SUBJECT: HEARING NOTICE re: Community Development Block Grant (CDBG) for 2022-
2023 Public Service Grant Application and Closeout of 2021-2022 Public Services
Grant; Olympic Community Action Programs (OlyCAP); Hearing Scheduled for
Monday, March 28, 2022 at 10:30 a.m. in the Commissioners' Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA
STATEMENT OF ISSUE:
OlyCAP, a non-profit organization, has requested that the County continue to work with them to administer a
Community Development Block Grant (CDBG) from the Washington State Department of Commerce
(DOC). The State requires a governmental agency to hold a public hearing prior to receiving the funds.
ANALYSIS:
In 1998, Jefferson County and OlyCAP entered into an agreement (21-62210-007)to provide essential
services to low-income clients in Jefferson County. A grant application is submitted annually in order to
continue funding. A public hearing is required. At this hearing, the Board will also take comments on the
new grant proposal and on the activities from the previous year in order to close out the 2021-2022 grant.
FISCAL IMPACT:
The total 2021-2022 grant funding available for Jefferson County is $109,240.
RECOMMENDATION:
Sign the hearing notice on the CDBG Grant. The hearing is scheduled for Monday, March 28, 2022 at 10:30
a.m. in the Commissioners' Chambers. The notice will be published in the Port Townsend Leader on March
16 and 23, 2022.

and Closeout of 2021-2022 Public Services Grant
NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board of
Commissioners for MONDAY, March 28, 2022 at 10:30 a.m. in the Commissioners' Chambers,
County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368 (NOTE: This is a virtual
hearing,No In-Person Attendance Allowed per Jefferson County Resolution No. 45-21). If we are
able to add an in-person component to this meeting, the final agenda for the Board of County
Commissioners (BOCC) meeting for March 28, 2022 will reflect that. Notice of said hearing is to be
published in the official newspaper of Jefferson County.
This hearing is to inform citizens of the availability of funds and eligible uses of the State
Community Development Block Grant (CDBG), receive comments on proposed activities,
particularly from lower income persons residing in Jefferson County and to review community
development and housing needs. $109,240 is proposed to be available annually to Jefferson County
and the Olympic Community Action Programs (OlyCAP)to fund public service that principally
benefit low and moderate income persons. The BOCC is interested in hearing public testimony on this
issue.

A Grievance Procedure
for CDBG Public Services Grant RESOLUTION NO. 3°—• 2
WHEREAS,Jefferson County is applying to the Washington State Department of
Commerce for Community Development Block Grant (CDBG) Public Services Grant funding.
and,
WHEREAS, it is necessary that certain conditions be met as part of the application.
NOW, THEREFORE, BE IT RESOLVED,that the Board of Jefferson County
Commissioners establish a Grievance Procedure for the CDBG Public Services Grant as
follows:
I. Submit complaints in writing to the County Administrator for resolution. A record of
the complaints and action taken v,ill be maintained. A decision by the County
Administrator will be rendered within I 5 working days;
2. If the complaint cannot be resolved by the County Administrator to the satisfaction of
the requestor; then the complaint will be heard and discussed by the governing,elected
body at an open public meeting. A WrinCil decision will be made within 30 working
days. The decision of the governing body is final;
3. A record of action taken on each complaint will be maintained as a part of the records or
minutes at each level of the grievance process.
