SUMMARY: Performs a wide variety of entry-level engineering related technical office and
field work including but not limited to traffic data collection and basic analysis, computer data
entry,traffic sign and markings design,record keeping and reporting,materials procurement,
right of way permitting, right of way research, project construction inspection,etc. Supervision
and/or guidance are received from the Engineering Services Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Collects traffic related data such as traffic counts and speeds using automated equipment and
enters into appropriate database and/or GIS system. Assists with the analysis of data for trends
and problems, and contributes to written reports and maps using computer programs such as
Excel,Word,PowerPoint.
Assists with review of traffic accident sites and data. Participates in team-based discussions
regarding roadway and traffic device changes for safety and operational improvements.
Develops simple and routine guardrail, sign and pavement marking plans in accordance with
MUTCD, WSDOT,and other appropriate guidance documents. Performs guardrail, sign and
pavement marking layout in the field.
Coordinates with other staff and contractors to complete the annual pavement marking program.
Assists with the preparation of County pavement marking program(layout of no-passing zones,
roads to be striped,etc.)and the work performed in placing pavement markings on roads.
Works with other Engineering Tech staff to complete annual pavement rating of County roads,
including database data entry.
Helps to maintain the official County Road Log database in Mobility, GIS-MO, or other
computer-based program. Keeps data current and accurate. Assembles and submits reports and
documents as required by the County Road Administration Board(CRAB)and other agencies.
Responds professionally to public requests for signing or marking changes, basic speed limit
inquiries,or other roadway improvements using knowledge of MUTCD and other guidance and
engineering documents and best practices.

Procures materials used in road maintenance and construction projects in accordance with County
and State procurement statutes.
Processes permits for road approaches, utility installations, and other work in the right of way.
Inspects work for compliance with permit requirements.
Performs routine engineering construction inspection tasks for capital projects such as inspecting
sites for clearing, excavating, fencing, guardrails, surface drainage and other simple construction
items. Records progress, ensures contract compliance,records on computer-based forms.
Coordinates with Project Engineer to resolve issues of non-compliance with contractors in a
timely manner.
Researches records for information related to the establishment of county roads, deeds, plats,
county road right of way. Assists with the preparation of routine documents used for road
vacations, road establishments, and other official procedures.
Performs routine engineering related tasks such as basic calculations using simple spreadsheets,
computation of material quantities,etc.
Inspects and inventories roadway infrastructure such as culverts, sidewalks, guardrail, signage.
Enters data into computer systems. Rates condition of infrastructure and develops priorities for
replacement or repair.
Acquires routine environmental permits for maintenance or construction projects by collecting
data, filling out applications, creating exhibits, and discussing with permit agency representatives
in a professional manner.
Works in a team-based environment and participates in the annual training program and annual
performance-evaluation process.
Participates in self-directed team process to set work level expectations, goals and objectives.

EDUCATION and/or EXPERIENCE:
High school diploma or general education degree(GED), and two(2)years' work
experience in a technical field related to engineering, civil construction, or surveying;
OR,
Equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read,write and communicate effectively verbally and
in writing.Ability to respond to common inquiries or complaints from customers,
regulatory agencies, or members of the business community. Ability to read and interpret
documents such as safety rules,operating and maintenance instructions,procedure
manuals, governmental regulations, etc.
MATHEMATICAL SKILLS: Knowledge of basic mathematical calculations as they
apply to traffic functions. Ability to apply concepts such as fractions,percentages, ratios,
and proportions to practical situations as it applies to signage, striping, material sampling
and testing. Ability to apply concepts of basic algebra, geometry and trigonometry as
they apply to traffic functions.
REASONING ABILITY: Ability to solve practical problems and apply common sense
understanding to carry out instructions furnished in written, oral, or diagram form.

COMPUTER SKILLS: To perform this job successfully, an individual should
demonstrate the ability to learn and use database software, internet software, basic
spreadsheet and word processing applications, GIS-based data collection equipment and
software programs, and proprietary software related to the duties of the job.
CERTIFICATES,LICENSES,REGISTRATIONS:
Valid Washington State Driver's License.
Current or recent IMSA Signs and Pavement Markings Technician Level I or equivalent
certification preferred at the time of hire and required within twelve(12)months of hire date,
dependent upon duties assigned by Management.
OTHER SKILLS and ABILITIES:
Ability to successfully complete various required training classes and obtain certificates
necessaryfor functional skillsperformance,maintenance, and improvement.

Working knowledge of the standards and policies of Jefferson County in conjunction and in
accordance with the Manual of Uniform Traffic Control Devices(MUTCD)and how they apply
to traffic control signage and striping.
Requires a basic understanding of drafting and construction plan reading.
Ability to understand basic engineering terms and instructions.
Requires general knowledge of and ability to use WSDOT documents including but not limited to
the Standard Specifications for Roads, Bridges, and Municipal Construction,the Sign
Specification Manual,the Standard Plans, etc.
Ability to operate or learn to operate various equipment, such as: Electronic Distance Meter,
simple drafting instruments, sampling and testing equipment, and motor vehicles equipped with
manual or automatic transmissions. Ability to utilize computer,photocopier and radio equipment.
Ability to work independently when executing the job assignments and goals enacted by
management.
Ability to respond courteously and professionally to public inquiries within the scope of
knowledge and authority of the position or to refer them to a higher classification. Ability to
establish and maintain effective working relationships.

Requires ability to talk, hear voice conversations, or alarms, and taste or smell. Specific vision
abilities required include close vision, distant vision, peripheral vision, night vision, color vision,
depth perception, and ability to adjust focus.
Requires wearing of personal protective equipment(PPE)hard hats, safety glasses or goggles, ear
plugs or muffs,rubber, leather, or plastic gloves, adequate work boots, safety vests, or any other
personal safety gear determined by the supervisor and county and regulatory agency safety
policy.

While performing the duties of this job,the employee works in shop and field settings and may
work in extreme weather conditions. The employee frequently works near moving mechanical
parts and automobile traffic and is occasionally exposed to fumes or airborne particles,toxic or
caustic chemicals, solvents and oils, and noxious weeds and plants.
The noise level in the work environment may be high.Noise level may be moderate to loud while
working on construction sites and/or on roadways where traffic is present.
