While waiting for your review of inspection results, can you tell me if
the JCSA in its range management is exempt from or bound by the
provisions of the 2015 license agreement?

that I am coordinating a meeting with the County’s Central Services
Director and Environmental Health to review the inspection reports for
the gun range.
We haven’t been able to meet as of yet due to various scheduling
challenges, however I’ll tag my calendar to update you by early next
week.

David and Kathleen:
Our last communication with each of you was an agreement that
you would respond to our concerns by the close of August. We believe
that a visit to the Jefferson County Sportsmen’s Association Gun Club
(David) and a review of the License and Operating Agreement for
Jefferson County Sportsmen’s Association (Kathleen), signed December 7,
2015, will support our position that the association is in violation of
the contract. We believe that the answer is “no” to the questions listed
below. The parenthetical notes reference the agreement.
1. Does the gun range comply with county code for gun
ranges as specified in the license agreement? (1, last para)
2. Are the only shooters using the range those specified in
the license agreement? (1, first paragraph)
3. Is there an approved and implemented lead management
plan for the 40- acre shooting range? (4 re: public health &
environmental protection)
4. Has the JCSA submitted annual activity records showing
users and rounds used? (4, A & C)
5. Does the JCSA comply with the NRA and EPA best
management practices? (1, last para)
If the answer to any of these questions is no, the JCSA is in
breach of the license agreement.
A final question: is the public liability insurer of the range
aware of any breach of the license agreement safety requirements?
The license agreement specifies under (9) TERMINATION “This
license shall be terminated by the COUNTY for any use by the JCSA other
than those described herein or any material breach of this license
agreement.”
We would appreciate a response to these concerns. A copy of the
license agreement is attached.
