Subject: Resolution to create a County Project 18020890 - Road Departure
Reduction Project
Statement of Issue: Create a county project known as the Road Departure Reduction
Project.
Analysis/Strategic Goals/Pro's Et Con's: Approximately 600 signs on nearly 70 miles of rural
minor collectors and higher speed local roads are included in the project. In addition,
guardrail reflectors and reflective guideposts will be installed on horizontal curves on roads
with posted speed limits above 40 mph. The project may also include installation of rumble
strips on the shoulders of Center Road. The goal is to reduce accidents in general and
specifically single car run off the road accidents. The grant award amount is up to
$707,000. If specific timelines are met, there will be no required local match.
Fiscal Impact/Cost Benefit Analysis: The grant award amount is up to $707,000. If specific

Recommendation: The Board is requested to sign one original of the Resolution to Create
County Project.

In the matter of:
Creating a County project RESOLUTION NO.
designated as Road Departure Reduction Project
IT IS HEREBY RESOLVED that a Highway Safety Improvement Program (HSIP) project is created
with the goal to reduce accidents in general and specifically single car run off the road type accidents
on county roads. The project will include replacing approximately 600 signs on nearly 70 miles of rural
minor collectors and higher speed local roads. In addition, guardrail reflectors and reflective guidepost
will be installed on horizontal curves on roads with posted speed limits above 40 mph, and shoulder
rumble strips may be installed on Center Road.
This is a transportation improvement project included in the officially adopted 2022-2027
Transportation Improvement Program (TIP) as Item No. 24.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

with R.C.W. 36.81.130.

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.
