SUBJECT: Resolution: Re: Support for the Quilcene School District's Capital Bond
Measure on the April 26, 2022 Election Ballot
STATEMENT OF ISSUE:
The Quilcene School District place a capital bond measure on the ballot for the February 8, 2022
special election to replace their 70-year-old elementary school, construct a new Career and
Technical Education facility and to upgrade their athletic facilities and fields. To pass the bond
needed to reach the 60% approval threshold. Unfortunately, the measure barely failed to pass
achieving 59.40% approval.
ANALYSIS:
The Board of County Commissioners support education at all levels and especially in the early
years to help create a foundation for future learning and development for young children.
They wish to tangibly support the Quilcene School District as the capital bond measure is on the
ballot again in the April 26, 2022 special election. They wished to approve a resolution in support
encouraging voters to vote in favor of the measure. Such a resolution is attached.
FISCAL IMPACT:
This request has no fiscal impact.
RECOMMENDATION:
That the Board of Commissioners approve the attached resolution.

IN THE MATTER OF SUPPORTING QUILCENE } RESOLUTION NO.
SCHOOL DISTRICT No. 48 BONDS TO CONSTRUCT}
SCHOOL FACILITIES AND IMPROVE ATHLETIC }
FACILITIES AND FIELDS }
WHEREAS, the Jefferson County Board of Commissioners recognize the role a good education plays
in creating and maintaining a thriving, healthy community and improving the lives of students thus being
educated; and
WHEREAS, a good education involves many factors including good teachers, supportive parents,
adequate funding and sound, functional facilities; and
WHEREAS, the Quilcene School District has elementary school facilities that are obsolete, in poor
repair and in dire need of replacement, improvement and/or modernization; and
WHEREAS, these facility needs include: replacing a 70-year-old elementary school that is not
seismically survivable, has failing heating systems and poorly performing roof, wall and window systems that
make it challenging to keep their students warm, safe and dry; and
WHEREAS, the school's Career and Technical Education (CTE) program is temporarily housed in a
converted shop that is wholly inadequate; and
WHEREAS, the school's athletic fields and facilities, which help develop character and health are
inadequate; and
WHEREAS, the Quilcene School District has a bond measure on the April 26, 2022 election ballot that,
if approved, will fund the replacement of the current elementary school, the construction of a new CTE facility
and the rehabilitation of the school's athletic facilities and fields,
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby
declares it support for the Quilcene School District and encourages eligible voters to vote to approve the bond
measure for the benefit of the children attending elementary school in Quilcene.
