HomeMy WebLinkAboutM032122 or 4( Co�1 �1:'S'ti1NUco MINUTES Regular Meeting — March 21, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Heidi Eisenhour and Commissioner Kate Dean participated in the meeting remotely. Chair Eisenhour called the meeting to order at the appointed time. Commissioner Greg Brotherton joined the meeting in the afternoon to attend the Executive Session. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Chair Eisenhour seconded the motion. The motion carried. 1. AGREEMENT re: Side Scan Surveys to detect lost Crab Pots in Discovery Bay; In the Amount of$5,600; Jefferson County Marine Resources Committee (MRC), Jefferson County Extension, Washington State University(WSU); Coastal Sensing and Survey 2. AGREEMENT re: Allocation to Support Ongoing Resource Conservation and Economic Development Work; In the Amount of$25,000; Jefferson County Administrator;North Olympic Development Council 3. AGREEMENT re: Pfeiffer House Sustainable Housing Project; In the Amount of$47,000; Jefferson County Public Health; OWL 360 4. AGREEMENT No.21-1024P re: Dosewallips Wolcott Flats and Rock Brook Salmon Recovery Floodplain Resiliency and Action Planning; In the Amount of$192,500; Jefferson County Environmental Public Health; Washington State Recreation and Conservation Office (RCO), Salmon Recovery Funding Board (SRFB) 5. ADVISORY BOARD TEMPORARY REAPPOINTMENTS (2)re: Jefferson County Planning Commission; Each Term Expires March 17, 2022; Terms are Extended Until June 30, 2022 or Until a Member or Another Individual is Appointed; 1) District No. 2 Representative, Lorna Smith; and 2)District No. 3 Representative, Chris Llewellyn 12. Payment of Jefferson County Payroll Warrants Dated March 17, 2022 Totaling $68,269.97 and A/P Warrants Done by Payroll Dated March 17, 2022 Totaling $12,915.05 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 13. Payment of Jefferson County Vouchers/Warrants Dated March 14, 2022 Totaling $1,004,967.18 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding a recent Quilcene School District Board meeting; and a request to resolve the potable water issue which is holding up permits; and a request for a resolution to support the Quilcene School Bond. The Commissioners and Interim County Administrator addressed the one comment received. Interim County Administrator Mark McCauley stated that the Department of Community Development(DCD) Director is discussing the issues with the Quilcene School Superintendent. The Commissioners agreed to table discussion on a proposed resolution until Commissioner Greg Brotherton is present, as this impacts his District. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. PUBLIC COMMENT PERIOD - Continued: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding mobile home parks playing an important role in affordable housing. • Comment on behalf of the Olympic Forest Coalition regarding Washington State Department of Natural Resources timber harvesting in Port Ludlow. The Commissioners addressed the additional comments received. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The meeting was recessed at 10:24 a.m. and reconvened at 10:30 a.m. with Chair Eisenhour and Commissioner Dean present. 2 Commissioners Meeting Minutes of March 21, 2022 UPDATE re: Washington State Department of Natural Resources (DNR) 4th Quarter County Income Report: DNR Regional Manager Mona Griswold and DNR State Lands Assistant Drew Rosanbalm were present to brief the Board on the 4th Quarter County Income Report. Mr. Rosanbalm reviewed timber sales with the Board. Assessor Jeff Chapman was also present for discussion. Chair Eisenhour opened the meeting to allow for public comments. Hearing no comments, the Board continued their discussion. CONTINUED DELIBERATIONS re: Adoption of the 2022 the Re-Precincting Boundaries for Jefferson County as part of the Current Redistricting Process: Elections Coordinator Quinn Grewell and GIS Coordinator Kevin Hitchcock were present to review the final iterations of the precinct boundary maps with the Board. After discussion,the Commissioners agreed to move forward with the precinct maps for formal adoption during the March 28, 2022 Board of County Commissioners meeting. DISCUSSION re: Request by Habitat for Humanity for$500,000 of American Rescue Plan Act(ARPA) Funding for an Affordable Housing Project: Habitat for Humanity Executive Director Jamie Maciejewski and Jefferson Community Foundation Executive Director Siobhan Canty were present to discuss their request for ARPA funds and reviewed the proposed plan to provide affordable housing to Jefferson County residents. Chair Eisenhour opened the meeting to allow for public comments. The Commissioners heard from three individuals. Discussion continued. During the meeting, Interim County Administrator Mark McCauley reached out to Commissioner Brotherton to find out if he is in support of the proposed project and funding request. He indicated that Commissioner Brotherton is in support. Chair Eisenhour and Commissioner Dean directed Interim County Administrator McCauley to create a grant agreement for adoption at a future meeting. EXECUTIVE SESSION: An Executive Session was scheduled from 12:00 p.m. to 1:00 p.m. Chair Eisenhour announced that the Executive Session will be held from 12:01 p.m. to 1:01 p.m. with the Human Resources Director to Evaluate the Qualifications of Applicants for Public Employment; Exemption as Outlined in the Open Public Meetings Act, RCW 42.30.110(1)(g). Other individuals that joined the Executive Session: Chief Civil Deputy Prosecuting Attorney and Commissioner Brotherton.
