, and Pros . Attny. Daly advised that county has no jurisdiction to alleviate this problem, as it con erns private property. f. Mr Dick Warren, from Kramer, Chin & Mayo, appeared to present proposal for.Solid Waste Management. Proposes a manual system utilizing all information previously gathered by the , county. Proposal does not include price of printing required number of copies . Stated standard copies could be printed for approximately $750, and could also be printed locally if Board so, desires . Also advised Board to form a Utility District to serve the county with both water and sewer systems . • a Mr. John W. Mayer appeared re: Shoreline Management Permit for Pope & Talbot, for the construction-of Utility, Bicycle & Pedestrian Path, and Marina Restrooms Installations at Port Ludlow. Hearing will be set 'according to advertising dates . Permit No. 12 . Robert Hays , Chairman, Jefferson County Shoreland Management Commission, appeared with Mr. Ed Richey and Mrs. Dee Oeinck to present the Project Description of Inventory required under the Act. Advised Board to now hire someone to implement plan. Board requested that ' names be submitted by Committee . Mr. Warren J. Mayr, Mayr Bros.Logging Co. ,Inc. . appeared to present Application for Shore- lines Management Permit. Permit No. 11 . Hearing scheduled for March 20th. Board received Order Appointing Representative of Judge in the matter of the Jefferson County Mental Health/Mental Retardation Board. Calmar A. McCune, Attny. appointed to serve in place of the Judge for three year term. Board signed Call fEr$ids for the construction of two metal equipment storage buildings at . Hadlock, to be opened and read at 10:00a.m. , February 28th. Minutes of February 7th continued Mr. Bob Moris , from Allied Data, appeared to explain the roll of data processing in county government; 1 . What data processing is , and 2 . How it can be used by the counties . Stated twenty two counties are now using data processing. First field of use would be the Assessor and Treasurer's Offices; 2nd. is Payroll; 3rd. would be Engineer's Office and 4th. would be in voter registration. Counties have gone into data processing for speed and accuracy in computing taxes and assessment rolls . Also stated counties of sixth class and under have not gone over to data processing as yet. Auditor, Betty Temple , Treasurer, Lillian Jacobson and Assessor Jim Sofie attended the meeting. Mr. Will Gariss , Chairman, OEDP for Jefferson County appeared re: Specific Action Plan for County. Presented Addendum to Jefferson County Overall Economic Development Plan, and letter to be signed by Board certifing they have reviewed and approved addendum, and accord- ingly, requesting EDA approval of the plan. Motion by Commissioner Huntingford, second by Commissioner Kelly to approve program. Unamimous by Board. Motion by Commissioner Kelly, second by Commissioner Huntingford for Courthouse to be closed on Friday, February 11th, in recognition of Lincoln's Birthday. Unanimous by Board. Motion by Commissioner Kelly, seconded by Commissioner Huntingford to approve and sign Resolution No. 4-72, Co. Rd. Project No. 342; Resolution No. 5-72 , Co. Rd. Project No.343; Resolution No. 6-72, Co. Rd. Project No. 344; and Resolution No. 7-72 , Co. Rd. Project No. 345. Unanimous by Board . Resolutions as follows: Board received notice of first years grant allocation for the inventory phase of the Shoreline Management Act, for the sum of $7,000, to be matched by an equal amount by the county. Report from County Treasurer of earned Interest for Fiscal Year 1971 as follows: Interest on Surplus Cash - $34 ,858. 12; Interest on Weekend Investment - $4 ,923 . 18; Interest on Taxes - $7,916 .17; for a total of $4 ,697.47. Board received copy of offer to Purchase and Reservation Agreement, and Escrow Instructions , sent to Frank White from Evergreen Savings Association re: Toandos Del Mar. They request permission to sell lots and hold money in escrow. Plat has not been approved or recorded in this county. They will be informed that request is denied and regulations outlined in Platting Ordance must be complied with. • Memorandum constituting a written agreement between the Jefferson County MH/MR Board and the Clallam Jefferson County Juvenile Court as to the use of office space at the Com- munity Counseling Service Office . Advisement from Mayor Joseph Steve of appointment of City Engineer, Roger S . French, Sr. , PE to Serve on the Review Committee, in accordance with Resolution No. 37-71 . Public Notice No. NPS-72-21 , from the Department of the Army, dorps of Engineers , re: Creation of boat slip and fill area for future condominiums . (Bridgehaven) Notice from State Liquor Board that Luella G. Hamilton and Harris Hamilton d/b/e/ Iamiltons, have discontinued license operations . There being no further business, the meeting was adjourned.
