SUMMARY: Performs a wide variety of moderately complex engineering related office and
field work including but not limited to performing calculations; assisting with the development of
plans, specifications, and estimates;traffic data collection and analysis, computer database
management, GIS data management,traffic sign and markings design,traffic accident review,
record keeping and reporting, materials procurement,right of way permitting, right of way
research,project construction inspection, etc. Supervision and/or guidance are received from the
Engineering Services Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Collects traffic related data such as traffic counts and speeds using automated equipment and
enters into appropriate database and/or GIS system. Analyzes data for trends and problems, and
produces written reports and maps using computer programs such as Excel, Word, PowerPoint.
Reviews traffic accident sites and data. Convenes and leads team-based discussions regarding
roadway and traffic device changes for safety and operational improvements. Develops and
presents recommendations for roadway improvements.
Develops guardrail, sign and pavement marking plans in accordance with MUTCD, WSDOT, and
other appropriate guidance documents. Performs guardrail, sign and pavement marking layout in
the field.
Analyzes sight distance and curve safety(via ball bank testing, etc.) in accordance with WSDOT
and other appropriate guidance documents.
Completes annual pavement rating of County roads, including database data entry, in
coordination with other Engineering Tech staff.
Coordinates with other staff and contractors to complete the annual pavement marking program.
Responsible for the preparation and oversight of County pavement marking program(layout of
no-passing zones, roads to be striped, etc.)and the work performed in placing pavement markings
on roads.

Maintains the official County Road Log database in Mobility, GIS-MO or other computer-based
program. Keeps data current and accurate. Assembles and submits reports and documents as
required by the County Road Administration Board(CRAB)and other agencies.
Trains other staff in the use of databases such as GIS-MO or equivalent. Coordinates closely
with other County GIS staff to integrate various systems and databases.
Assists with the development of project plans, specifications, and estimates for civil engineering
projects in collaboration with Engineers and under the guidance of the Engineering Services
Manager.
Performs technical research and solves routine civil engineering problems. Uses computer
programs as an aid in developing solutions. Recommends solutions to senior staff.
Responds professionally to public requests for signing or marking changes or other roadway
improvements using knowledge of MUTCD and other guidance and engineering documents and
best practices. Presents information to public groups or boards on subject matter within the scope
of duties.
Responds professionally to public requests for speed limit modifications using knowledge of
WSDOT,MUTCD and other guidance and engineering documents and best practices. Manages
speed limit modification process including presenting information to public groups or boards on
subject matter within the scope of duties.
Procures materials used in road maintenance and construction projects in accordance with County
and State procurement statutes.
Responsible for the right of way permitting program. Issues permits for road approaches, utility
installations, and other work in the right of way using computer-based programs. Inspects work
for compliance with permit requirements. Works with property owners, utility companies, and
contractors to correct deficiencies.
Creates and processes routine utility franchise agreements.
Reviews engineering documents related to road design and storm drainage plans in accordance
with generally accepted engineering principles and guidance documents such as the Western
Washington Stormwater Manual and WSDOT Design Manual.
Performs moderately complex engineering construction inspection tasks independently for capital
projects such as inspecting sites for clearing, excavating, fencing, guardrails, surface drainage and
other simple construction items. Records progress, ensures contract compliance, records on
computer-based forms. Coordinates with Project Engineer and contractors to resolve issues of
non-compliance in a timely manner.
Independently researches records for information related to the establishment of county roads,
deeds,plats,county road right of way. Analyzes information and compiles into reports for use by
Engineers,Right of Way Representative, and County Engineer. Assists with resolution of right
of way disputes.
Assists with the preparation of routine documents used for road vacations, road establishments,
and other official procedures.

Performs moderately com complex engineering related tasks such as computer aided drafting, GIS

data management, calculations using spreadsheets, computation of material quantities, etc.
Inspects and inventories roadway infrastructure such as culverts, sidewalks, guardrail, signage.
Enters data into computer systems. Rates condition of infrastructure and develops priorities for
replacement or repair.
Acquires environmental permits for maintenance or construction projects by collecting data,
filling out applications, creating exhibits, and discussing with permit agency representatives in a
professional manner.
Works in a team-based environment and participates in the annual training program and annual
performance-evaluation process.
Participates in self-directed team process to set work level expectations, goals and objectives.
SUPERVISORY RESPONSIBILITIES: This job has no supervisory responsibilities. The
position may be responsible for projects on which other staff are tasked with assisting the Tech
III. The position may be asked to train other staff in various duties by the Engineering Services
Manager.

EDUCATION and/or EXPERIENCE:
High school diploma or general education degree(GED), and two(2)years' work
experience as an Engineering Tech II, and demonstrated Engineering Technician III
skills; OR,
High school diploma or general education degree(GED), and four(4)years' work
experience in technical civil engineering/surveying or related field, and demonstrated
Engineering Technician III skills; OR
Bachelor's Degree(BA or BS)or Associates Degree(AA)with two(2)years in civil
engineering experience or related field; OR
Equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read,write and communicate effectively verbally and
in writing.Ability to respond to common inquiries or complaints from customers,
regulatory agencies, or members of the business community.Ability to read and interpret
documents such as safety rules, operating and maintenance instructions, procedure
manuals, governmental regulations, etc.
MATHEMATICAL SKILLS: Knowledge of basic mathematical calculations as they
apply to traffic functions. Ability to apply concepts such as fractions,percentages,ratios,
and proportions to practical situations as it applies to signage, striping, material sampling
and testing. Ability to apply concepts of basic algebra, geometry and trigonometry as
they apply to traffic functions.
REASONING ABILITY: Ability to solve practical problems and apply common sense
understanding to carry out instructions furnished in written, oral, or diagram form.
COMPUTER SKILLS: To perform this job successfully, an individual should
demonstrate the ability to use database software, internet software, spreadsheet and word
processing applications, GIS-based data collection equipment and software programs,
and proprietary software related to the duties of the job. AutoCad and Civil3D experience
is desirable.

CERTIFICATES,LICENSES,REGISTRATIONS:
Valid Washington State Driver's License.
Ability to obtain IMSA Signs Technician Level II or Pavement Markings Level II certification
within twelve(12)months of hire date, dependent upon duties designed by management.
OTHER SKILLS and ABILITIES:
Ability to successfully complete various required training classes and obtain certificates
necessary for functional skills performance, maintenance, and improvement.
Working knowledge of the standards and policies of Jefferson County in conjunction and in
accordance with the Manual of Uniform Traffic Control Devices(MUTCD)and how they apply
to traffic control signage and striping.
Requires a thorough understanding of drafting and construction plan reading.
Ability to understand moderately complex engineering terms and instructions.
Requires knowledge of and ability to use WSDOT documents including but not limited to the
Standard Specifications for Roads, Bridges, and Municipal Construction,the Sign Specification
Manual,the Standard Plans, etc.
Ability to operate or learn to operate various equipment, such as: Electronic Distance Meter,
drafting programs, sampling and testing equipment, and motor vehicles equipped with manual or
automatic transmissions. Ability to utilize computer,photocopier and radio equipment.
Ability to work independently when executing the job assignments and goals enacted by
management.
Ability to coordinate multiple projects and project steps at once by demonstrating good time
management skills and understanding the concept of critical path scheduling.
Ability to respond courteously and professionally to public inquiries within the scope of
knowledge and authority of the position or to refer them to a higher classification.Ability to
establish and maintain effective working relationships.

Requires wearing of personal protective equipment(PPE)hard hats, safety glasses or goggles, ear
plugs or muffs,rubber, leather, or plastic gloves, adequate work boots, safety vests, or any other
personal safety gear determined by the supervisor and county and regulatory agency safety
policy.
WORK ENVIRONMENT: The work environment characteristics described here are

While performing the duties of this job,the employee works in shop and field settings and may
work in extreme weather conditions. The employee frequently works near moving mechanical
parts and automobile traffic and is occasionally exposed to fumes or airborne particles,toxic or
caustic chemicals, solvents and oils,and noxious weeds and plants.
The noise level in the work environment may be high. Noise level may be moderate to loud while
working on construction sites and/or on roadways where traffic is present.
