Subject: Planning Commission District 2, and 3 temporary re -appointments
STATEMENT OF ISSUE:
The nine -member Jefferson County Planning Commission has two positions that will expire on
March 17, 2022; Lorna Smith of District 2, and Chris Llewellyn of District 3. Both of these
members have indicated they would like to continue serving for another full term. The
Department of Community Development recommends that these two members be reappointed
for limited terms until the required open recruitment process is fulfilled.
ANALYSIS
The Planning Commission by-laws specify that any vacancy must be advertised twice in the County's
paper of record to allow any member of the public to apply. If anyone should apply, then DCD staff
will interview the applicants and forward the names of those most qualified for final selection by the
Board. This process will take several weeks or more. In the meantime, the Planning Commission will
be under -represented. DCD proposes that Ms. Smith, and Ms. Llewellyn be reappointed to limited
terms until June 30, 2022, until they or another member of the public is duly appointed.
FISCAL IMPACT/COST-BENEFIT ANALYSIS:
There is no fiscal impact to the County's General Fund for re -appointing of members to serve on
the Planning Commission (PC). There will be minor costs for DCD to advertise the positions. The
2022 DCD and PC Budgets are based on nine (9) PC members and these appointees would serve
as part of the group.
RECOMMENDATION:
Reappoint both Planning Commission member representatives on the Planning Commission board
until June 30, 2022, or until new members are duly appointed.
