Good afternoon Farr advisory team,
My name is Julia Mertena Towne, Volunteer Coordinator for JCSA and with me today is Patty Charnas, Director of Dept of Community Development for Jefferson County, also attending from
the Jefferson County Sportsman’s Association is Don McNees and Steve Rankin.
We are presenting to you a safety and noise abatement project on behalf of the Jefferson County Sportsman's Association .
The Jefferson County Sportsmen Association (JCSA) located near Port Townsend in Jefferson County presents this proposal to provide noise abatement and ballistic containment at the 100-yard
outdoor rifle range.
Jefferson County is part of the Olympic Peninsula which is known for its popularity for outdoor sports of all kinds including rifle and pistol enthusiast. JCSA provides a place for many
people traveling and living in the area to safely use their firearms.

Introduction continued -
Jefferson County Sportsmen Association is located on the northeast corner of the Olympic Peninsula, in unincorporated Jefferson County. JCSA is easily accessible from Washington State
Highway 101 or 104 via State Route 19 which is the major thoroughfare into the City of Port Townsend from the metropolitan areas of Central Puget Sound.
JCSA serves the general Kitsap, Jefferson and Clallam County region, known as the tri-county area, whose combined population is approximately 372,000 people. Each county has varying
rates of growth ranging from 3 percent per year in Kitsap to about 1 percent in Jefferson County.

Question 1 – Need
This map represents a large area that indicates old and current shooting settings, the yellow star shows the location of JCSA. The red circle just below the yellow star show Fort Discovery,
a facility on the border of Clallam and Jefferson Counties which closed in 2016. The lower red circle shows the Kitsap Rifle and Revolver Club, which is dealing with court and county
issues including intermittent closing, their status is unresolved at this time. The larger circles show unofficial shooting areas located on logging roads and DNR land.
As a result of the ongoing changes in Kitsap Rifle and Revolver Club and the closure of Fort Discovery, JCSA is the only open range in the Tri-County area. Since 2016, JCSA has experienced
a doubling of their paid memberships.

Question 1 – Need
JCSA currently occupies approximately 40 acres just outside of City of Port Townsend on county-owned property. The red arrow points to the JCSA range outlined in black box. The shaded

Due to the ranges close proximity to the growing city, you can see why it is a good idea to be proactive to reduce noise and increase safety. With increased membership and pubic use,
the need for this range to continue and operate safely has never been greater.
JCSA has an on going relationship with Jefferson County through our License Agreement and the Jefferson County Department of Community Development has been working with us through many
new changes including our submission for this FARR Grant for Noise Reduction and Safety. The county personnel and County Commissioners continue to support JCSA in it’s efforts for noise
mitigation and to create a safe shooting environment.

Question 1 – Need
Zooming in on the range in lighter green, the red star shows where the project will be located on the range site. With a rise in residential development and the city limits one half
mile away, as well an growth in membership caused by the closure of other facilities in the area, there has been an escalation in noise complaints from the neighboring residents.
JCSA has a park like feel that is the only safe, outdoor archery and shooting facility with multiple ranges for all types of shooting sports in the tri-county area. While other facilities
do exist in Kitsap County cities of Poulsbo and Bainbridge Island, they offer more limited services and hours.

Question 3 –
JCSA Executive Committee has selected Troy Acoustics for their design of the Acoustic Shooting Stall (ASSS) System and its effective alternative to a more elaborate and expensive system.
The design of this system fits with the layout of our existing range, and can be built on site effectively and efficiently.
The stalls will be placed on already existing site (that is, no new site acquisition). The project site is attached to an already existing firing line proven to be free of environmental
issues and is easily maintained with the already existing area.
The 100-yard Rifle range firing line holds approx. 18 shooters – the installation of the stalls would be to the right of the existing covered firing line area which will allow for additional
stalls in the future.
The features that are the major attributes for JCSA will be the acoustic system that Troy is known for, some of which are the acoustic ballistic side walls, acoustic ceiling baffles
and lighting.

Question 3 –
Acoustic Shooting Stalls have proven to be very effective with noise abatement. Troy Acoustics did an installation of this system in a Police Range in southern California creating enough
reduction in noise to eliminate a law suit from a nearby animal shelter.
With 24 foot long by 6 foot wide constructed acoustic panels on the walls and ceilings this system has proven to reduce noise, Troy’s website states “ Reduces noise level 10dB or half
the noise level when firing 5.62 and 7.62 rounds” (conditions vary due to hardscape surfaces).

Question 4 -
The area immediately surrounding the JCSA is mixed residential uses and public facility uses, a solid waste transfer station, fire station and humane society.
Jefferson County and City of Port Townsend are highly sought after communities for retirement. With new residents looking for quieter, slower paced lifestyles, JCSA is located just
on the edge of potential development areas.

Question 4 –
JCSA has crafted a proactive plan that will help the facility with future needs, and address the close proximate of the rifle range to residential area. This will be the first step in
a three phase process with the installation of Acoustic Shooting stalls on the 100-yard Rifle Range this will provide state of art noise mitigation and create a safety zone for ballistic
containment and protection in a system that can be expanded as needed.
Phases two and three would address the 40-yard Pistol Range and the 50-yard Rifle/pistol range through a series of baffle systems.

Question 5 –
JCSA is a well established facility with many years of past development and continuous enhancement and expansions. Currently remodeling our Training building to accommodate additional
first aid classes, and NRA pistol training program as well as adding an Administrative office.
JCSA will continue our noise abatement enhancements for all of the ranges with baffle additions to the 40-yard pistol range, and additional safety stalls on the 100-yard range as our
funds allow.

Question 6 –
By installing acoustic shooting stall system on the 100 yard rifle range starting with two stalls that hold up to two shooters placed at the far right of the current firing line would
allow for noise abatement and ballistic containment of high powered rifles that generate the largest/loudest noises.
The baffle system that Troy Acoustics uses has proven to be effect in cutting the noise levels and reducing projectile travel.

Question 7 –
Because of the commitment from JCSA membership to continually grow the ranges at JCSA we have completed several grant projects with a labor pool of volunteers.
With donations from a past FARR Grant, matching funds and materials we completed building a Club house under budget and on time, using an all volunteer group of professionals and assistants.

The substantial portion of this project will be the installation of the structure.
We have many trades people that will be available to assist under supervision of Licensed and Bonded contractor who have volunteered their time and material for this project, as in past
projects.

Question 8 –
JCSA works with citizens who are interested in the use of firearms through education, safety training and as an organization committed to firearm awareness in the community.
JCSA is open to the public 6 days a week, any law enforcement agency in the tri-county area can practice in uniform for free, we offer a twice a year hunter education classes and have
two Certified NRA Instructors that offer classes to the public and membership. We sponsor CPR/First Aid classes, Stop the Bleed classes and IFLC classes to the membership.

Question 9 –
JCSA is open 6 days a week and closed on Mondays for LEO training. The hours are 4 weekdays 9 am to 8 pm or sunset (whichever is earliest), Saturday and Sunday 10 am to 5 pm.
We are Handicap accessible on all ranges with a bit of a challenge on the Archery Trail but it is flat and manageable.
Membership is on a yearly bases, with a $100/yr fee for individuals, $150/yr for families, and there is a option to purchase a lifetime membership. There are options for military families
and City of Port Townsend Police and Jefferson County Sheriff’s Departments receive a membership for free. Scholarships are available for children in the 4H Archery and Air Rifle programs.

Question 10 –
JCSA is currently the only shooting facility in the tri-county area that offers a full service shooting facility with education for safe firearms handling, a place to practice the safe
use of firearms and community of like kind people to communicate and learn from. There is a need in this small neighborhood of Jefferson County for noise abatement, development that
is higher than every as the areas around JCSA grow. This project will help in satisfying some of the immediate issues with noise complaints and creating a better harmony between the
shooting facilities user and the neighbors.
It will create an ongoing sustainable system to grow in the future to show that JCSA is a good neighbor.
