1. Background/Introduction
Jefferson County has passed a local ordinance that requires all new and existing shooting facilities to obtain operating permit to ensure the safety of neighboring property owners and
protect the environment from potential contamination. This ordinance was further revised, and codified in JCC 8.50 Shooting in the County. As part of the official permitting process
outlined in this ordinance, an evaluation by a qualified shooting range evaluation is necessary.
2. Project Goals and Scope of Services
Jefferson County Environmental Public Health is seeking the services of a professional range evaluator or professional engineer with experience in shooting facility design to evaluate
an existing shooting range facility per JCC 8.50.
As outlined in JCC 8.50.240, this Professional Evaluation shall contain:
an evaluation of the operating permit application, and will:
discuss any safety issues not addressed by the operating permit application;
discuss any proposed uses that are inconsistent with the NRA Range Source Book for facility designs and institutional controls;
and include a review of the commercial shooting facility’s uses and institutional controls described in the application for an operating permit;
The evaluation shall be submitted in written form and signed by the qualified shooting range evaluator;
For established commercial shooting facilities, the evaluation shall classify the ways in which the facility is currently non-compliant with this article according to the following priorities:
Life safety issues or critical area deficiencies that must be remedied prior to issuance of an operating permit;
Facility design components that do not meet the safety objectives of this article; and,
Facility design components that do not mitigate detrimental effects of the facility on critical areas.
3. Anticipated Selection Schedule
The Request for Proposal timeline is as follows:
Request for RFP: Monday, November 2, 2020
Deadline for Bidders to Submit Questions: Monday, November 30, 2020
Jefferson County Environmental Public Health Responds to Bidder Questions: Friday, December 4, 2020
Bid responses / Bid packets Due: Monday, January 4, 2021
Selection of Top Bidders / Notification to Unsuccessful Bidders: Friday, January 15, 2021
Start of Negotiation: Friday, January 15, 2021
Contract Award / Notification to Unsuccessful Bidders: February 1, 2021
4. Time and Place of Submission of Proposals
The RFP will be posted on our website, Jeffersoncountypublichealth.org, and can be downloaded from there directly as of 10 a.m. on November 1, 2020. Copies will be made available at
the Jefferson County Courthouse, and at the Jefferson County Environmental Public Health Department front lobby.
Respondents to this RFP must submit one original and five copies of their proposal. Responses must be received no later than Monday, January 4, 2021. Responses should be clearly marked
“RFP-Professional Services” and mailed or delivered to the contact person listed above.
5. Timeline
Jefferson County Environmental Public Health needs the project completed As Soon As Possible, with a firm deadline of April 1, 2021.
6. Elements of Proposal
A proposal must, at a minimum, include the following elements:
• Description of the firm that includes a general overview, names and credentials of team members conducting the evaluation.

7. Evaluation Criteria
The successful respondent will provide:
• The education, experience, knowledge, skills, and qualifications of the firm and the individuals who will be available to provide these services.
• The competitive cost of services.
• The expertise of the firm in working with similar / comparable customers.
