Jefferson County Sportsman’s Association is hereby granted a permit to operate and maintain a Commercial Shooting Facility pursuant to Jefferson County Code 8.50.
The term of this permit is one year. During the term of this permit, JCEPH will conduct annual inspections. JCSA shall pay an annual permit fee as set and adopted by the Jefferson County
Fee Ordinance.
The following ranges are allowed to operate: Pistol Range, 50-yard rifle range, 100-yard rifle range, 200-/300-yard rifle range, Trap range, Archery Range.
The Jefferson County Local Health Officer, Jefferson County Department of Community Development Director, or their designee may suspend or revoke this permit. The permittee may appeal
the decision and request a hearing pursuant to Jefferson County Code 8.50.260
This permit is not transferable.

Section II. Minimum Performance Standards
(1) Required Security. Commercial shooting facilities shall be operated to deter unauthorized entry to any shooting range.
(2) Containment. Commercial shooting facilities shall be operated so that when firearms are operating in accordance with the rules and regulations there is containment, thereby minimizing
threatened harm.
(3) Operations Cannot Create a Nuisance. The operation of commercial shooting facilities shall not create a public nuisance.
Section III. General Permit Conditions
Safety component
Need safety component to fill out this section.
Sound suppression component
The sound suppression component shall contain the following minimum requirements:
(a) Identify potential noise issues and potential solutions to those issues;
(b) Describe proposed methodologies and technologies to mitigate noise from operations;
(c) Provide a description of how the sound suppression component will be implemented on a yearly basis; and
(d) Contain BMPs to maximize sound suppression consistent with the NRA Source Book and Chapter 8.70 JCC (Noise Control).
Professional evaluations
The qualified shooting range evaluator shall provide a written evaluation of the level of safety of the operations proposed in the operating permit application.
Certification
Every application for an operating permit for an established commercial shooting facility shall be accompanied by a notarized certification by the operator that specifies the following:
The operator will abide by the improvement plan agreed upon as a condition of the issuance of the operating permit;
Areas of non-compliance at the commercial shooting facility will not increase over time;
That as much as possible the facility meets commonly accepted shooting facility safety and design practices; and,
That the facility shall be operated in a manner that protects the safety of all persons present at the commercial shooting facility and persons on neighboring properties.
Section IV. Specific Facility conditions

Training requirement / waiver
Operating hours shall be the following in order to meet the above described uses and appreciate the neighboring community’s desire for limited noise disturbances:
Saturday- Sunday: 10 am — 5 pm or sunset (whichever is earlier).
Monday: Closed to shooting activities.
Tuesday — Friday: 10 am — 7 pm or sunset (whichever is earlier).
Last Sunday of each month: Closed to shooting activities.
Organized law enforcement training will be scheduled in advance.
High intensity shooting and events will be noticed to the public on JCSA’s website. The JCSA will also establish and employ a method for proactively notifying the public such as social
media, emails lists, or by posting notices in the Port Townsend Leader and/or the Peninsula Daily News. Notices should be made within two weeks of setting the date, and no less than
seven days before the event.
Shooting after dark shall only occur for law enforcement training purposes. It shall not occur past 10:00 pm (standard time). Pre-notification of these training sessions shall be given
to JeffCom, so that they will be informed should community members call.
Early Events: Up to 8 per year are authorized. Early events can begin at 8 am. Pre-notification shall be given to JeffCom, so that they will be informed should community members call.
These hours may be modified upon mutual written agreement executed by both parties.
Members only & invited guests
The JCSA shall be solely responsible for controlling access to and upon the Property for the safety of the general public and those persons patronizing the JCSA or using its facility.
The JCSA shall post signs at the site entrance to include hours of operation, hours and days of local law enforcement use and after-hours/complaint contact information for the public.

Section VII. Reporting
Annual Report. The holder of the operating permit shall submit a report to the department on an annual basis in a form required by the department. The annual report is due each year
on the last day of the same month the operating permit was issued. The annual report shall include:
(i) A written statement by the owner of the commercial shooting facility declaring that the commercial shooting facility is compliant with the initial operating permit approval;
(ii) A statement of any changes to the components required by JCC 8.50.240(1)(a) through (d), as submitted in the application; and
(iii) A current statement of general liability insurance and any monitoring data required by an operating permit.

Section IX. Administrative remedy
When a decision is made by the director pursuant to the provisions of this article, an applicant or any aggrieved party may appeal the decision to the hearing examiner pursuant to the
procedures in Chapter 2.30 JCC (Hearing Examiner) by providing written notice of appeal to the director within 14 calendar days of the decision. The fee for such appeal shall be as
set forth in the Jefferson County fee ordinance and must be paid by the appellant at the time of filing the notice of appeal.
