MINUTES
Regular Meeting — March 28, 2022, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and
Commissioner Greg Brotherton were present. Chair Eisenhour called the meeting to order at the
appointed time.
PUBLIC COMMENT PERIOD: The following is a summary
of comments made by individuals in attendance at the meeting and reflect their personal opinions:
• Comment requesting to defer action on two pending timber sales in the Port Ludlow/Quilcene area.
• Comment requesting a bicycle path near Oak Bay Road.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
The meeting was recessed at 9:21 a.m. to address technical issues and reconvened at
9:30 a.m. with all three Commissioners present.
PUBLIC COMMENT PERIOD - Continued: The following is a summary
of comments made by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding technical issues.
• Comment regarding timber sales in Jefferson County and a request for wider shoulders for
bicyclists.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Adoption of an Ordinance; 1) To the Designation of and Defining
Authority and Duties of the County Fire Marshal; and 2)Amending Title 2 and Chapter 15.05 of
the Jefferson County Code; Hearing Scheduled for Monday,April 11, 2022 at 10:30 a.m. in the
Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port

13. Payment of Jefferson County Vouchers/Warrants Dated March 21, 2022 Totaling
$357,202.94 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
ADDITIONAL BUSINESS: Appointment of County Administrator: Commissioner
Brotherton stated that Jefferson County received a pool of candidates for the position of County
Administrator. During the process,the Board learned that Interim County Administrator Mark
McCauley indicated interest as serving in the role of County Administrator. Human Resources Director
Sarah Melancon provided input as to the recruitment process with Prothman. After discussion,
Commissioner Brotherton moved to authorize the Chair to work with HR Director Melancon on Mark
McCauley's contract. Commissioner Dean seconded the motion which carried by a unanimous vote.
The meeting was recessed at 10:27 a.m. and reconvened at 10:31 a.m. with all three
Commissioners present.

HEARING re: Community Development Block Grant(CDBG) for 2022-2023 Public
Service Grant Application and Closeout of 2021-2022 Public Services Grant; Olympic Community
Action Programs (OlyCAP): Finance Manager Judy Shepherd and OlyCAP Executive Director
Cherish Cronmiller were present for the hearing. Director Cronmiller provided a presentation on the
Community Development Block Grant(CDBG). Finance Manager Shepherd further explained the
CDBG grant and noted that many CDBG grants are multi-county grants. She added that the report given
by OlyCAP is a fair representation of the funds received. Chair Eisenhour opened the hearing to allow
for public testimony. Hearing no testimony, she closed the public hearing.
After brief deliberations, Commissioner Dean moved to approve RESOLUTION NO. 16-22 re: In the
matter of certification of compliance for CDBG public services grant which also designates the County
Administrator as the Chief Administrative Official to act in all officials matters in connection with this
application. Commissioner Brotherton seconded the motion which carried by a unanimous vote.
WORKSHOP re: Caswell-Brown Village: Olympic Community Action Program
(OlyCAP) Executive Director Cherish Cronmiller and OlyCAP Director of Housing and Community
Development Kathy Morgan were present for the discussion. Director Cronmiller provided a
presentation on the Caswell-Brown Village and their additional request for funding. She reviewed costs
incurred to-date to move the homeless encampment from the Jefferson County Fairgrounds to the new
Caswell-Brown Village. The Commissioners agreed to table the conversation.
INTERVIEWS(2) re: Jefferson County Noxious Weed Control Board Vacancies:
Chair Eisenhour stated that the NWCB requested that the Board of County Commissioners conduct
interviews of two candidates who applied to serve in the District No. 1 position. The Commissioners
interviewed Sarah Fairbank and Jill Silver. After interviews, Chair Eisenhour stated that deliberations
will occur during the afternoon session.
The meeting was recessed at 11:54 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
INTRODUCTION re: Port Townsend Marine Science Center(PTMSC) Incoming
Executive Director: PTMSC Outgoing Director Janine Boire introduced PTMSC Incoming Director
Bee Redfield to the Board. Both directors reviewed upcoming events and projects.
PRESENTATION re: Jefferson County Marine Resources Committee (MRC)2021
Annual Update and Report: MRC Coordinator Monica Montgomery gave a presentation on the MRC
2021 Annual Report. Topics covered: Forage fish egg surveys, Bull Kelp monitoring, Eelgrass/Shellfish
protection voluntary no-anchor zones, native Olympia Oyster restoration, education and outreach,
planning for climate change and sea level rise, Pleasant Harbor Master Planned Resort, Port Townsend
sewer outfall, restoring priority nearshore and marine habitats and public education about local marine
issues. MRC member Jeff Taylor provided info regarding mapping lost crab pots.
BRIEFING re: Letter of Support for Northwest Straits Marine Conservation
Initiative Continued Federal Funding for the Jefferson County Marine Resources Committee
(MRC) Budget for Marine and Nearshore Ecosystem Stewardship Projects in East Jefferson
County: MRC Coordinator Monica Montgomery reviewed the draft letter of support with the Board and

stated the Commissioners approved the same letter of support in the previous year. After discussion,
Commissioner Dean moved to authorize Chair Eisenhour to sign the letter of support as presented here
but with the addition of the leveraging language outlined in Monica's presentation today. Commissioner
Brotherton seconded the motion but noted that the draft letter has a space for all three Commissioners
sign. Commissioner Dean amended her motion to state that all three Commissioners will be signing the
draft letter with the amendment suggested. Chair Eisenhour called for a vote on the motion. The motion
carried by a unanimous vote.
BRIEFING re: Analysis of Engrossed Substitute Senate Bill(ESSB) 5693; That
Relates to Funding for Counties as a Result of State v. Blake (ESSB 5396 - State v. Blake
Legislation): County Clerk Ruth Gordon and Chief Civil Deputy Prosecuting Attorney(DPA)Philip
Hunsucker were present for discussion regarding the Blake Decision impacts on Jefferson County and
specifically the Superior Court Clerk's Office.
DELIBERATION re: Jefferson County Noxious Weed Control Board(NWCB)
Vacancies: Washington State University Extension Director Bridget Gregg was present for discussion
regarding the Commissioner's deliberation on the two candidates S for the District No. 1 position on the
NWCB. After discussion, Commissioner Brotherton moved to appoint Sarah Fairbank to the Noxious
Weed Control Board. Commissioner Dean seconded the motion which carried by a unanimous vote. The
appointment will appear on the Consent Agenda for April 4, 2022.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator
Mark McCauley reviewed the following with the Board:
• Commissioners' Briefing Session, Calendar Coordination and Miscellaneous items
• Weekly COVID-19 Discussion
• Miscellaneous items continued: USDA Rural Development upcoming tour, Jefferson County
Fairgrounds restrooms, OWL 360 camera, Gardiner boat ramp,No-Shoot Area petitions, Port
Hadlock Sewer Project, small business ARPA grants, ferry service
• Boards and Committees Vacancies
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 4:16 p.m.
