Project Description
The Jefferson County Sportsmen Association (JCSA) is located near Port Townsend in Jefferson County. JCSA will use this grant to permit and install two Pre-fab noise
abatement and errant projectile control stalls on the 100-yard outdoor range. The scope of this project also includes electrical lighting and fans in the new pre-fab shooting
stalls. This project will fund the installation of some of the most modern noise abatement and errant projectile control available. The Association has operated a recreational
shooting and archery club since 1962 and provides safe shooting for archery, trap, pistol and rifle sports. The club is open to the public and is regularly enjoyed by youth
groups, hunter safety classes and law enforcement organizations.The scope of the entire project is comprised of three stand-alone phases. Phase 1, which is the scope of
this project, is for noise abatement and errant projectile control modules on a portion of the 100-yard range. Two other phases would complete the retrofit the 100-yard and
ultimately retrofit the 50-yard and 40-yard ranges at some point in the future. This project will substantially lower noise escaping the club and would significantly improve noise
conditions for residential communities surrounding the club. The club is used by over 3,000 visitors in any given year and hosts special events that attract many from well
outside the Olympic Peninsula area.

Worksite Description: The project will occur on the 100-yard range which is located due north of the club's parking area. The activities include site preparation, installation
of power utility lines, construction of concrete shooting stalls and installation of noise abatement panels within the structure.
Site Access Directions: State Highway 20 to Jacob Miller Road; left on Jacob Miller Road though the intersection. In approximately 1/2 mile take a left on Gun Club Road.

Worksite is an existing developed firing range which will be retrofitted with advanced noise abatement. No new development, earth moving or new clearing is
expected or part of this project.

conducted by hand or mechanized tools. Provide specific information including length, width, and depth of the ground disturbance. Ground
disturbing work includes all restoration activities, geotech, fencing, demolition, etc. Avoid subjective phrases such as “ground disturbing
activities will be minor".
An existing developed firing range will be retrofitted. Work will entail site preparation and construction of safety and noise abatement modules. Total depth for
structure footings is 24 inches. Length 60 feet by width 32 feet.

According to the North Olympic Peninsula Development Council (NOPD) "Comprehensive Economic Development Strategy 2016-2020" covering the
geographic area of both Jefferson and Clallam Counties, tourism and outdoor recreation continue to serve as strong economic sectors to the Jefferson
County/Port Townsend area. JCSA adds to the tourism and outdoor recreation sectors by providing a high quality shooting and archery facility in an area where
there is a lack of quality facilities available. Demand for safe, high-quality shooting facilities is very high due to other geographic regions closing ranges or
vastly down-sizing due to growth of surrounding communities. JCSA is well know as being "the safe place" to shoot and learn gun safety practices. Actual
updated economic figures were not readily available at the time of this writing.
13 of 18 Who will be responsible for administration, design, and/or implementation of this project (i.e. in-house staff, paid consultants, contractors,
volunteers, other agency staff, etc.)? Explain.
The Executive Committee of JCSA typically oversee all financial and administrative functions of the facility. There will be dedicated one to two Officers of the
JCSA Executive Committee to manage this grant. Certain select qualified members with expertise in site development, project and construction engineering
will assist in certain phases of this grant, including the development and management of grant accountability factors, invoices and accounts payable and will
prepare and submit all grant related progress reports and invoices to RCO. JCSA will retain, manage and supervise paid consultants, contractors, volunteers,
certified engineers and a qualified range evaluator per Jefferson County Ordinance 12-1102-18 "Commercial Shooting Facilities in Unincorporated Areas of
Jefferson County."
